Abstract

In most countries, public libraries have played a role as a hub of knowledge and information, complex culture of local communities, and a third place for meeting and communication. And recent public libraries are focusing on enhancing their core competencies and expanding services using digital technologies to meet the era of digital transformation and the 4th industrial revolution. However, after the COVID-19 pandemic occurred, all public libraries are repeatedly closed, reopened, and partially closed, and all resources are devoted to providing non-contact, digital and online alternative services, and are expected to continue in the future. As a result, future public libraries are bound to face a trilemma in which digital expandability, complex cultural space, and importance as a place of knowledge and information service are conflicting. This study discoursed on the public library trilemma in the post-COVID-19 era and suggested ways to overcome it. The orientation of the future public library is the fusion and harmony of multiplicity and multipurpose, place and space, knowledge & information and complex culture, face-to-face service and remote service. The main body of a public library is not the finger (digital and non-contact), but the moon (knowledge information center).

Abstract

This study examines the overall contents of robots, drones, and autonomous driving that can be applied to libraries among autonomous objects, and proposes a plan that can be introduced and applied to libraries in the future based on this. As a result of the study, in the case of the building, robots and drones can be used to apply from collection inspection, collection transport, collection arrangement, collection classification, book location guidance, book recommendation, loan/return, library general guidance, and reference information service. Outside of the building, robots, drones, and autonomous vehicles can be used for book delivery service, book return service, and unmanned mobile libraries. This study is a basic research for the introduction and application of autonomous objects in the library, and follow-up studies such as perception survey and application model development for systematic introduction should be conducted in the future.

Abstract

Based on the analysis of historical backgrounds and terms of Taekwondo, this study was conducted to analyze the characteristics of cataloging records related to Taekwondo in 53 national libraries of each country. The results are as follows. To begin with, while most of the Taekwondo-related records are concentrated in some specific national libraries such as the United States, Germany, Republic of China, United Kingdom, and Spain, there are four libraries that do not have one. Second, the title keyword of Taekwondo-related records was 93.5% for the term that directly meant Taekwondo and 6.5% for Korean martial art, Korean art of self-defense, and Korean karate etc. The frequency of materials by language is 38.7% for English and 8~9% for German, Spanish, Chinese, and Korean, respectively. The Roman translation for Taekwondo is 50.3% for 'Taekwondo', and 18.5% for 'Tae kwon do'. Third, the subject heading of Taekwondo-related records was 86.9% for 'Tae kwon do' or 'Taekwondo' etc. 7.6% for 'karate', 5.7% for general subject heading, and 12.0% for blank. This means that some national libraries misunderstand Taekwondo as karate.

Abstract

Information retrieval in the health field has several challenges. Health information terminology is difficult for consumers (laypeople) to understand. Formulating a query with professional terms is not easy for consumers because health-related terms are more familiar to health professionals. If health terms related to a query are automatically added, it would help consumers to find relevant information. The proposed query expansion (QE) models show how to expand a query using MeSH terms. The documents were represented by MeSH terms (i.e. Bag-of-MeSH), found in the full-text articles. And then the MeSH terms were used to generate LDA (Latent Dirichlet Analysis) topic models. A query and the top k retrieved documents were used to find MeSH terms as topic words related to the query. LDA topic words were filtered by threshold values of topic probability (TP) and word probability (WP). Threshold values were effective in an LDA model with a specific number of topics to increase IR performance in terms of infAP (inferred Average Precision) and infNDCG (inferred Normalized Discounted Cumulative Gain), which are common IR metrics for large data collections with incomplete judgments. The top k words were chosen by the word score based on (TP *WP) and retrieved document ranking in an LDA model with specific thresholds. The QE model with specific thresholds for TP and WP showed improved mean infAP and infNDCG scores in an LDA model, comparing with the baseline result.

Abstract

This paper is to explore considerations in authority control to accommodate LRM nomen entities through the literature reviews, the analysis of RDA rules, and the opinion survey of domestic catalog experts. As a result, for authority control, considerations were proposed in the aspect of nomen's attribute elements, catalog description, and MARC authority format. First, it is necessary to describe in as much detail as possible the category, the scheme, intended audience, the context of use, the reference source, the language, the script, the script conversion as the attributes of the nomen with the status of identification, note, and indifferentiated name indicators added in RDA. Second, the description method of attribute elements and relational elements of nomen can be unstructured, structured, identifier, and IRI as suggested in RDA, and vocabulary encoding scheme (VES) and string encoding scheme (SES) should be written for structured description, Also, cataloging rules for structuring authorized access points and preferred names/title should be established. Third, an additional expansion plan based on Maxwell's expansion (draft) was proposed in order to prepare the MARC 21 authority format to reflect the LRM nomen. (1) The attribute must be described in 4XX and 5XX so that the attribute can be entered for each nomen, and the attributes of the nomen to be described in 1XX, 5XX and 4XX are presented separately. (2) In order to describe the nomen category, language, script, script conversion, context of use, and date of usage as a nomen attribute, field and subfield in MARC 21 must be added. Accordingly, it was proposed to expand the subfield of 368, 381, and 377, and to add fields to describe the context of use and date of usage. The considerations in authority control for the LRM nomen proposed in this paper will be the basis for establishing an authority control plan that reflects LRM in Korea.

Abstract

The purpose of this descriptive correlational study was to explore the effect of knowledge of evidence-based practice (K-EBP) and organizational culture on the innovation behavior of university librarians in South Korea. The structured survey questionnaire consisted of four sections and 60 items. The four sections were concerned with K-EBP, organizational culture, innovation behavior, and EBP-related activities and demographic. The respondents were librarians working in 101 university libraries in South Korea. The results of this study were as follows. First, K-EBP indicated that the respondents had excellent practical skills, but their ability to appraise critically, apply knowledge and to conduct research was weak. Second, the questionnaire scores for K-EBP were significantly positively correlated with those for organizational culture and innovation behavior. Higher K-EBP scores corresponded to higher scores for relation-, innovation-, and task-oriented organizational culture. Third, K-EBP outcomes differed significantly by age group, education level, employment type, job title/seniority, reading of academic journal articles, and attendance at conferences. Organizational culture differed significantly with age. Innovation differed significantly with both age and conference attendance. Fourth, in the hierarchical multiple regression analysis, factors predicting K-EBP scores were education level and reading academic journals. Fifth, the multiple regression analysis identifying factors predicting innovation revealed statistically significant regression coefficients for overall K-EBP and for innovation- and hierarchy-oriented organizational culture. The regression coefficient for perception of a hierarchy-oriented organizational culture was negative. To promote innovation behavior of librarians, we need to foster an innovative organizational culture characterized by communication and cooperation, and improve the ability of librarians to engage in EBP. Educational programs that promote librarian engagement in research-related activities are needed.

Abstract

In the era of the 4th industrial revolution, public libraries need a strategy for promoting intelligent library services in order to actively respond to changes in the external environment such as artificial intelligence. Therefore, in this study, based on the concept of artificial intelligence and analysis of domestic and foreign artificial intelligence related trends, policies, and cases, we proposed the future direction of introduction and development of artificial intelligence services in the library. Currently, the library operates a reference information service that automatically provides answers through the introduction of artificial intelligence technologies such as deep learning and natural language processing, and develops a big data-based AI book recommendation and automatic book inspection system to increase business utilization and provide customized services for users. Has been provided. In the field of companies and industries, regardless of domestic and overseas, we are developing and servicing technologies based on autonomous driving using artificial intelligence, personal customization, etc., and providing optimal results by self-learning information using deep learning. It is developed in the form of an equation. Accordingly, in the future, libraries will utilize artificial intelligence to recommend personalized books based on the user's usage records, recommend reading and culture programs, and introduce real-time delivery services through transport methods such as autonomous drones and cars in the case of book delivery service. Service development should be promoted.

Abstract

This study was started on the premise that it was necessary to analyze the users and their needs of the national bibliography in order to develop a new national bibliographic service strategy. Based on this premise, the main purpose of this study is to analyze the users' situation and needs on the Korean national bibliography, and to establish a new service strategy that reflects the user's perspective. In addition, it has a secondary purpose to find the basis for justifying the value and persistence of the national bibliography from user. To this end, first, identified the main user groups of national bibliography through literature and case studies. The data were collected from a interview with 51 people from 4 groups (librarian, researcher, publishing distributor, end user) that are expected to use national bibliography. As a result of the interview, it was possible to confirm very low awareness and utilization of the national bibliography. In addition, the interview results revealed that there is a need for improvement in terms of the method of operating the national bibliography, the content to be provided, and service.

Abstract

It is necessary to offer continuing education for the librarians who provide multicultural library services in the middle of increases of multicultural services in public libraries. The research aims to systematize and restructure multicultural service curriculums for librarians' continuing education of the National Library of Korea on the basis of the recently derived multicultural curriculum subjects for librarians. In order to achieve the goal, the research conducted both literature reviews of multicultural library services and interviews with multicultural experts, library experts and a pedagogical professor. The research collected experts' opinions regarding how to operate the multicultural curriculums for librarians and the lecture contents including detailed subjects, lecture methods, lecture times, etc. Also the research condcuted interviews with a pedagogical professor regarding how to operate the suggested curriculum and the opinion was reflected in the final curriculum development. At the results, the research suggested the educational goal entitled with "cultivating librarians with multicultural sensitivity and professional service competency" and the four educational models with different educational cycles, educational contents and methods of evaluation tailored to each educational stage. The research results expect to enable educators (both instructors and administrators) to operate each curriculum flexibly according to education demands, and to enhance the effectiveness of the curriculums.

Abstract

The purpose of this study is to construct contents of elementary and secondary education which will be included in the information literacy education and to obtain basic information and implications necessary for developing new textbooks. For this study, three types of previously developed textbooks for information literacy education were analyzed, and curriculum content structure, and textbook structure of the draft version of the textbook 'Media and Information Life' developed in 2019-2020 were analyzed. The analysis results are as follows. the information literacy education textbook applied the information problem solving process model and contained the contents of print, and digital media and the media literacy necessary for democratic citizens, but it was necessary to add the types of libraries and media in sequence. Second, library, media, information, and reading literacy were major learning elements that made up the contents of the information literacy curriculum. Third, the "media and information life" textbook needed to present subject competencies, generalized knowledge, content system, and achievement standards in accordance with the system of the 2015 revised curriculum. In addition, social discussion was needed to derive the name of the information literacy curriculum.

Abstract

This study aims to analyze the current status of continuing education for academic librarians based on the records of education. For this purpose, the study investigated the academic librarian's preferences for the topics of continuing education in terms of regional and monthly differences using the 30,404 education records in university and college library statistics of Korean Education and Research Information Service (KERIS). The results shows that 'academic database system' and 'cataloging' were the most preferred topics, and there were topical differences between the academic librarians in university and college.

Abstract

The present study aimed to investigate the information needs and information seeking behavior of consumers who attempted to quit or maintain the ceasing of smoking and analyze the effects of the health information obtained at different stages. In particular, we examined how consumers use mobile health applications(health apps) as aids to change unhealthy behaviors and how their use of health apps influence health behavior changes. For 7 months from December 2017 to July 2018, the researchers observed changes in smoking behaviors of college students who use smoking-cessation apps and conducted face-to-face interviews. Regarding the effects of smoking-cessation apps, the participants in the action stage reported that they were encouraged to quit smoking by visualized information such as the number of days of smoking cessation, change of health status, and the saving of money due to smoking cessation. The participants in the maintenance stage highlighted that smoking cessation apps were helpful in recognizing the importance and achievement of smoking cessation by sharing experiences and social support with other attempters in the app community. The study provided theoretical implications in the field of information behavior in that it identified the particular types of information needs and information-seeking behavior of the consumers who were using mobile apps in their behavior modification process. In addition, those findings can contribute to designing the contents of the smoking cessation apps that reflect the information needs of those who attempt to cease smoking and further suggest practical insights to health information services that promote effective information intervention strategies in health behavior change.
