Spectrum and Directivity of Library and Information Policy in Korea

<P>본 연구의 목적은 중국 연변조선족자치구에 현존하는 각종 유형의 도서관문헌정보사업 현황과 문제점을 밝히는데 있다. 본 연구의 의의는 공개된 자료가 미미하고 정형화된 자료가 부족한 상황에서 실태조사를 병행하여 상세한 정보를 제공한 점이다. 도서관의 현대화 작업은 90년대 후반기부터 컴퓨터를 도입하여 전개되기 시작하였고, 연변과학기술대학 도서관의 경우는 현대화된 시설을 갖추고 한국의 선진 도서관리 방법을 도입하여 도서관을 운영하고 있으나, 기타 도서관들은 부분적으로 전자 연람실을 구축하여 서비스하고 있다. 그러나 현재 조선족자치주 대부분의 도서관들은 자금부족으로 현대화된 도서관을 구축하지 못하고 있는 실정이다. 앞으로 지도층에서의 중점사업으로의 추진과 서부대개발사업의 우대정책을 통해 자금 확보를 도모하여 도서관의 현대화 건설의 추진을 기해야 할 것이다. </P>

Abstract

<P>The most typical roles of libraries in their information societies are public access points to the networks, providing teaching and training, assisting in knowledge resource discovery, and knowledge providers. In order to fulfil these roles, libraries should be a key element in national and local cultual policies. Effective policy making is the most important responsibility of libraries as well as national and local governments and one of library management tools for running the library. The purpose of this study is, therefore, to review the spectrum of the library and information policies in Korea and suggest some desirable directivities for library policy making. </P>
