The key to the long-term preservation of electronic records is the long-term retention of the bitstream that contains the original functional attributes and appearances of the electronic records that were originally created and utilized. Considering economic and technical aspects, most of the major domestic and foreign archives have adopted a migration strategy that allows conversion to a new format depending on the stability and reliability of the format containing the original bitstream. However, as the type of electronic records varies and its scope continuously expands, several problems arise if a single migration strategy is observed. Therefore, the applicability of the emulation strategy is examined in this paper to reproduce the system and application environment where electronic records are created and utilized. As such, electronic records can be maintained without any changes in the bitstream by utilizing cloud computing technology.
The recent demographic cliff caused the schooling population to steadily decline and the number of college admissions to sharply drop, which led to the prediction of the Ministry of Education wherein 38 universities in Korea will be closed within the next 3 years. As such, the legal, administrative, historical, and informational values of university records shed light on the importance of the follow-up process and management of closed university records. Although closed university records need to be systematically managed according to legal procedures similar to other public records, there is no practical and clear legal standard for the management of such records at present. Moreover, management standards considering the characteristics of (closed) university records and individual universities’ situations and specificity have been insufficient. This study, therefore, examines the ambiguous standards for closed university records management and analyzed relevant problems. Furthermore, an integrated management system is suggested as a way to improve the records management of closed universities.
UNESCO clearly has a good user interface compared to other sites. However, it does not have a structure in which user-centric knowledge curating is employed by users. As such, the knowledge structure should be expressed differently in advance for users to enjoy such benefits. At present, almost all current information systems are lacking with semantic and contextual information. Moreover, these systems are deemed insufficient of interlinking various kinds of thoughts in our minds. Thus, it is necessary to model in advance what users are likely to think and provide an interface that they can easily utilize based on that modeling. Furthermore, there is a need for a new structural theory based on semantic technology that can make that possible. Therefore, in this proposal, theoretical and practical insights were presented for user interface implementation to which relational facet navigation based on the structural theory is applied. Moreover, this proposal intends to suggest a “thinking expansion platform” that allows users’ ideation of different concepts, including those unfamiliar to them.
With the increase of the establishment of temporary institutions in accordance with social issues, the importance of managing records that reflect the characteristics of temporary institutions is highlighted. However, because of the ambiguity of laws related to records management, the limited number of employees, and the lack of awareness of records management by temporary institutions, the records management has not been carried out properly. Therefore, this study seeks to identify the gaps between statutes and practices and derive improvement measures for them. As such, the concept and characteristics of temporary institutions were identified through requests for disclosure of information. Moreover, the status of the administrative committee and the records management status of various temporary organizations were determined as well. Finally, improvement measures were drawn and proposed in terms of law, system, and record management by selecting relevant institutions in accordance with the Act and conducting in-depth interviews. This study is significant as it monitored the entire process of managing the records of existing time organizations and will serve as the basis for efficiently managing the future ones.
A significant change in the ISO 15489-1:2016 is the appraisal of records becoming one of the key procedures in managing current records. In November 2018, ISO/TR 21946 (Information and Documentation - Appraisal for managing records) was published as the international standard for the appraisal of records, explaining the methodology for the application of the concepts and principles of appraisal in ISO 15489-1. As such, the concept of appraisal and the characteristics of the contents presented in these international standards were examined in this paper. In particular, the appraisal methodologies of ISO/TR 21946 and how it can be applied to the Korean records management environment were investigated by analyzing the appraisal process proposed in ISO/TR 21946 at each step and applying the process to Korean university cases. Moreover, this paper is expected to be the basis of improving the understanding of new international standards for the appraisal of records and finding ways to improve records management and appraisal systems in Korea.
At present, no outside organization provides systematic support for business archives, even though there are companies that operate their own. To resolve this situation, this study suggested that overseas business archives professionals organization could apply in Korea by analyzing the form of organizations and functional roles. As such, the organization of professionals in overseas business archives was analyzed through their website, literature research, and email interviews of the staff. Based on the analysis, overseas organizations of business archives professionals were established in the form of sections and independent organizations to systematically support business archives through long-term projects. Thus, this study proposed an organizational structure of professionals organizations for the development of domestic business archives and the functional role of supporting activities, educational activities, and publishing activities. In addition, the ultimate development of business archives is clearly no longer the only solution to the change in perception and strategy of individual companies’ business records. Moreover, this study is significant as a starting point for discussion on the establishment of business archives professionals or organizations.
This study aims to analyze the distribution of authorities and responsibilities (ARs) to appraise public records, especially between national archives and central or federal government institutions. For this study, archives acts and policies of Britain, the USA, Canada, and Australia were selected for analysis. After attempts in reviewing the laws and policies governing ARs of appraisal and disposition, their level of concentration were investigated and compared. The analysis shows that the ARs to determine and approve which records have archival value and what are to be transferred to archives are mainly located in the national archives. In comparison, it is common that the national archives and government institutions share ARs in identifying the public records and in preparing and approving the disposal authorities. Furthermore, it identifies that the ARs can be distinguished by individual appraisal activities and expects to be used to discuss the ARs to appraise public records in Korea.
To research the directionality of Korean literary archives, this paper introduces the modern literature archive of the National Library of Korea and discusses the future direction of the archive of the National Museum of Korean Literature. The modern literature archive of the National Library of Korea is operated with focus on digitizing the original text of modern literature, providing professional release information, and constructing contents related to modern writers and literary history. As such, the National Museum of Korean Literature, which aims to open in 2023, needs to refer to the case of the National Library of Korea but introduce more professional curating. In other words, the archivist should have the initiative to document the context of the records so that literature can be reproduced creatively based on the archived data. Moreover, he/she should actively implement archive policies to expand the availability of materials.
This paper aims to introduce the case of operating electronic document system and record management system as one system called i-Works at Korea Midland Power Company. i-Works combines intelligent services, such as artificial intelligence and a chatbot, as a supplementary tool for record management. As such, the preparation process and progress direction for the development of the record management system is introduced, an in-depth review of real-time transfer and utilization of the functional classification system to enhance the utilization of the current records is presented, and new technologies, such as artificial intelligence for an efficient management of the increasing number of electronic records, are established.
