This study aims to provide the efficient sharing and utilization method of disasters scattered by each institution and develop automated collection algorithm using web crawler for disaster information in deep web accounts. To achieve these goals, this study analyzes the logical structure of the deep web and develops algorithms to collect the information. With the proposed automatic algorithm, it is expected that disaster management will be helped by sharing and utilizing disaster safety information.
As the animal rights movement has recently gained recognition as a social movement that represents one of society's minorities, it is now creating a new social and political perspective in the Korean society. This paper explores animal rights through their activism archives. The principles of community archives that can be applied to the animal rights movement are organized into four categories, and how the principles work according to the types of archives. Among these, the activism archive was selected, and the social meaning and issues of the animal archive were examined. We reviewed the issues of the activism archive in the case of KARA.
This study aimed to examine conceptual discussions in transcription programs based on citizens’ contribution and to discuss the operation and implications of the transcription program by investigating cases on transcribing records held in overseas archival institutions. With regard to conceptual discussions, the study identified the characteristics and significance of the transcription programs predicated on the notions of citizen archivists, participatory archives, and crowdsourcing. For case analysis, the study selected five transcription programs in the United States, the United Kingdom, and Australia, which are known to be managed successfully. The analysis was conducted following six criteria, including institution and goals, records for transcription, management of participation, infrastructure, policies and guidelines, and evaluation. The transcription programs were differentiated from community archives based on self-directed participation as the programs had a specific goal to improve access to historical records moderated by institutions. Therefore, it is necessary that strategies be built to attract the sustainable participation of the public. In this respect, the study made the following suggestions to domestic services similar to the cases. The purpose of a program needs to be described, and the topics, creators, and record types that could induce interests have to be considered when selecting transcription records. It is also important that a partnership is made with a small number of participants who made a significant contribution to the program and to provide interface and tasks for the transcription, which meet the participants’ needs. In addition, it is necessary that simple and effective guidelines for transcription and policies be provided for use in transcription results, and that visible participants’ contribution is recognized by applying the transcription results actively to search and access records.
Because of the creation and transfer of born-digital records, file unit-based record description practices have changed fundamentally. In this study, we analyzed the archival description practices of The National Archives (TNA) to maintain intellectual control in the digital records management environment and to support the access to records of users. TNA has created an archival description based on ISAD(G) but, for describing born-digital records, it changed the guideline for descriptive cataloging practices. As the method of ISAD(G) cannot adhere to born-digital records, the next-generation descriptive standard, Records in Contexts (RiC), is still being developed by ICA. In addition to international efforts, we need to build an archival description system that fits our environment, especially because since the year 2000, TNA's online cataloging system has changed and ISAD(G) has been modified in this process. This study also proposed continuous monitoring of digital archival descriptions, provides an integrated approach to analog records and digital content and strengthens experimentation and cooperation toward an uncertain digital future.
This study deals with the theoretical analysis of important audiovisual archives, specifically regarding the historical context of the given theme. The study will feature a historical review of the concept, which is the basis for audiovisual archive research, followed by the specificities of audiovisual archives in sharp contrast to public archives, libraries, and museums. Audiovisual archives will also be covered primarily regarding documentaries as well as places and institutions. The study will conclude with various issues of audiovisual archives in today’s digital age. The study hopes to contribute to the growth of audiovisual archive research in Korea and the establishment of various audiovisual archives that will be addressed on a national level both in policy and in practice.
Large-scale and complex disasters have frequently occurred all over the world recently, and they are repeated every year. Accordingly, the need for the systematic management and utilization of raw-data and processing information in the past has increased. For this purpose, this study proposed a construction strategy for disaster and safety record information resources archives based on automatic acquisition, which can be used as a hub for disaster and safety information. Based on local and foreign case studies, several consideration factors for building the archives are determined. Finally, this study proposed four steps for constructing the archives. These are as follows: 1) complete enumeration survey of the disaster and safety record information resources, 2) automatic acquisition possibility study, 3) selection of the resources for preservation, and 4) automatic acquisition of metadata. The construction of the archives proposed in this study will facilitate integrated management, sharing, and use of scattered information resources on disaster and safety.
This study explores the present state of the National Archives of Korea (NAK) and the branch archives and proposes development programs to reestablish their roles. With regard to the NAK, I discussed five issues, and for the branch archives, I discussed three. The issues on NAK are as follows: 1) Is NAK the nation’s record keeper?; 2) Does NAK promote the establishment of local archives?; 3) Does NAK supervise and oversee the records management of all public institutions?; 4) What is the raison d’être and the vision of NAK?; and 5) Does NAK perform a simple administrative service? Meanwhile, the issues on the branch archives are as follows: 1) Is the branch archives a permanent records management institution?; 2) Are the names of the branch archives appropriate?; and 3) Are the branch archives simple document warehouses?
In a new technological environment such as big data and AI, LOD will link record information resources with various data from both inside and outside. At the heart of this connection is the interlinking technology, and interlinked LOD will realize the opening of record information as the highest level of open data. Given the ever-increasing amount of records, automation through interlinking algorithms is essential in building LODs. Therefore, this paper analyzed the structure of record information interlinking with the external data and characteristics of the record information to be considered when interconnecting. After collecting samples from the CAMS data of the National Archives, we constructed a record information's LOD. After that, we conducted a test bed that automatically interlinks the personal information of the record metadata with DBPedia. This confirms the automatic interlinking process and the performance and accuracy of the automation technology. Through the implications of the testbed, we have identified the considerations of the record information resources of the LOD interlinking process.
The introduction of new technologies is a result of the advent of the Fourth Industrial Revolution and the change from management environment to cloud environment. Changes in the production and management environments are expected because of changes in the external environment. However, responding flexibly to changes is not enough. The problem of the records management process, system, and infrastructure is intertwined, and partial reorganization is difficult to cope with changes in the external environment. Therefore, we need to redesign the whole process and study the major issues to be considered so we could redesign the process and produce an improved next-generation electronic records management.
The Fourth Industrial Revolution has become a focus of attention. Artificial intelligence (AI) is the key technology that will lead us to the industrial revolution. AI is also used to facilitate efficient workflow in records and archives management area, particularly abroad. In this study, we introduced the concept of AI and examined the background on how it rose. Then we reviewed the various applications of AI with prominent examples. We have also examined how AI is used in various areas such as text analysis, and image and speech recognition. In each of these areas, we have reviewed the application of AI from the viewpoint of records and archives management and suggested further utilization of the methods, including module and interface for intelligent records and archives information services.
