This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries’ personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.
