Library Issues Stated in the Librarians' Proclamations

중앙정부나 지방자치단체들은 도서관계의 의사와는 달리 어떤 계획을 실행하는 수가 많다. 공공도서관 명칭변경, 민간위탁 운영, 도서관 정책담당 부서의 폐지 등이 그러한 사례라고 할 수 있다. 그러한 시점을 우리는 위기상황이라고 판단하고 그 대처방안으로 성명서, 건의서 또는 공한을 발표하거나 관련기관에 전달하고 있다. 우리가 발표하는 항의문에는 어떤 논리로 그것에 대한 부당성을 지적하고 있는지를 검토한다. 정부기관은 어떤 계기로 도서관계의 염원과는 거리가 먼 도서관 발전 저해행위를 하는지도 검토한다. 그리고 도서관계는 위기상황에 대처하기 위하여 어떤 논의가 있는지도 알아본다. 연구자들의 연구주제나 도서관계 여러 조직단체들의 활동은 위기상황에 대하여 어떤 대응을 하고 있는지도 살펴보는 것이다.

Abstract

This paper analyzed the contents of librarians' proclamations, recommendations and official letters stated on the library issues. Library issues included contracting out, outsourcing and name changes of public library. The background information on these issues was also analyzed and the research papers were studied to find out solutions of the issues.
