Abstract

The study examined the current status and the use of electronic publishing files to produce a bibliographic database. In particular . it examined the problems faced in the production of KoreaMed, an abstract database of Korean medical journals. The methodology of KoreaMed to utilize the computer files which was produced in the process of publication of a print journal is found to be very effective. It assures the accuracy of data, accelerates the input speeds, and reduces the input costs. However, such a project can not be accomplished to a satisfactory level without the cooperation of the publishers involved. It turns out that many small publishers and academic societies hardly have saved the electronic publishing files of previous issues. Besides, it is hard to maintain the right channel to receive the files continuously. The input and processing of special characters are very delicate problems. In addition, the diversity of layout and formats of journals, of the electronic publishing software used, and of the storage media, makes the utilization of the electronic publishing files a very complex process. In order to operate the KoreaMed system more efficiently by requiring the publishers to submit XML files which meets the standard of the KoreaMed, it is necessary to educate and train personnels of journal publishers for the management of electronic publishing files.

Abstract

From the viewpoint of Information Ethics. I tried to examine the moral justification of Intellectual Property Rights in the age of the digital information society. Lockian traditional argument of property rights which is based on the value of labor and Hegelian theory of personalization, both are not enough to justify the new Intellectual Property Rights. The notions of Intellectual Property Rights are to be changed. One change is from the absolute dominion over material property to the limited dominion over intellectual property. The change from property rights to process control rights is the other. To protect these intellectual property rights, there are three possible protection devices that we might take - legal protection, technical protection and moral protection. I argued that both legal and technical protection have some limitations, so the final way to protect the IP rights is to attempt to establish the moral protection as a fundamental solution.

Abstract

The possibility of the struggle over copyrighting is increasing with the necessity and expectation of using other works by the developing multimedia technology. In multimedia environment compared with the past, the reproduction of works has some characteristics, such as easy reproduction, the high quality, and easy modification. Also, many composite and interactive works are produced, but there are different characteristics from traditional materials. From free access to information based upon multimedia's characteristics, a problem, which works can be used without any restriction, should be solved. Thus, past copyright law may be amended based upon multimedia environment. The problem which should be solved is also discussed.

Abstract

The purpose of this study is to provide the methods of preservation for paper, microfilm, digital media. First of all, for acidic papers produced in 19~20 centuries, this study evaluates and analyses deterioration and factors causing deterioration. For book, also, environmental condition for preservation, and a preservation mechanism through acid-free procedure were suggested. Second for microfilm, it emphasized physical and chemical properties, oxidised substance during developing film, materials related to preservation. Third, for digital storages, storage conditions and needs, such as life-cycle and capacity were introduced.

Abstract

Much attention has been paid to the copyright law revised and proclaimed on July 1, 2000 on the ground that the law embraces digital medium environments. The transmission right added to the economic rights takes into account the fact that limitless cyber space represented by the Internet came to be pervasive. This is based on a lot of exhausting conflicts between those with copyrights and Internet users. The area of publication is badly afflicted in this sense, falling into confusion due to the miscomprehension of differences among the right of publication, the right of transmission and the right of reproduction. The term 'e-book' is not covered by relevant laws despite the widespread use of e-books. In this context, this study is designed to point to the necessity of dealing with the right of publication with the problems of the copyright law emphasized and to ask for the aggressive reflection of the concept of digital publication in the future revision of the copyright law.

Abstract

As designing webpage has become part of daily life, the public library tends to use the webpage for the information service and the public relations as well. In this context, this study explores the theoretical background on the webpage of public libraries; investigates and analyzes, based on previous studies, the webpage of public libraries in Seoul in terms of its informations structure and contents : and suggests some recommendations, through designing and controlling, for the effective use of the webpage of public libraries.

Abstract

As an attempt to grasp the current situation of traditional Korean books scattered about in the world, this study has bibliographically analyzed first of all traditional Korean books as well as old Korean maps and atlases, and topography descriptions collected by L. C.. Traditional Korean books have been analyzed classified by subject, printing or manuscript, and the kind of edition. Historical development in the compilation of geographical materials during the Chosun Dynasty has been studied. Especially on old Korean maps and atlases bibliographical characteristics have been researched. Accordingly. the foundation has been laid not only for the study on the bibliographical characteristics and the current situation of traditional Korean books and old Korean maps and atlases but also for the comparative analysis on traditional Korean books in Korea with the ones collected by L.C.

Abstract

This study focuses on“Intellectual Freedom”based on the fundamental principles of library user services in Western countries. Particularly, this paper pursues to the philosophical foundations of“the freedom of expression”. It also studies how“the freedom of expression”was restrained by pursuing the definitions of“pornography”and “obscenity”in terms of the court's opinions of The Supreme Court of the United States. Also, PICS and the Communication Decency Acts were discussed.
