Abstract

The purpose of this study is to investigate the current state of reading culture in Gyeongsangnam-do and its infrastructure in order to develop a balanced reading culture in each of the 18 counties of Gyeongsangnam-do, and to come up with plans to promote reading culture in the libraries in the province. To this end, six measures were proposed to revitalize reading culture in Gyeongsangnam-do by reflecting and synthesizing the survey of reading culture infrastructure in Gyeongsangnam-do, the analysis of the reading status of residents of Gyeongsangnam-do, the analysis of the results of the reading culture promotion project in Gyeongsangnam-do Province and the collection of opinions from experts related to the promotion of reading culture in each field. The results of the study are as follows. ① Establishment of Gyeongnam Reading Culture Promotion Governance, ② Establishment of Gyeongnam Reading Culture Promotion Committee and preparation of basis for evaluation roles such as establishment and implementation of reading culture promotion, ③ Creation of specialized collections and preparation of reading culture programs by region, ④ Service between Gyeongnam Representative Library and Gyeongnam Office of Education Systematization of subject and role division, ⑤ Systematization of role division between Gyeongnam representative library and 18 city and county local government libraries, ⑥ Establishment of grounds for reading culture promotion policy of Gyeongnam and 18 city and county local governments, and establishment of cooperation support system based on related laws and regulations.

Abstract

The main purpose of this research was to discover the characteristics of the ‘commons for all’ related to public libraries as much as possible, design the learning content, and finally to demonstrate whether the contents meet the general education requirement of universities. The public library is a study hall for multi-literacy, a common place for lifelong learning without discrimination, a place for experiencing digital sharing culture, a place for practicing public architectural design for community regeneration, a workshop for the maker movement and finally, a hub for forming local communities. In short, it has all the characteristics appropriate to being a commons. This subject titled “Sharing Culture and Local Libraries” is designed and composed with various literacy understanding, information ethics of information literacy, community consciousness and multicultural understanding, public consciousness, cooperative spirit and computer utilization ability, interdisciplinary knowledge, and integrated perspective. In a situation where the regional and public crises are increasing, this kind of general education subject about public library, is expected to contribute greatly to raising the awareness of the library and further enhancing the local community togetherness spirit by spreading the value of the library widely to students and inducing them to actually experience various library services.

Abstract

The purpose of this study is to suggest ways to improve medical librarians’ educational programs to improve domestic medical library user services. To this end, the role of medical librarians was investigated, and the education areas were itemized, and then the MLA in the US and the KMLA in Korea were compared and analyzed. As a result, the improvement points for medical librarian education programs in Korea are: First, expansion of certification programs that select various types of education programs, education areas, education contents, and specialized fields, collaboration programs with related institutions, and education programs that advocate the value of KMLA are required. Second, there is a need for various educational programs in the current educational areas, such as ‘research support service’ and ‘education/education design/consultation’. In particular, it is necessary to provide ‘consumer health information service’ and ‘disaster information service’ for which there is no education at all. In addition, it is necessary to precede the establishment of regulations on the domestic medical librarian education curriculum for the education of various ‘information services in the field related to medicine’. Third, it is necessary to provide online education contents for librarians who have difficulty participating in face-to-face education.

Abstract

In accordance with the educational paradigm that values self-directed creative education, school libraries and public libraries emphasize self-directed learning support through curriculum-linked programs as their main tasks. For self-directed learning, it is essential to provide learner-centered educational knowledge information, and there should be abundant textbook-linked references that can deepen and expand the curriculum reflected in textbooks. This study established KDC-linked information related to unit and cross-curricular learning topics through the analysis of elementary school textbooks and curriculum-linked books, restructured KDC system based on major subjects in the elementary school curriculum, and established a curriculum-linked subject information. Libraries can strengthen support for self-directed creative learning for elementary school students in an online environment by linking library content targeted for each user with elementary school education content focusing on learning topics in the curriculum.

Abstract

The purpose of this study is to establish a weighting system for the diagnostic criteria of the KISTI Open Access Maturity Model. The maturity model consists of three dimensions, 12 sub-dimensions, and 28 measurement questions. Weighting was performed for the three dimensions and 12 sub-dimensions to determine their relative importance. The results showed that ‘Institutionalization of OA’ (48%) was the most important factor in the three dimensions. Among the sub-factors of “institutionalizing OA,” “enacting and revising relevant regulations” (64%) was important, and “financing” (39%) was important for “OA sustainability. Submission and review (23%) and author rights (22%) were identified as important elements of “journal openness”.

Abstract

In the modern digitized data society, there is a growing emphasis on securing trustworthiness and fairness in data utilization, along with data openness. By defining the concept of data democracy from various perspectives and presenting elements of normative values, this study aims to provide a basic conceptual framework to identify and evaluate the data governance system and levels of data democracy. As a foundation for the discussion of data democracy, based on Kneuer’s (2016) conceptualization of e-democracy, free and equitable access, e-participation, and e-government were introduced as core dimensions of e-democracy. To improve the quality of data governance and foster a better understanding and practical application of the concept of data democracy, this study takes a normative approach from the perspective of democracy. Inclusiveness, equity, participation, and democratic sovereignty are provided as core dimensions of data democracy. This study highlights the significance of data literacy in promoting data democracy. It proposes the creation and assessment of a curriculum rooted in the normative principles of data democracy within the field of library and information science for future investigation.

Abstract

The National Library of Korea (Sejong), which was launched in December 2013, has been in the spotlight as a specialized library for Korean policy information and as a Sejong city complex cultural facility. Nevertheless, the essential identity, organizational status, division of affairs and core competencies, policy information collection, and services of the NLK (Sejong) are weak and inadequate. Therefore, this study developed a job model for establishing an essential identity and providing high-quality policy information services nationwide and suggested a strategic organizational reorganization plan. The job model was proposed as a total of 110 by adding 38 to the existing 72. Based on this job model, the short-term reorganization model (2023-2024) changed the grade of the library director from the current grade 4 (administrative officer) to Senior Executive, and the grade of the director by division from grade 5 (secretary) to grade 4. The sub-organization has expanded the current 3 divisions (planning management, policy information, and service use) to 4 divisions (planning administration, library collection and development, policy information service, and public service and culture, with a total of 51 personnel. In the mid-to-long-term model (2025-2032), the sub-organization was expanded to 4 divisions and 1 office (planning administration, library collection and development, policy information service, public service and culture, and policy information research), and presented a total of 61 personnel. To this end, it is necessary to persuade stakeholders with the argument of advocating the Korean policy information center, which is a macro-strategic goal, and focus all capabilities on strategic reorganization and revision of 「Decree on the Organization of the Ministry of Culture, Sports and Tourism」.

Abstract

This study was conducted to analyze the characteristics of the artificial intelligence chatbot service of the library and compare the usability of the chatbot service applied to the library, and to propose a plan to improve the usability of the artificial intelligence chatbot service in the library. In order to achieve this research purpose, usability comparison factors were extracted through previous studies on the usability evaluation of artificial intelligence chatbot services, and based on case studies, artificial intelligence chatbot services applied to libraries were classified into their own website-based and SNS-based chatbot services according to the platform. Experiments, questionnaires, and interviews were conducted to evaluate the usability of website-based and SNS-based chatbot services applied to the library. Based on the results of the usability evaluation, implications and improvement plans for the artificial intelligence chatbot service of the library were derived.

Abstract

This is an exploratory study that examines the publication and use of sex education books for youth and considers their values and applicability to sex education for youth in the future. In-depth interviews were conducted with book editors, sex education experts, and public librarians—those who play important roles in children and young adults’ reading of sex education books—and analyzed. According to the research participants, parents and caregivers often rely on sex education books when they find it hard to deliver sex education to their children on their own. Sex education books are also often used by sex education experts in their classes. The research participants said many sex education books that were published in South Korea only focus on ‘the body education,’ which deals with body changes during puberty. Gender inequality is another subject that needs to be changed. The research participants agreed that a sex education book should not just be a simple medium that delivers fragments of knowledge on sexuality but a broader learning playground where children and young adults can learn independent perspectives on sexuality based on comprehensive views on life. This study suggests a guideline for sexuality education books, which will be useful for library collection development.

Abstract

This study aimed to understand the application and types of Creative Commons Licenses (CCL) in Korean journals and to increase understanding of the state of open access in South Korea. The study collected and analyzed CCL-related information from the websites of 2,097 KCI journals and compared the findings with DOAJ journals and previous research. The results of the study are summarized as follows. Firstly, 18% (377 journals) of the KCI journals adopted CCL, and among them, approximately 90% (337 journals) were in the field of STEM. There were few academic journals applying CCL in humanities and social sciences fields. Secondly, the types of CCL adopted by KCI journals were NC licenses (90%), with CC BY-NC (85%) being the most common. This is a significant difference from DOAJ journals, where 52% of academic journals applied CC BY or CC BY-SA. However, fewer journals applied licenses of the ND licenses than DOAJ journals and Spanish journals. Thirdly, 44% (167) of the 377 academic journals that applied CCL were simultaneously for free in public databases and sold for a fee in commercial databases. 33% (125) were publicly available for free in public databases, and 9% (33) were sold in commercial databases.

Abstract

This study aimed to examine the mediating effect of positive psychological capital in the relationship between emotional labor and Professional Quality of Life (ProQOL) of librarians belonging to the Widely Representative Library. From February 13, 2023 to February 24, 2023, 159 librarians working in 17 Widely Representative Libraries nationwide were surveyed for general characteristics, emotional labor, ProQOL, and positive psychological capital through questionnaires. For statistical analysis, frequency analysis, descriptive statistics analysis, confirmatory factor analysis, reliability analysis, correlation analysis, and measurement model analysis were conducted using SPSS Statistics 24.0 and Amos 25.0. In addition, the mediating effect of positive psychological capital in the relationship between emotional labor and ProQOL of librarians in the Widely Representative Library was analyzed using a bootstrapping analysis method. The results of this study are summarized as follows. First, it was found that there was a significant effect among librarians’ emotional labor, ProQOL, and positive psychological capital in the Widely Representative Library. Second, the indirect effect of positive psychological capital in the relationship between Emotional Labor and ProQOL of Widely Representative Library librarians was found to be statistically significant. In other words, considering the direct effect of emotional labor on ProQOL, it can be inferred that there is a partial mediating effect. Therefore, it is suggested to develop a program that can improve the quality of professional life by reducing emotional labor and strengthening the positive psychological capital of librarians in further studies.

Abstract

This study aims to analyze usability of public libraries’ metaverse platform. This study also examines factors that affect usability and immersion of metaverse platform of Gangbuk culture information library, Hanbat library in Daejeon, and Mapo Central library. In order to conduct this study, 60 college students participated in online survey and experiment. There was a statistically significant positive relationship between learnability and usability, and between GUI and immersion in every library. Learnability and usability of Gangbuk culture information library were statistically significantly higher than other libraries. On the other hand, GUI score and immersion of Hanbat library was significantly higher than other libraries. However, given that there were few users connected to metaverse platform, there was no significant difference in interactivity among libraries. This study examines characteristics (including strengths and weaknesses) of metaverse platform of each library. It is expected that the results of this study could contribute to the improvement of usability of public library’s metaverse platform.

Abstract

The purpose of this study is to systematically measure the effectiveness of continuous education of librarians using the Kirkpatrick education evaluation model. A three-stage educational evaluation was conducted on 136 librarian teachers who participated in the 「Qualification training for librarian teacher level 1」 in the summer of 2022. The first stage was a satisfaction survey on the overall education, and the second and third stages were investigated before and after education, and the actual effect of education was measured by pre-post difference analysis. The second stage is learning evaluation, and the third stage is job competency improvement evaluation. As a result of the study, high measurement scores were calculated at all stages, and the before and after effect of education was statistically significant in the second stage of learning evaluation. In the third stage of the job competency improvement evaluation, the score fell after education, but it was not statistically significant. Significant results were derived from the second stage of evaluation, and future studies suggested that the evaluation model should be supplemented and that a balanced curriculum should be designed to produce valid results.
