This study aimed to investigate the current status of the books acquired by direct loan for requested books of public libraries in Busan and to evaluate the usefulness of this collection by analyzing direct loan request and borrowing data. To facilitate the research, data on the collection and circulation, book purchase costs, and direct loan applications and approvals were gathered. The usefulness of the collection was evaluated by circulation analysis, as well as collection turnover rates and use factor analysis. The findings of the study revealed that librarian-selected books and direct loan books differed significantly in the number of books and circulation. In particular, the proportion of unborrowed books among the direct loan books was higher than that of the librarian-selected books. In addition, the analysis of collection turnover rates and use factor showed that the direct loan books were used more actively than the librarian-selected books. However, the correlation analysis indicated that the budget for the direct loan for requested books service and the number of books had little effect on the collection turnover rates and use factor. This suggests the need to establish clear guidelines for the selection, budgeting, and execution of the direct loan for requested books.
The purpose of this study is to investigate the views and perceptions of library staff, who play a central role in creating and advancing library policies at the local government level. These findings are intended to serve as foundational data, aiding local government authorities in developing informed library policies. Based on the survey of library staff perceptions, the study suggests that local governments should approach library specialization with a balanced view, focusing on enhancing both operational effectiveness and distinctiveness. The findings indicate that upgrading aging facilities through renovations should take precedence over constructing new ones. Furthermore, the study underscores the importance of redefining public libraries’ roles and functions and establishing library policies that promote harmonious engagement with the local community.

The purpose of this study is to examine how digital transformation elements are reflected in the process of establishing domestic university library development plans and to seek ways to establish systematic development plans in response to social changes. To this end, the top 15 university libraries in Korea were selected as research subjects concerning the 2024 World University Evaluation, and the contents of the core components of university library development plans were analyzed to evaluate whether digital transformation elements were reflected. Afterwards, problems were identified and improvement measures were sought through interviews with the staff who are in charge of university library development plan. The results of the study are as follows. First, although some digital transformation elements were reflected in university library development plans, it was found that continuous and specific strategies were insufficient in the core components. Second, the implementation plan stage included specific strategies such as creating a smart learning environment or introducing a research data management system, confirming efforts to apply digital transformation elements. Third, systematic support including budget and manpower was required to reflect digital transformation elements in university library development plans. As improvement measures, the following were suggested: ‘establishment of a long-term and consistent development plan strategy’, ‘revision of development plan indicators and evaluation criteria’, ‘continuous communication with policy decision makers’, and ‘training of professional manpower and introduction of systematic education’.

As the National Ministry of Patriots and Veterans Affairs was promoted in 2023, and the necessity and importance of these functions and roles begans to be emphasized as the status and awareness of Patriots & Veterans gradually improved. As interest in ‘Patriots & Veterans' increased perspective, attention to the Contents of Patriots & Veterans, which actually exist as a medium to deliver in the future, also began to increase. The Contents of Patriots & Veterans are produced and serviced by various organizations, but various similar information resources are sporadically produced by many organizations, so the characteristics and types of contents are not unified, and a systematic system for search, use, management, and preservation is not established. In order to revitalize, popularize, and improve accessibility of the Contents of Patriots & Veterans over, it is necessary to consider systematic analysis, arrangement, and development plans according to the Contents of Patriots & Veterans. Therefore, this study was as basic study on the Contents of Patriots & Veterans, which analyzed the characteristics of the Contents of Patriots & Veterans from a macroscopic viewpoint. In addition, digital archiving of the Contents of Patriots & Veterans was introduced and suggested, as a way to use and sustain the value of the Contents.
This study aims to propose practical strategies for systematically archiving records generated from exhibition programs operated by public libraries as community centers, and for effectively managing and providing access to these archives. To achieve this, the study analyzed and compared cases of archive-based exhibitions and post-exhibition record management practices in public libraries both domestically and internationally. Additionally, a pilot exhibition archival collection was developed based on the archival exhibition at Library A, located in Seoul. During the development process, the exhibition program was analyzed step by step, and archival information was registered at the collection level in the library’s collection management system. This allowed integration with the existing library collections for unified search functionality. Furthermore, a separate exhibition webpage was built using a free online platform and linked to bibliographic information. The results of this pilot project underscore the need for metadata standards, detailed guidelines, and a shared archival platform to facilitate the expansion of exhibition archives in public libraries.
The purpose of this study is to analyze the research trends of repositories in Korea. We conducted keyword analysis and network analysis on repository-related papers indexed in the Korea Citation Index. The keyword frequency analysis identified major keywords including institutional repository, open access, collaborative preservation repository, data repository, and XML. Through keyword network analysis, seven clusters were identified. The largest cluster was related to cooperative shared storage, followed by clusters focusing on digital repository, data repository, open access and institutional repository, data standard technology, educational information systems, and metadata. A time series analysis showed that while XML-related research had been dominant in the early stage, recent trends indicate an increase in research related to research data and data repositories. This study is expected to contribute to diagnosing the current state of repository research in Korea, systematically analyzing trends, and suggesting future research directions.
This study aimed to investigate the categories of information-disadvantaged groups defined in Comprehensive Library Development Plans and to analyze the performance of related services by utilizing statistical data from the National Library Statistical System. The ultimate goal was to provide implications for future projects targeting information-disadvantaged groups. To achieve this, the study analyzed the contents of the implementation strategies for information-disadvantaged groups in the 1st to 4th comprehensive library development plans, along with statistical data from the National Library Statistical System from 2014 to 2023. The research findings revealed that while there were some differences in the scope of information-disadvantaged groups defined in each comprehensive library development plan, the categories generally included people with disabilities, multicultural users, the elderly, military personnel, inmates, and patients and their caregivers. Furthermore, data analysis showed that public library services for information-disadvantaged groups have been continuously expanding. However, when comparing the growth rates and averages between the 2nd and 3rd plan periods, the overall values were slightly higher in the 2nd plan period. Considering that some values decreased in the 3rd plan compared to the quantitative growth in the 2nd plan, and the stagnation of the utilization rate of services for information-disadvantaged groups, more efforts should be made to achieve better results in the 4th plan. Additionally, to improve services in special libraries for military personnel, inmates, patients, and caregivers, cooperation among related government agencies and systematic data management are necessary.

The purpose of this study is to propose an efficient quality enhancement method for large-scale lexical resources using automated semantic inference techniques, based on current research trends in large lexical resources, and to suggest practical applications. To achieve this, common semantic inference rules were first defined by analyzing various relational cases among terms within lexical resources and identifying correct and erroneous patterns. Using these defined inference rules, a semantic inference engine based on a spreading algorithm was developed, enabling rapid network traversal and error detection across very large lexical resources. Through experiments on the Subject Headings of the National Library of Korea, it was confirmed that the automated methods and web-based management system proposed in this study enable effective quality enhancement of large-scale data. The study is significant in that it proposes a novel semantic inference approach for enhancing the quality of large-scale lexical resources, as well as the first attempt to analyze and organize logical error cases arising within complex term networks. Furthermore, it is meaningful in discussing methods of human-machine collaboration in the era of artificial intelligence.
This study aims to explore the appropriateness of the recently added special provision for depopulated areas, in relation to the registration system for public libraries under the revised Library Law. To do so, we examined the expected registration rate of public libraries that applied the special provision, investigated the differences between the status of libraries that applied the special exemptions and those that did not, and identified the perceptions of librarians concerning the registration system and the special provision. The results revealed that more than half of public libraries could not meet registration requirements due to a shortage of librarians. Furthermore, a comparison of the collections, services, and user numbers of libraries with and without special provision indicated that libraries under the provision would struggle to function effectively with the minimum standard of one librarian stipulated by the special provision. The public librarians concerned that the provision might make it even harder to increase librarian numbers in the long term. Consequently, the study emphasizes the need for long-term, gradual plans to ensure that public libraries in depopulated areas can meet the legally required librarian staffing levels once the special provision expires.
This study analyzed the topics, content, and viewer responses of YouTube content from major domestic university libraries, and sought to derive common characteristics of popular YouTube content from university libraries and discuss providing strategies. All 847 YouTube content and 8,394 user responses (likes, comments, etc.) from eight domestic university libraries were recorded and analyzed. As a result of the study, when analyzed by subject type, educational contents were provided more than others, followed by book contents and lecture contents. When analyzing the characteristics of the contents, the content of education (56.4%) was provided the most, followed by information (19.3%). When analyzing ‘like’ for the contents, interviews got more clicks of ‘like’ than others, followed by lectures, and educational contents. There were more positive ‘comments’ in interviews, library news, event information, and lectures than others. When conducting a statistical analysis, it was concluded that content with the characteristics of informativeness and communication had a statistically significant higher user response. Based on these research results, this study proposed several significant strategies to increase views and to receive positive responses from users.
This study aims to develop models and strategies to facilitate the creation and effective use of public spheres in public libraries. Through a qualitative analysis of public sphere initiatives conducted by Seongbuk Libraries in Seoul, this study seeks to clarify the core processes and defining characteristics of public sphere facilitation and to propose strategies for sustainable management. Data were collected through in-depth interviews with seven librarians involved in the planning and implementation of public sphere initiatives. The analysis identified that public sphere facilitation consist of sequential processes including agenda selection, material preparation, information services, pre-program activities, agenda promotion, program execution, and post-program activities. Furthermore, the findings indicate that public spheres serve as initiatives to reorient library operations toward the community, to encourage participation from the community in library management, and to strengthen partnerships with community stakeholders. Additionally, the study found that librarians’ roles as community facilitators—especially in community engagement, communication, collaboration and coordination, and information services—were enhanced, leading to increased sense of efficacy in their professional roles. Lastly, a current model for for facilitating public spheres was presented as a reference, along with strategies for sustainable implementation.
This study aims to examine the current state of e-book services provided by public libraries and develop strategies to enhance these services by analyzing user needs. The study focused on users of the Gyeonggido Cyber Library to understand their perceptions of the library’s e-book services, utilizing the Importance-Performance Analysis (IPA) method. The quality of e-book services was analyzed in terms of the e-book system, content quality, and personalized curation. The results revealed that fundamental yet crucial elements of e-book services include having an up-to-date collection, providing useful information, and offering book curation and customized services. Based on these attributes, libraries should prioritize the acquisition of new titles, strengthen user support services, and encourage e-book usage through initiatives such as librarian-recommended reading lists and related programs. Additionally, personalized book curation services deserve particular attention. As generative AI and other advanced technologies continue to evolve, book curation services are becoming indispensable for addressing rapidly changing user needs and competing with external information services. This study emphasizes that expanding e-book services through curated recommendations is a critical factor in meeting these challenges. By identifying the core and priority factors for e-book utilization, this research provides a valuable framework for strategies to promote the effective use of e-book services.
The purpose of this study is to examine the bibliographic formation change process and to review the contents cited in the library and information science textbook characteristics targeting ‘How to Read a Book’ written by Adler and Doren. This book is a classic that introduces how to read, and it is characterized by dividing the reading method according to the level. As for ‘How to Read a Book’, the level of reading was divided into four levels, elementary reading-inspectional reading-analytical reading-syntopical reading. The level of reading moves on to the next level only when the previous level is completed. This cumulative relationship does not appear only in one direction, but can be divided into two directions depending on the conditions of reading the book. After reaching the level of elementary reading, when reading one book, it develops into the ‘inspectional reading-analytical reading’ or When reading the subject in an integrated manner, it develops into the ‘inspectional reading’-syntopical reading’. Syntopical reading, the highest level of reading, should be divided into an integrated way to read ‘great books’ using the Syntopicon and syntopical reading is an integrated way to read several different books on a single same topic. The original text distinguishes these two types using upper and lower case letters. However, the translation text does not distinguish between these two types and uses the same term. It is necessary to discuss the definition of syntopical reading again through follow-up studies.
