In 2015, the State Council of South Korea finalized its goal to reduce greenhouse gas emissions by “37% from the business-as-usual (BAU) level” by 2030 across all the economic sectors. Of that reduction, 4.5% will be achieved overseas by leveraging Emission Trading Systems (ETS) aided by international cooperation. In line with this, considering both the demand for and supply of the carbon market increased after the Paris agreement, the importance of public diplomacy in negotiating climate change actions also rose. This study aimed to analyze the impact of international discussions such as the United Nations Framework Convention on Climate Change (UNFCCC) on domestic policies and the types of public diplomatic climate change policies pursued by different government agencies, and draw implications from them. This study attempted to find implications from the Korean government's public diplomacy on climate change for developing countries. Lessons learned regarding Korea’s public diplomacy would provide a practical guidance to the Asian developing countries, which are suffering from environmental crisis at a phase of rapid economic growth.
Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.
Climate change is one of the most discussed issues in international for a today. Evaluating the effect of climate change at a regional level and setting up an appropriate policy to address the issues associated with climate change require a proper evaluation process on the climate change and adaptation projects already implemented. Although various evaluation approaches to climate change adaptation programs have been proposed, it is rare to find a proper systematic approach to evaluating the reliability of those climate change adaptation programs. In the current situation regarding the system to evaluate climate change adaptation programs, the purpose of this study is to suggest a theoretical and standardized evaluation system on the reliability of climate change adaptation schemes. The new approach suggested in this paper will be appropriate when requiring a confidence level for adaptation programs that are specially localized and categorized. Using various quantitative and qualitative evaluation methods with the inherent reality mechanism, we provide a conceptual framework to measure the reliability of climate change adaptation programs with a flexible adjustment process. With the proposed framework, it is possible to provide the level of confidence on the results collected from the evaluation systems and construct a standardized, system-wide assessment procedure toward climate change adaptation policies. By applying this approach based on scientific evidence on the reliability of climate change adaptation policies, appropriate and efficient climate change adaptation programs will be properly designed for and implemented in Korea.
Changes in our lives due to Artificial Intelligence (AI) are currently ongoing, and there is little refutation of the effectiveness of AI. However, there have been active discussions to minimize the side effects of AI and use it responsibly, and publishing the AI Charter of Ethics (AICE) is one result of it. This study examines how our society is responding to threats from AI that may emerge in the future by examining various AIECs in the Republic of Korea. First, we summarize seven AI threats and classify these into three categories: AI’s value judgment, malicious use of AI, and human alienation. Second, from Korea’s seven AICEs, we draw fourteen topics based on three categories: protection of social values, AI control, and fostering digital citizenship. Finally, we review them based on the seven AI threats to evaluate any gaps between the threats and our responses. The analysis indicates that Korea has not yet been able to properly respond to the threat of AI's usurpation of human occupations (jobs). In addition, although Korea’s AICEs present appropriate responses to lethal AI weapons, these provisions will be difficult to realize because the competition for AI weapons among military powers is intensifying
This study reviews how an aging society can be connected to the urban-built environment, transportation system, infrastructure, and climate change topics from the perspective of policy and innovation in science and technology. Each topic was described with the aging society that we will encounter in the near future. Based on the expected discussions, we suggested how policy and technological innovations may interact with the new emerging society. Especially, digital transformation is expected to hyper-connect the aging society beyond physical barriers where numerous policies and innovations in science and technology shed light on the elderly population. We observe, however, that this cannot be achieved only by the government sector; rather, municipal governments and local communities, as well as private sectors, all together need to prepare for the new society of the aging population. Furthermore, an ideal approach is to accommodate multidisciplinary studies that can address the policy and technological innovations simultaneously and collectively. By doing so, we can minimize the negative impacts when an aging society approaches.
Air pollution is a global challenge that not only threatens public health, but also takes away lives. Strategic communication, in other words, public relations, is an essential way of tackling air pollution and managing the risks involved. Engaging global citizens into the public sphere requires the building of a sense of collectivity and duty on achieving clean air. Strategies and policies on an international scale that are based on the theoretical framework (Behavior Procedure Model) and focus on leading citizens into the mature and unified Collectivity during the observance of the ‘International Day of Clean Air for blue skies’ are crucial. Notably, the Asian continent has inevitably found itself at the crossroad between economic growth and environmental protection, and has even been observed to be pursuing a passive response to air pollution. The key communication strategies are supported by the three goals, which include: expanding existing communities and building a new Collectivity, supporting international solidarity and individual member state activities, and implementing systems and structures. The key goals can be further specified into six strategies. This paper has analyzed global problems and discussed possible communication strategies to increase public engagement for the observation of the ‘International Day of Clean Air for blue skies.’ It will be the responsibility of all nations to implement the aforementioned strategies and policies as well as promoting global action.
