The legislative cosponsorship network shows the legislative process of the National Assembly through the relationship between the members of the National Assembly formed by cosponsorship. This study focused on the library bill proposed during the 19th National Assembly term, and conducted the cosponsorship network analysis, the centrality analysis of actors of the National Assembly, and a subgroup analysis of keyword-centric networks. As the result of the study, the library bill’s cosponsorship network was segmented according to political parties, and lawmakers who played an intermediary role in close proximity to other political party members had an important influence on the network. When restructured into a keyword-oriented network, the network structure segmented into political parties improved as members of different parties shared the same keywords and formed subgroups. Based on the results, it was suggested that a strategy for spreading and sharing policy issues based on core keywords rather than library legislation, centered on lawmakers who play a mediating role between parties, is needed to activate library legislation.
The world is paying attention to the South Korean government’s aggressive COVID-19 response, key of which is transparency and openness in sharing information. Opening up government information is essential to enhancing its social and economic value through increased awareness and accessibility. The purpose of this study is to investigate the current status of SNS operated by national open data portals in which government-collected and -disclosed data is available and to suggest improvements for the use of open data portals. To do this, the study compared 3 national open data portals, each from India, U.S.A, and Korea, by performing quantitative analysis, user feedback analysis, time-series analysis, and information type analysis. Based on the identified information types and user needs, the study suggests concrete ways to facilitate the use of open data portals.
This research provides a quantitative analysis on research articles published in PLoS ONE, a multidisciplinary open access journal, by authors affiliated with Korean institutions. Korean authors published more than 6,500 research ariticles in the mega journal between 2006 and 2019. Korea is ranked the top 11th place in terms of article publishing in the journal. Most articles by Korean authors are concentrated in the biomedical fields. In recent years, the overall production of PLoS ONE has decreased as authors migrated to competing mega journals such as Scientific Reports and BMJ Open. The change might have been affected in part by the delay in the review period and the dropping impact factor score. The open access share of the Korean PLoS ONE authors of more than 10 articles hovers around 30%. However, there is a significant variation among researchers reaching up to 50% discrepancies. Among altmetrics provided by PLoS ONE, the saves are highly correlated with the views and the citations. On the contrary, the shares show low correlation with other use metrics. A follow up, survey questionnarie based research involving researchers who have published in PLoS ONE is planned in order to investigate author motivation and experience in the review process.
Today, in order to more effectively cope with the emergence of various diseases and the rapidly-changing medical environment, several medical departments are conducting treatment collaborations within the university hospital. This collaborative care is very important and is already common in the medical field. Nevertheless, there is no research on this, especially how the departments are collaborating. Therefore, the purpose of this study is to investigate how the characteristics of the treatment collaboration networks vary by year and season by exploring the relationship between the medical departments within the university hospital. This study analyzed the collaboration networks of 29 medical departments of ‘A’ university in Korea by dividing the collaborative care by year and season. Directed networks were constructed in response to departments requesting and departments requested for collaborative care. Betweenness centrality, eigenvector centrality, closeness centrality analysis, ego network analysis, and faction analysis were also conducted. This study performed the first treatment collaboration network analysis among medical departments, and is expected to present new insights into the location and spatial composition of medical departments in consideration of the knowledge transfer paths within medical institutions.
Public libraries provide a variety of services for users to meet their intellectual and cultural needs. Thus, the proportion of exhibitions as one of the cultural programs offered by the libraries has been increasing. The purpose of this study is to find out the differences of operation method and promotion method of traveling exhibition hosted by public libraries and to verify the differences of users’ perception according to the degree of use of the traveling exhibition. For this purpose, a research program, the traveling exhibition of the award-winning works: the Hangeul Hand Letters to the People in Books of the National Library for Children and Young Adults, was selected. A survey was conducted on a total of 385 users from five public libraries. As a result, there were significant differences in the use of traveling exhibition among library users, depending on the operation method of traveling exhibition of the public libraries. And, the ‘promotional material’ and ‘library homepage’ were proven to be a useful way to promote the traveling exhibition. Also, the overall use of library, the effect of traveling exhibition, and the evaluation of traveling exhibition of the users who actively used the traveling exhibition were higher than those of the users who passively used it. Based on the findings, methods to increase the use of the traveling exhibition were suggested.
The purpose of this study is to obtain basic information and implications for developing media information literacy curriculum by comparing and analyzing UNESCO’s media and information literacy competencies and AASL’s key competencies with the 2015 Revised Curriculum and the Library and Information Life curriculum. As a result of the analysis, First, UNESCO’s MIL and AASL’s key competencies in media information literacy were related to the competencies of the 2015 Revised Curriculum. Second, UNESCO’s MIL included more aspects of the composition and competencies of information literacy than media literacy. For this reason, it could be said that media information literacy more appropriately reflects the content pursued by media literacy education than media literacy. Third, UNESCO’s MIL included more training content for media literacy than information literacy. Fourth, the contents of media literacy were found to be insufficient in the Library and Information Life curriculum compared to the education contents of library and information literacy. Fifth, the competency standards related to media information literacy and Libraries and Information Life did not present cultural sensitivity competency. Based on the results of the study, It is necessary to develop a media information literacy curriculum that fuses the contents of media literacy beyond the information literacy that use library resources.
The purpose of this study is to find the cause and solution of the situation where library LOD does not spread after the introduction of library LOD. Research methods include literature research, case studies, and expert interviews. The improvement plan presented in this study is that first, the library needs to avoid the redundancy of the LOD construction target and build the only and specialized data. Second, libraries need to develop LOD services that reflect user needs and implement convenient LOD interfaces. Third, libraries need to establish identification system of data and build a authority file. Fourth, libraries need to recognize the necessity of data opening and linking to librarians and users, and provide opportunities for education and publicity. Fifth, it is necessary to use LOD for integrated search and to establish an integrated platform for search of library LOD. Sixth, libraries need to strengthen cooperation for LOD issuance and utilization, and form a working-level consultative body. Seventh, the government should pursue strong policies with a continuous commitment to LOD promotion and need to continue to provide budget support.
This study analyzed the collaborative process in time series by dismantling the edit log big data of Wikipedia Korea, a representative online collaboration community, from early 2002 to 2019. Analysis elements were extracted from the document edit records, formatted in standardized XML, and analyzed using Python and R. The ways of editors’ contribution, the characteristics of data contents, and the trend of document creation were explained by the analysis. An active contribution of a small set of editors and a loose participation of the majority were revealed. In addition, sociocultural characteristics that appear in online communities were also found in Wikipedia Korea. A new, diverse set of external resources is necessary to sustain the collective intelligence. An effort to settle new editors into the wikipedia community and an openness through circulation structure to avoid the exclusiveness of the management group are suggested.
The purpose of this study is to analyze the issues resulted from the process of grouping KORMARC records using FRBR WORK concept and to suggest a new method. The previous studies did not sufficiently address the criteria or processes for identifying representative authors of records and their derivatives. Therefore, our study focused on devising a method of identifying the representative author when there are multiple contributors in a work. The study developed a method of identifying representative authors using an author role dictionary constructed by extracting role-terms from the statement of responsibility field (245). We also designed another way to group records as a work by calculating similarity measures of authors and titles. The accuracy rate of WORK grouping was the highest when blank spaces, parentheses, and controling processes were removed from titles and the measured similarity rates of authors and titles were higher than 80 percent. This was an experiment study where we developed an author-role dictionary that can be utilized in selecting a representative author and measured the similarity rate of authors and titles in order to achieve effective WORK grouping of KORMARC records. The future study will attempt to devise a way to improve the similarity measure of titles, incorporate FRBR Group 1 entities such as expression, manifestation and item data into the algorithm, and a method of improving the algorithm by utilizing other forms of MARC data that are widely used in Korea.
The purpose of this study is to identify and systematize various facet elements required by users in fiction search situations from book tags to improve the fiction search environment. Based on the Ranganathan’s PMEST formula, the basic facet system of the fiction was defined as 1) the personality that forms the fiction material, 2) the content and external characteristics that compose the fiction, 3) the reader interaction with books, 4) spatial information related to fiction and reading activities, and 5) time information related to fiction and reading activities. Out of approximately 310,000 tags assigned to 7,174 fiction, 3,730 core tags were selected and content-analyzed. As a result, various attributes were systematized around the top 25 categories of the fiction facets. The results of this study can be applied to facet navigation of OPAC and fiction DB in the future.
As the use of information has emerged as the core of national competitiveness, major developed countries and the Korean government have realized the importance of data. They have pursued technical research and standard establishment for long-term preservation and continuously strived for systematic management and preservation of data. However, although various types of data are specified for the purpose of record management in the law, there is no specific method on how to collect, manage and preserve them, except standard electronic documents. In particular, management and preservation of huge datasets from the administrative information system have been strongly demanded above all. Any guidelines for datasets do not have been properly provided. After the framework for selecting preservation format must be prepared, the system can be supplemented and built. The framework considering the characteristics of the dataset should be specified more concretely, and empirical verification of the conversion and restoration for the dataset preservation format derived according to the selection criteria is necessary. Therefore, this study intends to propose a method for long-term preservation through empirical verification of the preservation format after deriving an evaluation the framework for the preservation format selection criteria considering the characteristics of the dataset.
This paper analyzed SCOAP3 journals, which have been evaluated as successful open access models, to understand the characteristics of scholarly communication among domestic researchers in the field of high energy physics (HEP). As research methods, a quantitative analysis using statistics and a network analysis of authors’ affiliated institutions and academic journals were conducted to understand collaboration and research activities of domestic researchers in the HEP field. The results of the study revealed that, among the 10 SCOAP3 journals in which Korean researchers participated, the proportion of articles in which Korean authors participated was 8.0% of the total. The proportion of papers with more than 1,000 co-authors per paper was 28.7% of the total. The results of this analysis proved that Korean researchers were actively collaborating in the HEP global network. From the results of the network analysis to understand the cooperative relationship centered on the affiliated organization, the cooperative network could be divided into three clusters: a cluster centered on S universities, a cluster centered on K research institutes that provided researchers a cooperative infrastructure with CERN, and a cluster centered on I research institute. Through the network analysis for research institutes and journals, it was found that JHEP, PRD, and PLB among academic journals were highly participating journals, and universities and researchers were also participating in the writing of open access papers. The results of this study can be used as a basic resource for understanding researchers and building a research information environment in libraries.
The purpose of this study is investigate the research trend on digital humanities. Previous studies focused on analyzing representative cases and national policies, not overall research trends in the digital humanities field. To this problem, this study intends to identify the intellectual structure of the digital humanities by adopting bibliometric approach. In this study, 1,765 articles retrieved from Web of Science and 514 records from RISS were analyzed to investigate research trends. Structural topic models were applied to examine research topics and to grasp the time-series trend. The results show that humanities-based convergence studies and digitization were main research interests in both side. In Korea, research topics related to cultural contents and storytelling were prominent, while in terms of providing digitized data, library and information science field was one of the important research topic abroad.
This study aimed to analyze research trends of ‘digital divide’ in Library and Information Science. To this end, we coded research subjects with 11 subcategories, and research objectives with 4 subcategories, and research methods with 4 subcategories, and constructed keyword networks to which a pathfinder algorithm was applied. As a result of the analysis, 79.5% of studies are on the disabled, multicultural families, and the elderly among information vulnerable groups, and it was found to be concentrated in specific groups. In addition, digital divide related studies have been actively conducted for the purpose of resolving information vulnerabilities such as people with disabilities. We also found that these studies focused on verifying the effectiveness by designing and applying treatments such as informatization education, information utilization, and reading programs. Lastly, the most frequently used research method in the digital divide was found to use case studies or questionnaires simultaneously with literature research.
This study developed a user experience factors for the evaluation of knowledge and information resource system from the user experience perspectives, which is emerging as a new analysis standard in the field of information media and information service research. Based on the analysis criteria selected through literature analysis, ‘system perception factor’ and ‘user experience factor’ were derived as factors influencing the use of information systems through an experimental study based on the user experience sampling method. As a result, the user experience factors of final knowledge and information resource system includes nine user experience factors, 55 detailed user experience factors, and 138 system perception factors. This study is significant in that the abstract concept ‘user experience’ was derived and presented as a practical, concrete, measurable factor through experiments. The derived user experience factors should serve as a basis for measuring user experience perceived by users of the knowledge and information resource system.
