Abstract

The purpose of this study is to review what we have done and to identify what we have to do to be successful with Web archiving which is important to preserve our cultural heritage for the next generation. Some characteristics of Web resources as information sources were identified and some difficulties with Web archiving were discussed. The outcome of national and/or international Web archiving projects including Kurturarw3, PANDORA and Internet Archive were reviewed. Policy issues and technological problems of Web archiving we have to solve were listed.

Abstract

In indexing and organizing Web resources, there have been two basic methods: automatic indexing by extracting key words and library classification schemes or subject directories of search engines. But, both methods have failed to satisfy the user's information needs, due to the lack of standard criteria and the irrationality of its structural system. In this paper I have examined the limits of library classification scheme's structures and the problems related to the nature of Web resources such as specificity and exhaustivity. I have also attempted to explain the logicality of Web resources organization by facet analysis and its strengths and limitations. In so doing, I have proposed three specific methods in using facet analysis: firstly, indexing system by facet analysis; secondly, the alternative transformation of the enumerative classification scheme into facet classification scheme; and finally, the facet model of subject directory of domestic search engine. After examining the three methods, my study concludes that a controlled vocabulary by facet analysis can be employed as a useful method in organizing Web resources.

Abstract

The purpose of this study is to design semantic web and policy direction for national knowledge and information management. The paper describes all the components needed to accomplish the objective: 1) creating unchangeable and unique identifiers for metadata elements, resources, and ontology classes and properties; 2) recommending active use of XML namespaces; 3) establishing metadata and application profile standards for national integrated searching; 4)developing a metadata registry to promote semantic interoperability among metadata; 5) discussing the need of creating ontologies using W3C OWL and ISO Topic Maps; 6) providing intelligent search services based on metadata; and 7) presenting future directions and tasks of national knowledge and information management.

Abstract

The purposes of this research are to grasp the actual conditions regarding management of Korean public libraries and to develop the rationalized guidelines for future-oriented policy which should be realized by the government authorities. According to the result of evaluation, it is analyzed that the regional differences of evaluation scores has grown worse, and a chronic problems such as staff shortage, old facilities, lack of budget has been continued repeatedly for 6-years. Moreover the result of evaluation was utilized as a guideline of the policy development on public libraries in the knowledge-based society, based in the evaluation for the management of public libraries in general.

Abstract

This study is carried out as a precedent work for the implementation of an Open Access Initiative(OAI) compatible with Korean libraries. Institutional Repository is a new concept for collecting, managing, disseminating, and preserving scholarly works created in digital form by faculty and researchers in individual organizations according to open access paradigm. This study briefly outlines the need for Institutional Repository, their role, constitutional elements, benefits and drawbacks. This is followed by recent case studies of SHEPRA, Dspace, eDoc Server and dCollection. The conceptual model of Institutional Repository was suggested and the key considerations to be taken into account for the successful implementation of Institutional Repository at the beginning stage were proposed from a stakeholder's perspective.

Abstract

The purpose of the study is to suggest preferable future strategies for interlibrary use of e-journal. For this purpose, the study reviewed the meaning of interlibrary use for e-journal in the digital environment and the disputes about it, and analyzed several license clauses for interlibrary use.

Abstract

Emerging ubiquitous computing and mobile communication urges changes in academic libraries' information services. This study is to explore the future scholarly information services in academic libraries, by adopting a future research method, scenarios. It identifies the key forces in the scholarly information flows, scans the range of alternatives, and describe the possible behaviors of the three groups of main actors: publishers, academic libraries, and users.

Abstract

The records centers which belong to specific cities(-shi) or counties(-gun) are different in terms of constituencies and functions with the records centers of any other administrative agencies. The purpose of this study is to develop models of establishing the city/county records centers reflecting the recordkeeping environment of cities and counties especially located in Kyonggi Region. This present paper begins with analyzing the conditions of records management of cities and counties in Kyonggi Region, and the characterized functions of them. Based on these analyses, it suggests standardized procedures and characterization strategies for establishing city/county records centers.

Abstract

According to the shift from industrial society to knowledge-based society, prompt acquisition, organization, and analysis of technical information at a variety of industrial organizations are becoming more important than before. Education for professionals in acquisition and management of technical information should be accomplished systematically, and connected with in-service training. The purpose of this study is to develop curriculum of information professionals from the analysis of the tasks of technical information searchers using DACUM methods. The results of this study is as follows: First, professional technical information searcher's tasks are divided into 6 categories and these are also divided into 40 sub-categories. Second, selection of information sources are the most important tasks in education. And last, major educational areas should include planning and development of databases, practice of OA applied programs, practice of PC communications, analysis of trends information, classification and practice of Internet, practice of interview, information architecture, information retrieval, understanding and practice of information sources, patents management, and planning and development of home pages.

Abstract

This study focuses on "Intellectual Freedom" based on the fundamental principles of library services. Particularly, this paper pursues to the legal foundations of "the freedom of expression". The American Library Association celebrates "the Banned Books Week" to draw attentions to the danger of banned books and censorship. This study also studies how "the banned books" are made by pursuing the definitions of "pornography" and "obscenity" in terms of the court's opinions of The Supreme Court of the United States and Korea. Recently, the top three reasons for the "banned books" are considered to "be sexually explicit", "contain offensive language" and "be unsuitable to age groups".

Abstract

The main purpose of this study is to analyse and evaluate the metadata elements of 'Records System' and 'Electronic Document System' specifications for Korean government agencies based on functional requirements of ISO 15489. This present paper begins with discussing the characteristics of recordskeeping metada, and extract the metadata elements fulfilling the ISO 15489 functional requirements. And this study tries to compare the metadata elements of current specifications with ISO 15489 elements. Based on these analyses, it suggests the directions for improving current metadata specifications and for developing national metadata standard.

Abstract

This study investigated whether academic library user education contributes to promote users' information literacy. 39 students of Duksung Women's University participated voluntarily for this experiment. A test questions set about locating specific library materials was delivered to participating students, who were to find right answers for each test question. Their answers about test questions were measured in terms of success rate, time used to solve each problem. Self evaluation scores were also collected before and after giving them user education. Academic library user education significantly contributed participating students' ability to locate academic library materials through a library user interface. After receiving user education students were able to solve more successfully test questions, use less time for each question, and evaluate themselves more highly in terms of information utilizing ability. The effectiveness of the academic library user education was lasted for about 8 weeks after the education they received.
