공공 도서관의 노인 서비스 정책에 관한 연구

초록
UN이 1999년 세계 노인의 해를 선포한 이래로 노인에 대한 관심이 높아지고 있다. 모든 세대가 동참할 수 있는 정보화 사회가 되기 위해서는 세대간의 정보격차가 해소되어 누구나 평등하게 자신이 필요한 정보에 접근할 수 있어야 한다. 공공도서관은 지역주민의 정보격차 해소에 중요한 역할을 담당하고 있다. 특히, 노령화 사회에 진입함으로써 노인에 대한 도서관 서비스는 점점 더 중요하지만, 현실적으로 여러 가지 이유로 인하여 소외되어 왔다. 그렇지만, 이제는 노인에 대한 국가적 차원의 도서관 서비스 정책을 개발하여 이들에 대한 서비스가 체계적이고 합리적으로 이루어지도록 할 시점에 와 있다. 본 연구에서는 공공도서관과 관련된 국내외의 정책이나 지침을 조사 분석하여, 공공도서관의 노인 서비스 정책 개발에 도움을 줄 수 있는 초안을 제시한다.

Abstract
UN has decided to observe the year 1999 as the International Year of Older Persons (IYOP). Since that year, older persons should have equal access to information in order to function effectively in an information society for all. Public library should be a important access point for older persons, and above all, be a leading role to bridge digital devide in the regional community. There are, however, few policies or guidelines for public library services to older persons in Korea. This is a time for developing these ones at the national level. In this study, the draft for public library services to older persons is suggested.
