Abstract
Many studies on the negotiations for the compensation in the South Korea-Japan Normalization Talks have discussed that the big change happened in the negotiations processes because of the "nominal changes" in the way that Japan pays the compensations to South-Korea, which mean the changes from the reparations to the claims and also from the claims to the economic aide. As the result of the nominal change, it has been usually thought that the compensation problem between South Korea-Japan has experienced a great difference in the meaning of the liquidation of the colonial relationships between the both countries. And also it has often been thought that this change would be strongly related to the replacement of the government in South Korea because the South Korea-Japan Normalization Talks had been held under the three administrations, Rhee Syng-man, Chang Myun, and Park Chung-hee, over 14 years. But the official documents on the South Korea-Japan Normalization Talks which was opened in 2005 show that the strong continuity existed in the negotiations processes under the three administrations in spite of the such nominal change. This article discusses the continuity from the two points of view. One is the method in which the compensation problem is really resolved and the other is the amount. The analysis of the two points is useful for demonstrating the changes which happened in the negotiations under the three administrations were continual irrespective of the nominal change from the reparations to the economic aide. Finally We will conclude that the nominal changes on the compensation problem gave no critical discontinuities in the liquidation of the colonial relationships between South Korean and Japan.
