Confidentiality Issues Encountered by Workplace Counselors: Ethical Conflicts and Decision-making

Abstract

This study explored confidentiality-related ethical conflicts that workplace counselors experience and how they make decisions about them. In-depth interviews were conducted with 11 workplace counselors and analyzed using the consensual qualitative method. The analysis resulted in 4 domains, 14 categories and 37 subcategories. Confidentiality-related ethical conflicts experienced by workplace counselors were classified as ‘conflicts when the organization requests counseling information’, ‘conflicts when the client requests confidentiality/counseling information’, and ‘internal conflicts about counselor roles’. It was found that factors such as ‘differences in mutual recognition of counseling’, ‘organizational characteristics’, and ‘individual characteristics and interests’ triggered confidentiality-related ethical conflicts. Workplace counselors comprehensively considered ‘client’, ‘organization’, ‘counselor’, ‘relationships’, and ‘counseling center’ in the decision-making process. Counselors coped with these conflicts using strategies such as ‘not sharing information at the judgement of counselor’, ‘sharing information’ and ‘alternative decision-making’. The implications for workplace counseling practice are discussed.
