Abstract

Since the e-government has been established, a significant portion of governmental business processes is conducted on the web. There are a large amount of records which are used and maintained only on the web. However, although the web-based governmental records have a great value as national strategic resources and cultural heritages, there is no practical management activity for them. In this context the study discusses the necessity of web-based records information management policies and explores problems of web-based records management policies. As a case study, TNA in the UK and NARA in the US are discussed. Also, the National Archives of Korea and the Presidential Archives are explored. Furthermore, a comparative analysis is conducted against these four cases. Based on the discussion, as a result, the study presents feasible solutions to web-based records management policies in terms of law, system and technology.

Abstract

The world has rapidly become culturally diverse, and Korea has gradually grown into a multicultural society, mainly due to marriage immigrants and foreign laborers, whose number exceeds over one million nationally. Their adjustment and acculturation in Korea, however, dose'nt seem painless and untroubled, and public libraries are in duty to provide multicultural service for these population. Providing useful services on the homepage makes it possible for users to find the information they need without having to visit the actual library. A more detailed research will be conducted by examining the multicultural services provided by the public libraries in Australia, Canada, the United States, and Japan, the leading multicultural societies. The further examination will be conducted on these libraries in terms of four aspects, that is, information, literacy, education, and culture, as declared by Public Library Menifesto. In Korea, translation and interpretation services, homework help, child literacy are necessary services at the public library, Management of independent multicultural site, shared services between Regional Central Library and Community Public Library, cooperation with libraries, government and organization will be helpful to multicultural library services.

Abstract

In Korea, a master plan for records management standardization has been established and implemented by National Archives of Korea in a short manner comparing with other countries which pursued the standardization gradually in a long-range policy. But many standards developed under the plan has being criticized in terms of standards quality and their effectiveness by records managers in public sectors. According to the needs of systematic standardization strategy development to overcome the problems, it proposes a model for developing standardization strategy for records management, which is considering strategic goles, principles and 4 strategy areas to be reformulated. This model suggests the directions to select appropriate targets and priorities to be standardized, and to improve standardization procedure and policy framework as standardizing strategy's key points.

Abstract

The roles and services of a library have historically been influenced and developed by the change of information technologies. The ubiquitous technologies have been widely studied for medical area, construction, commerce, broadcasting, telecommunication and so on. The ubiquitous technologies have extended to the roles and services in a library. The development of ubiquitous IT, the roles and functions of a library and information center should be changed. To adjust evolving environment, this study focuses on concept and definition of ubiquitous computing and networks. Especially, with requirements and essential technologies which can be a technological infrastructure for ubiquitous life, library services and roles in ubiquitous life are discussed by literature review, case analysis and expert interview. With the results, this study proposes that library services and roles in ubiquitous life should be considered in two ways which are network and physical spaces. Also, roles of a library in ubiquitous life will be extended to culture and education center including traditional information center. To perform those roles and services, a library should develop various service programs relating culture and education such as personalized service and educational program.

Abstract

The British public library services could be provided earlier than other countries as a result of the Industrial Revolution which was started in the U.K. earlier than other countries. Britain has steadily been building public library infrastructure during the last 150 years and currently maintains the highest level of public library services and operation. Until the 20th century, each local government in Britain remodeled other buildings into libraries and adopted a small and simple form of library building to build more libraries and also to help the convenient use of library, while minimizing the cost of library construction. The construction of public libraries of local governments was supported by the Public Libraries(and Museums) Act enacted in 1850. Korea is in an effort to build more public libraries. The study suggests that a small and simple form of library building should be constructed in order to build more public libraries with minimum costs.

Abstract

The ultimate goal of classification systems is to provide tools for information management and services through collocation of information objects in similar topics. The National Research Council for Economics, Humanities, and Social Sciences(NRCS) aims to organize the research products from 23 research institutes. To manage and organize the research products effectively, the standard classification system has been developed in conjunction of users' survey and the Business Reference Model(BRM). Although the standard classification system consists of users' perspectives and the aspects of organizational functions, there are limits to apply the system into classification practices. In this study, the proposed hybrid approach is to combine a clustering approach with 1,884 keywords from the titles of research products between 2007 and 2008. The clustering approach is performed in a heuristic way according to the KDC due to the lack of digital full texts of research products. The results of this study proposed a revised standard classification system for NRCS with 16 headings and 90 sub-headings. The revised standard classification system will play an important role in managing research products effectively.

Abstract

The concept of library is newly interpreted and designed under the environment of U-City. The basic notion of the library should not changed its kernel nevertheless, the new technologies like ubiquitous computing services are applied to the library, which functions in terms of information services, continuous learning programs and communities of practice(CoP). The library is fit for any technologies or environments as organism. Actually the library has been shown in terms of new information technologies with the changes of the times. It leads to comprehend the library as its appearance not as it is. The libraries including even cities have evolved toward ubiquitous(computing) environment. On the other words, the libraries have sought ubiquitous at the past, now they are still chasing it.

Abstract

This study analyzed the authorship tendency of the authors in the specific organizations. The SCI articles of the authors in H medical center, from 2000 to 2008, were extracted and indexed by the authors. The authorship tendency was analyzed on transience and continuance. As results of analysis, authorship tendency showed continuing tendency not transient tendency. Specifically, the publication rate by new authors was high as the average 39.17% but the publication rate by pre-existence authors, which consisted of the publication rate(16.83%) of reclosing authors and publication rate (44%) of the series author, was relatively higher as the average 60.83%. Also, the extinction author rate of new authors was relatively low as the average 28.2%. the non-flexible publication probability by the author in the specific year was very high as the average 76%. As a result, this study would be used as basic data for the research result management of the organization.

Abstract

This paper is intended to comparatively analyzed the KDC/NDC/DDC classification system for the field of civil engineering, the research field classification system of National Research Foundation of Korea, and the science and technology research field classification system of Korea Science and Engineering Foundation. And based on the analysis, it tried to propose the ways of improving the KDC classification system for the civil engineering field. As a result of the analysis, this paper has found that the KDC 5th-edition for the civil engineering field needed some corrections. That is, the classification items that reflect the trend of academic development should be added, the classification terminology of the basic theories of civil engineering should be properly developed, segmented topics should be added, any errors in classification codes and Korean/English descriptions should be corrected, and the omission of the KDC relative index of classification items should be solved. This paper proposed the ways of improving those problems.
