Abstract

The purpose of this study is to derive an integration plan for bibliographic records by applying a duplicate verification algorithm to the item-based catalog in public libraries. To this, G Library, which was opened recently in Busan, was selected. After collecting OPAC data from G Library through web crawling, multipart monographs of Korean Literature (KDC 800) were selected and KERIS duplicate verification algorithm was applied. After two rounds of data correction based on the verification results, the duplicate verification rate increased by a total of 2.74% from 95.53% to 98.27%. Even after data correction, 24 books that were judged to be similar or inconsistent were identified as data from other published editions after receiving separate ISBN such as revised versions or hard copies. Through this, it was confirmed that the duplicate verification rate could be improved through catalog data correction work, and the possibility of using the KERIS duplicate verification algorithm as a tool to convert duplicate item-based records from public libraries into manifestation-based records was confirmed.

Abstract

We conducted a survey in collaboration with the Chungcheongbuk-do Office of Education to assess the current status of collections in public ibraries affiliated with the Office of Education. The objective of this survey was to identify the current challenges and determine when these libraries are expected to reach a state of collection saturation. Libraries under the jurisdiction of the Chungcheongbuk-do Office of Education are currently facing significant challenges due to severe collection saturation. This underscores the pressing need for the systematic expansion and operation of a collaborative preservation library for a swift response. In the future, it appears that the focus during the transfer process will primarily be on transferring collection-oriented materials. Given the difficulty in providing preservation facilities at individual library levels, materials with reservation value, such as rare books and specialized resources, will need to be transferred to the collaborative preservation library. Additionally, the development of policies and regulations related to material preservation seems necessary. Furthermore, when transferring materials to the collaborative preservation library in the future, it appears that criteria for material transfer will be needed, particularly concerning issues such as a decrease in usage rates for less frequently accessed materials. Subsequent research should consider conducting a survey on the collection saturation status of public libraries under local governments in order to assess the overall need for collection expansion in all public libraries within Chungcheongbuk-do

Abstract

This study attempted to analyze factors affecting public library collection development. To this end, a recognition survey was conducted on librarians in public libraries to ask about the collection development policy, the environment of the book, and the importance of the reference information. As a result of the analysis, more than 80% of public library librarians were aware of the necessity of the collection development policy. In addition, many librarians prioritized matters related to the status of loans and applied them to their work, and it was found that reference sources such as literature/academic award-winning books, newspapers/magazines, media, and various book-related associations were more important.

Abstract

It is important to plan and operate various training programs at the national level to develop librarians’ job performance expertise and future-oriented capabilities. The purpose of this study was to examine the possibility of introducing a librarian learning community as an training program at a professional education and training institution and to suggest an appropriate operation method. To this end, research was conducted using the following contents and methods: 1) theoretical discussion on program operation such as the concept, operation stages, and types of a librarian learning community through a review of related literature; 2) exploring the possibility of operating a librarian learning community through pilot operation and derivation of implications, 3) proposal of a librarian learning community operation model. This study reviewed the librarian learning community operating model through participant observation and participant opinion collection during the pilot operation process to minimize confusion in the early stages of implementation, and also presented an operational roadmap and support system for the uccessful establishment of the program in the future. There is a need to further develop the librarian learning community operating model presented in this study through implementation and empirical analysis over the next several years. However, the results of this study will also be useful as an initial operating model for a learning community for professional education and training in other fields.

Abstract

The purpose of this study is to analyze domestic academic library evelopment plans, check whether key components are reflected, and seek ways to improve the establishment of academic library development plans. To this end, a rubric evaluation technique derived from research related to evaluation of foreign universities and libraries was used. The libraries of the top 15 domestic universities were selected by referring to the QS World University Evaluation and THE World University Evaluation as the subjects of the study, and how much the core components of the development plan were reflected were evaluated. The results of the study are as follows. First, as a result of evaluating the university library development plan, most of the contents of ‘purpose’, ‘goal’, and ‘action plan’ were reflected, but ulnerabilities were found in ‘mission’ and ‘vision’. Second, some private academic libraries were moving toward strategic planning at the level of advanced countries, including all of the core components. Third, although most academic libraries specified ‘purpose’, it showed limitations due to perfunctory description and connection. In the comprehensive evaluation, out of the highest score of 15, 12 were good and 3 were poor, indicating that the development plans of domestic academic libraries were generally at a ‘good’ level. As an improvement measure, it was suggested to form a task force for development plan establishment, to disclose and promote development plans, and to strengthen education on development plans for librarians.

Abstract

In this study, we analyzed the trends in staffing changes in academic libraries over the past ten years and surveyed staff working there to assess their perceptions of staffing levels and the current criteria for staffing allocation in academic libraries. We utilized statistical data from academic libraries to analyze staffing changes from 2014 to 2023. The survey was conducted through an online questionnaire targeting library staff, and responses from 216 respondents from 4-year universities and junior colleges were analyzed. The analysis of staffing changes revealed a decrease in the average number of employees in large 4-year universities and junior colleges, with a decrease in regular positions and an increase in non-regular positions. Survey results suggest causes such as declining school-age population and admissions quotas, budget shortages in universities, and structural adjustments. The perception of staff from 4-year universities and junior colleges regarding the criteria for staffing allocation was mainly negative, suggesting improvements such as increasing and refining criteria numbers, specifying standards for full-time librarians, clarifying criteria for compliance, and enhancing enforcement of standards. The results of this study can enhance understanding of staffing situations in cademic libraries and serve as fundamental data for improving staffing criteria in the future, based on an understanding of librarians’ perceptions on the ground.

Abstract

The research aims to propose improvement to legal theses deposit system in S. Korea by conducting comparative analysis of legal theses deposit systems in eight other countries including the US, the UK, Canada, Australia, France, Taiwan, Japan and S. Korea. The research used documentary research method including literature review by collecting and analyzing the legal regulations, ordinances, practical processes, and guidelines related to thesis submissions at national libraries and academic institutional depositories, as well as practical cases of thesis submissions at major universities in each country. Based on the analysis results, the key issues are identified and discussed, and corresponding suggestions for solving the issues are presented. For the improvement of the legal theses deposits systems, the research recommends legal amendments to the Library Law and Higher Education Law. On the practical side, the research proposes strengthening the legal foundation for KERIS, in collecting and providing theses, improving the operation of the dCollection system, and proposing a submission method focused on electronic theses.

Abstract

Through a survey of college students, this study explained the process and aspects of how Generation Z interacted with information while collaborating on a daily basis. Applying the Radical Change Theory, the study investigated the platforms through which university students engaged in challenges and their information behaviors. University students primarily participated in challenges using platforms such as Instagram and Naver Blog. In terms of changes in information seeking, which is the first type of information seeking in the theory, a wide and diverse range of information behaviors were observed, with the way of searching for information being quite different from when the digital age arrived 10 years ago. Information sources included not only digitalized ones but also traditional sources such as printed materials and personal contacts. The utilization of various media types was prominent, and collaborative efforts were voluntarily undertaken for challenges. In terms of changing perspectives, type 2 of information behavior, the main motivation for acquiring information and securing knowledge led to participation in the challenge. Participants exhibited a sense of community consciousness, including mutual influence awareness, social participation consciousness, and emotional connection.

Abstract

This study aimed to propose a method for collecting and applying media platform based materials at the National Library of Korea. Firstly, we analyzed the current status and limitations of data collection based on domestic media platforms, including the National Library of Korea. Secondly, a literature review method was used to investigate the current status and types of digital content based on media platforms. Thirdly, we identified the types of materials based on media platforms that are not currently included in the National Central Library’s online material collection guidelines through the examination of cases from major overseas libraries. Fourthly, after reviewing technical and legal elements such as the definition of collection targets and scope for each new media, and collection methods, we established collection criteria. Fifthly, based on the research results, the policies proposed in this study are as follows: 1) there is a need to establish a clear legal basis for the collection of media platform based materials; 2) the development and presentation of collection guidelines for media platform based materials is necessary; 3) the development of collection tools and infrastructure for media platform based materials is required; 4) for the collection of media platform based materials, it is necessary to obtain permission for collection from targeted social media organizations, and to cooperate in linkage with organizations that produce and service extended reality content; 5) for the service activation of media platform based materials, it is necessary to improve accessibility for the usage activation of these materials, to enhance the content extensibility and ease of use of the e-deposit system including extended reality content, and to advance and construct spaces for reproducing extended reality content.

Abstract

This study proposes a selection plan for research entities and PIDs and a strategy for building and operating a PID consortium based on a survey of advanced cases of research entities and PID operations in major countries such as the United Kingdom, Germany, Canada, Japan, China, and Australia. The criteria for selecting research entities and PIDs are ‘research life cycle’ and ‘PID infrastructure maturity’. Based on the two selection criteria, it is proposed to prioritize research entity-PID pairs such as ‘Researcher-ORCID’, ‘Publication-DOI’, ‘Data-DOI’, ‘Institution-ROR’, ‘Grant-DOI’, and ‘Project-RAiD’ and expand to other research entities and PIDs in the emerging stage. The strategy for establishing and operating a PID consortium should encourage the participation of various PID takeholders, identify the latest trends through collaborative networks with domestic and international PID organizations, lead education and outreach activities to raise awareness and increase utilization of PID, and secure policy support and financial stability. This is expected to lay the foundation for domestic research entities to gain visibility and accessibility at the global level.

Abstract

ISNI is a relay identifier that can integrate universal archival data and has the advantage of being flexibly applied to various fields compared to ORCID, which is limited to academic researchers, but in Korea, it is overwhelmingly issued to researchers and educators, and its purpose is gradually fading. In particular, overseas, ISNI issuance is active with the active participation of the publishing industry, but in Korea, there is no issuance through the publishing industry. This study was designed to expand the issuance of ISNIs to various fields including the Korean publishing industry. In order to achieve the research objectives, in-depth interviews were conducted with representatives of the existing ISNI-KOREA consortium organizations and potential consortium expansion organizations such as the publishing industry. As a result of the interviews, four policy implications were drawn as a way to revitalize ISNI: reorganizing its own system, strengthening governance, promotion and education, and system linkage. To address these policy implications, we proposed a mid- to long-term development plan centered on four policy goals and 12 key tasks. This study is expected to help the National Library of Korea, which operates the ISNI-KOREA consortium, develop policies related to ISNI activation.

Abstract

This study aims to analyze the current status of library automation systems and explore future directions for improvement. The study was conducted by surveying librarians at institutions participating in the KESLI and KCUE consortia to investigate the current status and satisfaction with library automation systems, and the current status and awareness of open source-based library automation systems. The study found that most automation systems currently in use in libraries were developed through outsourcing in the 2000s or 2010s, and that more than 50% of respondents were satisfied with the overall library automation system. Overall satisfaction was found to be influenced by satisfaction with the functionality, customer support services and construction and operational management of the system. Most current library automation systems are not based on open source software or cloud services, but the intention to use them in the future is high, with more than 40% of respondents saying they would use them within three years. This study is expected to serve as an important foundation for building an open source-based library automation system in the future.
