Abstract

The study investigated the citation indicators and the citation analysis data developed in the KoMCI(Korean Medical Citation Index) project. With the full understanding of the current level of citation rates of Korean medical journals by Korean medical journals. and of the characteristics and problems associated with the KoMCI citation indicators, it is possible to further develop or modify citation indicators which will better represent the citation patterns of Korean medical journals. The highest impact factor reported in the KoMCI 2000 : Korean Medical Journal Citation Reports, which covered 69 Korean medical journals published in 2000 is 0.424 and the average is 0.182. It is because only 8.5% of references cited in Korean medical journal articles is to the Korean journal articles, The journal self-citation rates are very high (usually higher than 50%) due to the fact that there are only a few Korean journals published in the same subject area. The KoMCI impact factors of two Korean SCI journals for which SCI JCR reported the SCI 2000 impact factors are about 1/3 of the SCI impact factors. It is because SCI is based on the citations received from 5,900 journals whereas KoMCI is from 69 journals.

Abstract

This study tried to evaluate the usability of web-based academic library services delivered to users in terms of effectiveness, efficiency, and user satisfaction. 13 subjects were randomly selected on the voluntary basis in Duksung Women's University Library from Dec. 15, 2001 to Feb. 27, 2002. They were given six kinds of tasks related to the use of library services through the library website. 3.6 tasks out of 6 were given right answers by subjects, with success rate of 60% and average spent time of 2 minutes and 22 seconds. The most effective library services on the website was a book search with success rate of 100%. However the least effective service was journal article search with success rate of 23.1% . The most efficient library service on the web was a book search. 100% of subjects found the answer in 42.2 seconds, while the least efficient library service was journal article search in which 23.1% of subjects found the answer in 271.7 seconds. Subjects were highly satisfied with the book request service on the web since it is the easiest to understand and the most convenient to use.

Abstract

Only requiring research reports or publishing articles as the final obligation of R&D activities is not sufficient to utilize and reproduce the knowledge information. Since a lot of important data have been ignored and missed by the public or private research institutions, it is not easy to manage and utilize R&D outcomes and to develope knowledge-intensive business as we expect. It is important and rather urgent matter that we should reexamine the related regulations/ laws of Intellectual Property and observe the practical problems of data utilization in real settings. This study reviewed recent studies about domestic R&D institutions, current regulations related IP, and some conflicts with the copyright, and then summarized the problems/ solutions of utilizing R&D information as knowledge assets.

Abstract

Rapidly changing information technologies and changes in new information type provide a new turning point in librarian's role and job as an information specialist. A library traditionally processes and manages paper-type information resources. But, with new requirements to library and changes of information sources, a digital library for use, management, and delivery of information came into existence. The appearance of digital library provides new direction for information processing and requires various changes in roles of information specialists for appropriately and quickly providing information and knowledge for users. The developments of information technology related to information and knowledge and environmental changes around library provide information specialist, who have a role in information processing and delivery, with new challenging areas. On the other hand, the traditional library areas can be infringed upon by those factors. With such rapid changes, an information specialist with a major in library and information science makes various efforts to keep their status as an information specialist and performs their role in information siciety. Currently, they partially lead an active role in the areas relating information and knowledge. This paper focuses on information specialist' current status and role in not library areas but new areas related to information technologies, and figures out requirements to take firm position in those areas.

Abstract

The public library as a public institution, funded by the public, is accountable to provide community based services. Those services can be developed through identifying community needs and implementing proper planning process to satisfy the identified needs. Under budget pressure, public libraries have changed their emphasis from the provision of the standardized services to the establishment of specialized services to reflect the differing characteristics of the community and the community members each public library serves. This paper reviews the research in this area since 1970s and suggests guidelines for the enhancement of community based public library services.

Abstract

A braille library undoubtedly changes with a changing information environment. However "changing information service" as a topic couldn't be found among previous researches. That's the reason it felt necessary in this paper to analyze the way service in a braille library changes according to a changing environment. as well as to make clear the meaning and the role a braille library has for blind people. As a first step, a questionnaire aimed at Korean braille libraries was carried out in order to understand changes of library service. Results showed that most changes in braille library service were due to the influence of internet, directly or indirectly. In this connection. the way braille libraries made us of this new tool was analyzed as follows. Firstly braille libraries were found to help a better circulation of information from internet towards blind people. It appeared secondly that internet was also used in order to improve already existing services as well as new services. Thirdly libraries were shown to have developed new services related to internet although these services weren't initially library ones. These new aspects of library service constitute by themselves a proof of the importance of braille libraries, although blind people might in some cases obtain the wished piece of information without them. Therefore braille libraries prove to be remained necessarily even if information environment changes.t changes.
