Art archives are archives that are produced and collected in activities carried out by artists, critics, and related organizations, and a large portion consists of individual records. Because of these characteristics, art archives have a wide range of media and formats, each with their own characteristics and creators, which can lead to copyright issues in individual cases. This study conducted interviews with six art archive professionals from four institutions, secured and analyzed the copyright status and issues that occurred in the art archives field by business area, and suggested applicable measures for each copyright case.
The history compilation of public institutions is a type of record compilation that can be very useful record content for users. The study aims to develop a model for the history compilation of public institutions that can be flexibly applied to the task while providing practical guidance for the actual work of institutional history compilation. To achieve this goal, literature reviews, task analyses, questionnaire surveys, in-depth interviews, and expert evaluations were conducted. Based on these results, the 5 processes were organized into 20 work areas and 45 detailed work elements, which were divided into 31 essential tasks and 14 optional tasks to design the final version of an institutional history compilation model for public institutions. The model of this study can be used in public institutions to carry out tasks regarding history compilation and can also be used to establish schedules and plans by identifying overall tasks to be performed in the preparation stage for history compilation.
This study aims to examine the effect of job characteristics of records managers within the public sector on innovative behavior, focusing on the mediating role of public service motivation. To this end, an online survey was administered to records managers employed in public institutions, using 137 copies of the collected data for the final analysis. The results of the study are as follows. First, it was found that the job characteristics of records managers had a significant influence on innovative behavior and public service motivation and that public service motivation had a significant influence on innovative behavior. Second, as a result of examining the mediating effect of public service motivation in the relationship between the job characteristics of records managers and innovative behaviors, it was found that they were partially mediated. These findings confirmed the job characteristics of archival researchers, comprehensively verifying the meaningful relationship between public service motivation and innovative behavior.
The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK’s research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors’ affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.
본 연구는 16대 대통령기록(기록관리비서관실)을 대상으로 기록인식론적 관점에서 조사·분석하여 그 결과를 기반으로 대통령기록관리 재설계 방안을 제안하는 것을 목적으로 한다. 이를 위해 먼저 기록관리비서관실의 기능을 분석하고, 대통령기록관에 이관된 16대 대통령기록을 전체적인 시각에서 개관하였다. 다음으로 ‘업무기능 및 단위과제’, ‘기록 철·건’, ‘기록 건’을 중심으로 ‘생산시스템 유형’, ‘보존기간’, ‘보존기간 책정 사유’, ‘관리부서’, ‘이관일 및 입수유형’, ‘기록형태’, ‘전자기록 유형’, ‘공개여부’, ‘생산연도’ 등을 정량적으로 분석하고 연역적(top-down)인 방식으로 기록의 성격을 규명하였다. 마지막으로 기록분석 과정에서 드러난 특징 및 문제점을 정리하고, 분석 결과를 바탕으로 기록의 ‘재조직’, ‘서비스’부분에 대한 대통령기록관리 재설계 방안을 제안하였다.
The purpose of this study is to discuss problems and seek improvement plans based on a critical analysis of the detailed standards for nondisclosure of 19 administrative departments in accordance with Article 26 of the Government Organization Act. To this end, the status of information disclosure–related regulations in 19 administrative departments was analyzed, and 6,094 cases of nondisclosed information were investigated and analyzed. In addition, through interviews with seven information disclosure experts, the analysis contents of this study were shared and reviewed. Furthermore, opinions on the effectiveness, problems, and system improvement areas of the detailed standards for nondisclosed information were collected. As a conclusion, three improvement measures were proposed: first, the legislation on the establishment of detailed standards for nondisclosure; second, the establishment of a system for regular substantive inspection of detailed standards for nondisclosure; and third, the improvement in the service of detailed standards for nondisclosure.
2020년 일부 연구자에 의해 특정 부분만 연구되어왔던 “6·25전쟁 군사기록물”의 디지털화가 완료되었으며 대국민 공개로 전환되어 디지털화된 자료를 누구나 이용할 수 있게 되었다. 이 기록들을 어떻게 효과적으로 활용하고 기록적 가치를 창출할 수 있을 것인지에 대한 고민을 바탕으로 주로 관리하는 국가기록원, 전쟁기념관, 육군 기록정보관리단의 관리 현황 및 활용정보를 기반으로 경남 함양이라는 특정 지역을 대상으로 문제점을 분석하고 이를 보완할 수 있는 메타데이터 요소 개발과 디지털아카이브 구축, 전쟁 기록 간 연계성 강화, 교육 및 전시 서비스와 다양한 형태의 연구자료 제공을 제안한다.
With the objective of recording the life stories of Paju’s long-time residents, the Paju Central Library has been implementing the “Human in Paju” project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.
