This article intends to explore both progress and problems in local library policies of South Korea, with emphasis on public libraries. Special concerns are given to analyze the strength and weakness of local library regulations and implementation plans, prepared for the promotion of local public libraries. Also investigated are the structural problems in both current procedures and systems for library policy making. The final discussion includes the customized solutions to make local library policies be healthy and reliable, as well as the analysis on the indigenous factors to make local library policies be weak and defective.
There has been research to understand users’ information behaviors using book circulation data of public libraries. In this study, we examined the subject areas of books simultaneously borrowed by users of public libraries and aimed to identify the relationships among the subject areas. To accomplish this, we utilized the Korean Decimal Classification codes of 984,790 loaned books in 2019 to transform the lists of concurrently borrowed books, totaling 22,443,699 records, by the same users on the same day, into vectors using the ITEM2VEC technique. Next, we extracted ten highly related classification codes for each classification code, utilizing a total of 522 classification codes to create a network. We identified 15 communities within this network and examined the characteristics of each community. Among the 15 communities, those consisting of two or more main classes allowed us to identify meaningful thematic associations. This study, grounded in users’ book usage behaviors, has suggested the topics of books that could be borrowed together. The findings offer valuable insights for library collection development and placement, recommending related subject materials, and revising classification systems.
The purpose of this study is to examine the current status of university library operation through the five laws of library science and suggest ways to improve it. To this end, the operation status of four national and public university libraries was analyzed with the scope of the study as the Busan area. Furthermore, for an in-depth investigation, the P University library in Busan was examined as a case. The operation status of national and public university libraries in the Busan region was analyzed by dividing them into the categories of university library collection materials, facilities, staff, material purchase costs, and users from 2018 to 2022. In particular, there was a decrease in users and a shortage of librarians due to COVID-19. In the case study, the operation status of P University library was investigated focusing on the first and fifth laws of Ranganathan’s five laws of library science. In the first law, the study was conducted on the aspects of access to and use of the collection, library location, usage time and book lending, and staff. In the fifth law, the investigation was divided into service improvement aspects according to changes in digital technology of P University library and library environment improvement aspects according to changes in user characteristics. As a result of the study, ‘establishment of library space composition strategy’, ‘establishment of blue ocean strategy’, and ‘expansion of recruitment and deployment of librarians’ were suggested as improvement plans.
This study is a case study in which collection performance evaluation was attempted using key performance indicators presented by EBSM or collectionHQ, taking three public libraries located in Geumjeong-gu, Busan as examples. Focusing on the collection performance evaluation, which evaluates the performance of the collection, not only the evaluation of individual libraries, but also the differences in the evaluation results of libraries were reviewed. The key performance indicators used are grubby items, dead items, popular author provision, popular subject provision, overstocked subject areas and understocked subject areas. The main analysis results are as follows. First, in the evaluation of the grubby items, the ratio of grubby items out of all items in all three libraries was low. Second, in the case of all dead items, the ratio was high in all three libraries, It exceeded the base value suggested by collectionHQ. Third, the Top 10 popular authors were identified, and there were differences among libraries. Fourth, in the evaluation of provision of popular subject areas, all three libraries had almost no popular subject areas. Fifth, in the evaluation of overstocked subject areas, there was no overstock at Geumsaem Library, but many at Geumjeong Library and Seodong Library. Sixth, in the subject area evaluation of understocked inventory, only Geumsaem Library showed a lack of inventory.
In 2020, the Busan metropolitan library took the lead in establishing an integrated library system (ILS) that integrates bibliographic data from 49 public libraries and 103 small public libraries. However, each library still builds bibliographic data individually and repeatedly, and the bibliographic data built by each library is only physically stored in an integrated DB. Therefore the improvement in work efficiency or data quality has not been achieved. This study aimed to analyze the construction processes and quality of bibliographic data in Busan public libraries and to suggest a new implementation strategy for an integrated environment. To this end, (1) the construction process of bibliographic data was investigated, (2) the quality of the constructed bibliographic data was objectively analyzed, and (3) four implementation strategies were suggested based on critical problems. The implementation strategy aims not only to improve the quality of bibliographic data, but also to increase work efficiency and build an infrastructure for data sharing.
The purpose of this study is to identify reading competency and its components according to the concept of reading competency in order to strengthen the reading competency of children and adolescents with disabilities, develop diagnostic questions, and provide basic data for the development of a reading competency diagnostic tool for children and adolescents with disabilities, Research methods include literature research, brainstorming, delphi survey, and preliminary research. As a result of the study, the components of the reading competency diagnostic tool are broadly divided into 2 areas (affective domain, environmental domain), 4 categories (reading motivation, reading attitude, human environment, and physical environment), and a total of 13 components in each of the 4 categories (Reading interest, reading value, reading recognition, reading expectations, reading habits, reading efficacy, reading immersion, reading anxiety (avoidance), home/family, school/teacher, peers, reading environment, media environment) and the corresponding questions. was developed. Based on these results, a direction for developing a reading competency diagnostic tool for children and adolescents with disabilities was presented.
This study aims to examine the effects of bureaucratic characteristics, which are the most common in modern library organizations among organizational characteristics of public libraries, on the organizational commitment of librarians. Doing this analysis, 185 librarians from 20 public libraries in the Seoul metropolitan area of South Korea were surveyed to look into the bureaucratic and post-bureaucratic characteristics of each library, such as specialization, hierarchy of authority, system of rules, integration, and participation, and the three dimensions of organizational commitment of affective commitment, continuance commitment, and normative commitment. According to this analysis, the hierarchy of authority had a negative effect on affective and normative commitment, while integration had a positive impact on affective and continuance commitment, and participation had a positive effect on affective and normative commitment. The findings, therefore, show that a combination of bureaucratic and post-bureaucratic characteristics, which reduces the hierarchy of authority and strengthens integration and participation, would increase organizational commitment. This study is meaningful in that, through empirical research, it suggests organizational bureaucratic characteristics that would raise organizational commitment in public library organizations.
The purpose of this study is to identify how teacher librarians perceive the importance of each job and the expected job of other teachers and students, and to obtain basic information on their job recognition and to derive their jobs to be improved. To this end, after modifying the 25 jobs selected by Lim Jeong-hoon et al.(2021), 210 librarian teachers were measured for their own importance by job, the expected importance of other teachers and students, and the level of evaluation of their own performance ability. As a result of the analysis, teacher librarians recognized ‘reading education and literacy education’ as the most important, but recognized ‘library event’ as the most important task expected of other teachers and students, and recognized that ‘library usage guidance’ was the most outstanding. In addition, there were nine jobs that needed to be improved.
This study was conducted to compare and analyze trends in research on reading ability. To do this, collecting articles searched for ‘reading ability’, a keyword network analysis was performed based on the author’s keyword. As a result of the analysis, it was found that the terms were used interchangeably in studies related to reading education at universities. In the study related to reading ability 1, the main research areas are school library, school librarian, information literacy, self-directed learning, and information service. In the study related to reading ability 2, the main research areas are children’s early literacy, related reading difficulty and disability. In addition, studies on reading evaluation are being conducted in both areas, but not much activation has been performed. Studies involving adolescents show limited activity in both areas.
The purpose of this study is to identify the characteristics of school library services using the RGT (repertory grid technique), and to examine whether there are differences in the perceptions and internal experiences of school library services between human resources (librarian teachers, subject teachers, and librarians). I used indicators such as element intensity, construct extremity, discrepant constructs, and implicative dilemmas to analyze the characteristics of school library services. The elements of the repertory grid were set to 9, and 14 constructs were set through focus group interviews with 3 librarian-teachers. The GRIDCOR 6.0, which can be accessed online, was used to complete the repertory grid for 30 graduate students of the College of Education, and 6 of them were selected and analyzed, considering the demographic characteristics. From the perspective of element intensity, it was found that the following school library services are important and influential: resource management, teacher-librarian collaboration, and reading and information counseling services. The clarity of one’s role, the actual performance, and self-regulatory ability were ranked high from the perspective of constructs intensity.
The purpose of this study is to provide basic data for future library anxiety research in Korea that can contribute to resolving library anxiety by examining research trends on the Library Anxiety. For the purpose, a systematic review was selected to derive answers to research questions by examining and analyzing the trends of preceding researches, and the final 23 studies according to the PRISMA procedure were designated as analysis targets. As a result, in the research topics, there were 12 studies (52.2%) measured library anxiety by group, 18 studies (78.0%) were applied research in the type of research. and in the research methods, quantiative research was mainly used in 18 studies (82.6%). Through the analysis results, it suggests furthur research directions for domestic library anxiety.
Jeongseon-gun has the SaBuk Public Library, 17 small libraries, and the Jeongseon Educational Library. In 2023, with the completion of the Jeongseon County Public Library, there is a need to establish innovative library policy strategies that consider balanced development by region. The primary goal of this study was to set the direction for the future of Jeongseon County’s public libraries and provide appropriate strategies. To achieve this, an examination of the local situation and characteristics of Jeongseon County was conducted, followed by an analysis of the operational status of the public libraries. Additionally, a satisfaction survey and demand analysis were conducted among the residents of Jeongseon County regarding the libraries, to analyze directions for library improvements. Ultimately, taking into account the local characteristics, library status, and residents’ needs, an optimized strategy for the region was presented. As a result of the study, the operational goal to achieve the vision was set as “a life-friendly library that shares the healthy lives of residents of Jeongseon-gun,” and emphasized its role as a companion close to daily life for the healthy lives of Jeongseon-gun residents. The four strategic tasks to promote the operational goals were expressed as “a library that grows with local residents,” “a library that provides multicultural exchange,” “a sustainable future-oriented library,” and “a library that cooperates with the local community.”
A data paper describing research data helps credit researchers producing the data while helping other researchers verify previous research and start new research by reusing the data. Publishing a data paper and depositing data to a public data repository are increasing with these benefits. A domestic academic society that plans to publish data papers faces challenges, including timely acquiring tremendous knowledge concerning data paper structures and templates, peer review policy and process, and trustworthy data repositories, as a data paper has different characteristics, unlike a research paper. However, the need for more research and information concerning the critical elements of data paper and the peer-review process makes it difficult to operate for data paper review and publication. To address these issues, we propose essential concepts of the data paper and the data paper peer-review, including the process model of the peer-review with in-depth analysis of five data journals’ data paper templates, articles, and other guides worldwide. Academic societies intending to publish or add data papers as a new type of paper may establish policies and define a peer-review process by adopting the proposed conceptual models, effectively streamlining the preparation of data paper publication.
