Abstract

In today’s increasingly data-intensive academic environment, data is becoming the foundation of academic communication as a research outcome rather than a research by-product. However, there is a limit to guaranteeing actual data reuse only by expanding the data supply or securing accessibility. In order to overcome this, it is necessary to understand the data reuse behavior and data needs in-depth. Therefore, this study attempted to identify the major data reuse behavior and data needs among researchers. To this end, the authors of KCI papers among the data reuse documents of the Korea Social Science Data Archive (KOSSDA) for the past 3 years were targeted. An in-depth interview was conducted with 12 researchers who accepted the interview. As a result, factors considered when reusing data were personal, economic, technical, and social aspects, and it was found that the data itself was used or contextual information of the data was used depending on the purpose of data reuse. The path to acquiring data is a web-based source of information, and a path through informal communication can also be found. In terms of the data needs, it was found that they prefer English, the United States, and institutional producers. Also they have a clear preference for quantitative data from an interviewer-filled interpersonal interview survey method, rich metadata along with raw data, and data that contains identification information. However, due to the lack of confidence in the value, it is negative for the use of data with controlled access and use, and it is difficult to confirm a clear preference because there is no similar data available for selection in terms of size and freshness.

Abstract

Sejong City Library information services and programs proposed in this study are proposed by combining cases of local representative libraries and overseas libraries. As a feature of the proposal, first, various information services that can be provided by the Sejong City Library are proposed by area, by user, by data type, by media, by partner institution, etc. Second, by reinforcing user programs for each life cycle, various reading programs by age and interest, such as reading discussion, reading experience, and reading events, are provided. Reinforce user-based programs that reflect the characteristics of Sejong City’s population, such as adult, child, and family programs. Third, secure and utilize maker space space. Fourth, the reading program developed by the Sejong City Library is promoted and shared in cooperation with local libraries. Fifth, induce participation of local residents in Sejong City, volunteer activities and talent donation. Sixth, propose library information services using library websites and social media, and develop channels for mutual cooperation with users.

Abstract

This study attempted to propose various application and function improvement plans by analyzing robots operated in the libraries. Thus, the types and functions of robots operated by 16 domestic and foreign libraries were examined. Most of them were used for Librarian Assistance (Book Inventory, Book Delivery, Etc.) and User Service (Facility Guide, Search Aids, Etc.). Besides, the introduction of robots in the National Library of Korea (NLK) and their functional limitations were analyzed. As a result, this study presented the need to develop additional functions for the robot, develop quarantine and security robots, the need for a national-level policy for robot diffusion, and build a robot ecosystem.

Abstract

At a time when Korea and the rest of the world recently faced the unprecedented situation of “COVID-19,” the view of actively “disclosure” of information to prevent the spread of infectious diseases is at odds with the view of “protecting” personal information as these social measures are coupled with the infringement of individuals’ basic rights. In order to see the nation’s response to the infectious disease crisis, we examined the current status and characteristics of public records according to crisis alert levels based on the manual for responding to infectious disease. Especially we analyzed the types and disclosure status of records containing personal information. For detecting personal information-related issues on news media, we collected online news articles and performed text anlaysis. Through this, we reviewed the problems of record management including personal information and suggested improvement points from the perspective of the life cycle of records: collect, manage, and dispose of them.

Abstract

This study aims to develop a checklist that could identify the characteristics of predatory journals suspected of being poorly operated from the time of submission to publication. Accordingly 17 checklist questions were developed based on 3 priorities through overseas case studies and expert opinions. To verify the developed checklist, 100 journals included in Beall’s list were randomly extracted and analyzed. As a result, 96 journals had features that were suspected to be questionable, there were not found in the 4 journals. A further case study and follow-up study of journals published in a broader field of research will require continued revision and supplementation of the 17 questions developed in this study.

Abstract

This study was conducted to ascertain a better understanding of researchers’ perception of open peer review (OPR), which is being attempted to improve the problems of traditional peer review methods in recent journal publications. A survey was conducted on the Korean authors of a mega open access (OA) journals and the results were analyzed. The subjects of the survey were selected as Korean corresponding authors published on PLOS, an international OA journal and mega journal. The survey was conducted as an online questionnaire and a total of 238 responses were collected; the analysis was based on 202 valid responses. Data were analyzed by performing frequency analysis and average comparison between groups for the collected questionnaire results. As a result of analyzing whether there is a difference in perception of OPR depending on the age, research experience, and OPR experience of the researcher, researchers under the age of 44, researchers with research experience of 9 years or less, and researchers with OPR participation experience had differences in some OPR perceptions. Results show that researchers under the age of 44 want to change the current peer review approach, but they are not yet actively accepting OPR. As a result of analyzing the reasons why the researcher disagrees with OPR, they raised questions about lack of objectivity, increased burden of reviewers, emotions and relationships, and responded that the right to be forgotten was also necessary.

Abstract

This study explores the potential of using a library chatbot to improve the non-face-to-face digital reference services for academic library users by designing and implementing a library chatbot. Through data analysis, user needs and library services were analyzed, and a scenario was designed by selecting an appropriate development method. For user-friendly interaction, the personality of the chatbot and user interface was designed to evaluate its usability. In addition, the accuracy was verified through the response accuracy evaluation and performance evaluation of the chatbot, and the effectiveness of the chatbot was evaluated through a user satisfaction survey. In order to manage the operation and maintain service quality, the chatbot is improved by monitoring user-chatbot conversations and reflecting user feedback. Based on these findings, recommendations for designing and implementing a library chatbot were made to help improve library reference services.

Abstract

With the popularization of open government data, Library-related open government data is also open and utilized to the public. The purpose of this paper is to diagnose the quality of library-related open government data and propose improvement measures to enhance the quality based on the diagnosis result. As a result of diagnosing the completeness of the data, a number of blanks are identified in the bibliographic elements essential for identifying and searching a book. As a result of diagnosing the accuracy of the data, the bibliographic elements that are not compliant with the data schema have been identified. Based on the result of data quality diagnosis, this study suggested improving the data collection procedure, establishing data set schema, providing details on data collection and data processing, and publishing raw data.

Abstract

This study aims to review the possibility of OA to international journal articles cited by researchers of the library and information science field in Korea. For this, the international journal articless cited to the articles (1,543) of the Korean Society for Information Management were collected, and the investigation was carried out regarding the OA policy of the international journals and the status of journals that can be open to the public through the OA according to the OA policy. In addition, this study analyzed the actual accessibility by utilizing the OA finders (Google Scholar, Unpaywall, OA Button). The analysis result indicated that the majority of the international journals were using the green OA policy. Also, 1,476 journal articles which is 95.4% of the total international journal articles were allowed to be accessed officially with the OA. The results of reviewing the actual accessibility rate of the journal articles open to the public through the use of the OA finders indicated that accessibility was up to 68% when using Google Scholar, and the maximum accessibility rate was 72% when mixing the OA finders. Among the OA finders, Google Scholar had the greatest OA accessibility rate, but it was desirable to mix the OA finders in order to expand the OA accessibility rate to the maximum level.

Abstract

This study aims to investigate bibliometric services practices of foreign libraries by service types and suggest practical considerations for Korean libraries wishing to implement bibliometric services. Through the examination of previous research and library websites, nine types of bibliometric services were identified under two broad categories - education & consulting services and research evaluation & research trend services. According to the service types, a wide range of bibliometric services activities were analyzed and described. Recommendations from the study for service development include: building an institutional repository for scholarly output; developing subject guides and education programs at the initial phase of service and providing more advanced services such as consulting and analysis services at the later phase; identifying the potential service needs of researcher groups.

Abstract

This study aims to identify the methods of implementation for the ‘National Research Foundation of Korea Open Access 2021(Plan)’. This study covers the methods of implementation in the three following core items: 1) developing the details on the amount, method, and procedures of APC support; 2) proposing methods for facilitating the transition of domestic Korean academic journals to open access journals; and 3) developing methods of entrusting papers to open access repositories. APC support should be guaranteed at a reasonable level. The average or median of APC values for the previous three years will be applied to set the upper limit for support each year. APC support will be provided when the paper is published to open access journals or transitioning journals to open access. Hybrid journals or dual access journals are not included. Support for open access publishing of academic journals in Korea during the transition period will be available for open access journals that have registered for CCL in KJCI or journals that have submitted their application for transitioning to open access. Publishing in hybrid, dual access or subscription-based journals must be accompanied by items related to copyright such as embargo. Research results will be used for the detailed implementation plan of ‘NRF OA2021 (Plan)’. They will serve as the base data for the rapid, stable, and sustainable implementation of open access policy in NRF, addressing the Korean domestic academic journal publishing environment and the field of international academic communication.
