Abstract

Today, record management has become more important in management as records generated from administrative work and data production have increased significantly, and the development of information and communication technology, the working environment, and the size and various functions of the government have expanded. It is explained as an example in connection with the concept of public records with the characteristics of big data and big data characteristics. Social, Technological, Economical, Environmental and Political (STEEP) analysis was conducted to examine such areas according to the big data generation environment. The appropriateness and necessity of applying big data technology in the field of public record management were identified, and the top priority applicable framework for public record management work was schematized, and business implications were presented. First, a new organization, additional research, and attempts are needed to apply big data analysis technology to public record management procedures and standards and to record management experts. Second, it is necessary to train record management specialists with “big data analysis qualifications” related to integrated thinking so that unstructured and hidden patterns can be found in a large amount of data. Third, after self-learning by combining big data technology and artificial intelligence in the field of public records, the context should be analyzed, and the social phenomena and environment of public institutions should be analyzed and predicted.

Abstract

The purpose of this study is to present a proposal to build an archive of Gwangju Student Independence activist Jang Jae-seong. The research method used for this purpose was, first, a literature study related to Jang Jae-seong. Second, the current status of records related to Jang Jae-seong, such as the National Archives of Korea and the Ministry of Patriots and Veterans Affairs, was investigated, and the types of records were presented for each collection. Third, an expert interview with Jang Jae-seong’s family was conducted. As a result of the study, the Jang Jae-seong archive was designed with documentary and commentary content. In addition, a method of linking with the record-holding institution through mapping by content was suggested. Recorded content are structured so that users can receive detailed information linked to each collection through a search. Also, considering that an archive of Gwangju student independence activists has not been established so far, a plan was prepared and presented to build an archive of people involved in the incident together and provide data.

Abstract

In the electronic record environment, there are discussions about the necessity of using records as information, and ISO 15489:2016 defines records as one of the information assets. In acceptance of this concept of information assets, the national archives of each country have established related policies and guidelines to actively promote information asset management. This paper intends to analyze the information asset management policies and guidelines that are established by the national archives of each country. This is to identify global trends for information assetization of records in the digital environment and derive benchmarking factors for seeking institutional establishment in Korea. To this end, the definition of records in ISO standards and related research results are analyzed to investigate the conceptual origins of information assets. Moreover, the actual cases about information asset management of the national archives of the United Kingdom, New Zealand, and Australia are investigated. Based on this, the implications of overseas cases and issues to be supplemented to establish the relationship between records and information assets are presented as a part of seeking institutional establishment in Korea.

Abstract

The role of an archivist should include not only traditional archives management but also new archives management based on an understanding of electronic records and information technology. In this study, to verify the adequacy and content validity of the components, knowledge categories, and knowledge contents of the guideline for a graduate program in archival studies, the Delphi survey was carried out. As a result of the Delphi survey, the components of the guideline consisted of “preface,” “curriculum,” “faculty,” “structure of the learning process,” “administrative resources,” and “conclusions,” and the educational content consisted of 8 knowledge categories and 44 knowledge contents. This study aims to present the minimum components to be followed in the graduate program of archival science through the development of the guideline model and present educational contents to educate archivists with theoretical and practical capabilities. The model can be used as basic data for a future guideline for a graduate program in archival studies.

Abstract

Job and organization analysis of producing institutes is a task that identifies the history of transition and major business functions for various record-producing institutions and must be performed in common within the archives, and many workers must jointly refer to the relevant knowledge. However, in the field, a limited number of people in charge are individually performing by manual work, and the results are not shared. Therefore, this study aims to reduce the work burden of workers through the automation of the job and organization analysis process and build basic resources that can be commonly used by the archives. This study subdivided the task of job and organization analysis into manual, semi-automation, and automation parts by performing FGI with the practitioner of the archive and suggested ways to realize it. In addition, we derive the basic analysis data that can be commonly referenced in the electronic records management process, and by verifying the results through practitioners, efficient use of knowledge resources is suggested. Furthermore, by establishing a standardized work process, we intend to lay the foundation to support consistent and systematic work performance.

Abstract

Access re-review is a valuable and important task, but it is burdensome for archivists. Thus, an access re-review automation was proposed to address this. In this situation, the National Archives of Korea actually utilized the access re-review solution in the performance of the “2020 Access Re-Review Project” and compared and analyzed it with human work. The project was, however, not a research project centered on analysis on access re-review solutions, and it has a limited result in terms of experimental use of commercial programs. Nevertheless, in the current situation where there are only macro and superficial discussions on access re-review of intelligent archives, it would be meaningful to apply the access re-review solution to archivists in real businesses and examine the results. This paper seeks to discuss the practicality that can mitigate the task of access re-review through an analysis of use cases of access re-review solutions.

Abstract

Condition assessment of analog records is enforced to establish a preservation strategy and identify the damaged records by the Public Records Management Act and the public standard in Korea. However, the number of record management organizations where the condition assessment according to the act and the standard are actually conducted is limited in Korea. To find out what to change in the system and the practice of the condition assessment, the system and situation on the condition assessment of the paper-based records in Korea and other countries were investigated through literature research and a survey. Whereas Korean archives try to assess entire individual records, archives and libraries overseas apply condition assessment selectively depending on not only historical and cultural values of the records but also the vulnerability of compositional materials and severity of the damage of the records. It seems that archives and libraries overseas have a specific reason to conduct the assessment. Most of them take advantage of a sampling method not assessing every single item. Moreover, the periodical assessment is carried out in only about 50% of the responses. Therefore, we have to consider changing our condition assessment system to a more efficient and flexible way, adopting a sampling method and applying the assessment for selective collections with more specific purposes.

Abstract

This study aimed to examine the perception and experience of researchers in the field of mechanical engineering on research data creation and management, and suggest implications for research data management and services in the field. Research data management and services of domestic and foreign research institutes were investigated, and in-depth interviews were conducted with researchers belonging to domestic mechanical engineering research institutes to analyze the perception and conduction of research data creation and management according to four major categories: “research data, accountable conducting of research and compliance with research ethics, utility and effectiveness of research data management, and the value of sharing research data.” To ensure effective research data management and services in mechanical engineering, it is necessary to conduct a data investigation on the process, type, and form of production to collect explicit metadata and implicit contextual information. It is also necessary to propose a plan to recognize research results using the publication of data journals and to prepare infrastructure such as a cloud-based system that supports safe data management and communication between researchers. In addition, it suggests that it is important for various officials in the research field to allocate roles and responsibilities for research data management and services at the organizational level.

Abstract

Photographic records capturing the changes of a city are vital parts of local history archives. They were, however, not collected properly for the local history archives even by local governments. Therefore, as a solution for this problem, seven major cities (Seoul, Incheon, Gwangju, Ulsan, Daejeon, Busan, and Daegu) initiated the urban landscape documentation project for archiving the photographic records of each city. This study investigated the current status of the urban landscape documentation project and found that Daegu metropolitan city’s project only holds some of the contest photos and a few old photos from the local government. A proper donating process is urgently needed to preserve valuable photographic records of Daegu, and this study aims solutions for the Daegu metropolitan city’s urban landscape documentation project to improve the acquisition methods of photographic records. This study suggests the process for photographic records donation from citizens and a metadata set for donated photographs.

Abstract

With the revision of the Public Records Management Act in 2020, it has become possible to appraise long-term records more than 30 years old in the record center. However, there was no discussion on the appraisal process except for the revision of the Public Records Management Act. This study aimed to propose a process for appraisal of long-term records in the record center, focused on the roles and functions of the record center, archives, and central archives. To confirm the status and problems of the records appraisal process, we analyzed record management standards and interviewed 4 archivists who have been working as specialists for over 10 years. Based on the analysis results, the appraisal process for long-term records in the record center was redesigned in consideration of the functions and roles of the record center, archives, and central archives.

Abstract

The National Assembly’s archives management policy is deliberated by the National Assembly Archives Committee before it is implemented. This study tried to identify the agenda of the committee, which acts as a basis for establishing and implementing the archives management policies, and confirm whether various policies dealt with all fields of archives management. Accordingly, the committee meeting data, minutes, and related laws were checked. Focusing on the agenda, the continuity and diversity of the overall policy, whether there is a bias toward specific policy issues, and the main discussion subject of the committee about the archives management policy were analyzed. As a result of confirming the entire agenda, the agenda related to the archives management policy has been made up of reporting agendas, and as a result, it has emerged that various and in-depth discussions related to policies have not been conducted well. However, it was confirmed that the overall archives management policy was carried out with continuity for many years without focusing on a specific sector.

Abstract

This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.
