Abstract

Congress established the Federal Depository Library Program (FDLP) to ensure that the public has free access to the Government’s information. Operated by the U.S. Government Printing Office (GPO), the mission of the FDLP is to disseminate information products from all three branches of the Government to over 1,250 Depository libraries in the FDLP program nationwide. Depository libraries safeguard the American public’s right to information by making Government information in all formats freely available. This paper discusses the role of the GPO and FDLP, the GPO’s organizational structure, the Depository library’s obligations and responsibilities, services and collections, referrals and networking, and the Depository’s future and challenges.

Abstract

In this study, we proposed some fundamental considerations in application of a migration strategy for long-term preservation of electronic records. It also reviewed the notion of migration and various data migration strategies such as DPT and CAMiLEON through the literature survey.

Abstract

Historically the relation between the power and archives is inseparable. Archives are the recorded traces of political actions and an intention of power has a considerable effect on the existence of archives. In the democratic society the power serves people on the basis of the archives adopted as an evidence of political actions. Archives play an important role for the balance of power, which is a principle point of democracy. Considering the function and symbolism of archives, its proper and reasonable management is connected directly to the protection of people’s rights.

Abstract

In this study, considering the importance of the providing archival information services over the Web in university archives, the evaluation model of the archival information services was proposed by identifying categories and contents of it. Direction for the improvement was proposed by evaluating and analyzing the Web archival information services of some university archives in Korea. Based on the evaluation, the following directions for improvement were suggested. First, the mission and vision of the archives should be established and published over the Web. Second, the introduction to the records catalogues and records collection should be provided in detail on the Web. Third, advanced search and full-text search functions should be provided, as well as the help information for the search methods. Fourth, university archives' Web sites should provide online exhibitions and newsletters of the archives.

Abstract

Photography has been used as a typical tool of recording image since its invention in the nineteenth century. Photographs provide valuable visual information about all parts of society, and a systematic management must be preceded to use these information. The management and preservation system of photographs should reflect the characteristics of photographic medium. It is necessary for many archives to perform appraisal first to collect and manage enormous photographs. Appraisal is the process of determining meaning and value of records, and the reasonable criteria should be needed to carry it out. The purpose of this study is to suggest appraisal criteria for photographic records based on the archival appraisal theories and the characteristics of photography. This study draws on traditional appraisal theories and some literatures for archival management of photographs. This study is organized as follows. The first section examines the concept and values of photographic records and the distinctiveness of appraising photographs. The second section analyzes the existing appraisal criteria for individual records. The third section designs appraisal classes of photographic records and proposes the criteria for each classes.

Abstract

This study seeks some ways to improve archives exhibitions by comparing with museum exhibitions. For this purpose, this study overviews the present state of domestic archives exhibitions and extracts some features compared to museum exhibitions. And it suggests some improvement ways for archives exhibitions especially based on comparative analysis of the special exhibitions held by National Archives of Korea and National Folk Museum of Korea in memory of the 60th anniversary of National Foundation. It derived some ways to facilitate archives exhibitions hereafter, they were targeting distinctive customers for each area, communicating proper message for the theme and target of exhibitions, orienting theme-typed exhibitions, reflecting customers' feedback, exhibition educational services' invigorating, neutral interpretation of modern archives, and offering material on life and cultural history in priority.

Abstract

This study started from recognizing the problem that neither the identity nor the role of records managers is clarified enough. Therefore, this study identifies the function of the records managers and how it should be carried. The method of functional analysis was used to collect information, and then the AHP method to analyze te core functions of the records managers. As a result, core functions were identified as follows: records management policy making, education, production control, records schedule management, collecting, transferring, description, appraisal, de-accessioning, records center management, disclosure, perusal service, and records management system. Therefore, this study presents that identity and role of the records managers as well as the priorities of the job.

Abstract

In the midst of computerization and digitization of the archives, the way of use and the need of users to use the public archives has been changed and expanded. It draws concerned party's attention to the copyrights in the public archives and the protection of the copyrights of the public archives. This study examines the exiting copyright laws in Korea and some foreign countries, interprets the laws, and presents legal implications when the laws are applied to the public archives held in the National Archives of Korea(NAK). The public records are “literary works" and their copyrights are to be protected. Most of the public archives held in the NAK are also “creative works" which are the presentations of thoughts and feelings of the individuals, the records creators in the public agencies. The holder of the copyrights of the archives is not the NAK, but the agency which created the archives, such as the central government and local governments. To promote the use of public archives, we need to expand the public domain in the public records and archives and the fair use of the archives. To do this, I suggest to amend and complement the Copyrights Act, the Pubic Records/Archives Management Act, and the Opening Records in the Public Agencies Act(FOIA in Korea). The establishment of a coordinating body dealing the copyrights in pubic record and archives is strongly recommended. The coordinating body will provide guidelines on protecting copyrights and expand the fair use and the public domain of the public archives.

Abstract

The purpose of this study was to chronologically review the public records management policies in Korea, and get some perspectives for their sustainable growth in the future. In this study, the period of 60 years since the establishment of the First Republic in 1948 was divided into six parts; inception period(1948~middle of 1980s), preparation period(end of 1980s~1990s), development period (2000~2007), and transition period(2008~present). The achievements and failures of public records management in each period were summarized. A diagnosis of present situation of Korean public records management was made. And adopting a bi-directional networking model was suggested in order to convert into a new revitalizing period.

Abstract

In 1999, “Records management of public instituition Act" was enacted. Since then, records manage- ment system has been developed, but the level of records management is still low in reality. This article is to present suggestions in policy of national records management. To flourish national records management, ‘governance' should be performed during policy propulsion and National Archives of Korea should be politically neutral and independent. In addition, records management system needs to be wide-spread, many different archives should be established, also archives should have archivists. Not only that, managers of archives need to cooperate and thrive with autonomy, decentralization of authority, and solidarity.
