Abstract

This study aims to develop models and strategies to facilitate the creation and effective use of public spheres in public libraries. Through a qualitative analysis of public sphere initiatives conducted by Seongbuk Libraries in Seoul, this study seeks to clarify the core processes and defining characteristics of public sphere facilitation and to propose strategies for sustainable management. Data were collected through in-depth interviews with seven librarians involved in the planning and implementation of public sphere initiatives. The analysis identified that public sphere facilitation consist of sequential processes including agenda selection, material preparation, information services, pre-program activities, agenda promotion, program execution, and post-program activities. Furthermore, the findings indicate that public spheres serve as initiatives to reorient library operations toward the community, to encourage participation from the community in library management, and to strengthen partnerships with community stakeholders. Additionally, the study found that librarians’ roles as community facilitators—especially in community engagement, communication, collaboration and coordination, and information services—were enhanced, leading to increased sense of efficacy in their professional roles. Lastly, a current model for for facilitating public spheres was presented as a reference, along with strategies for sustainable implementation.
