This study aimed to present practical strategies for libraries in South Korea, including the National Central Library, to effectively respond to the new challenges of the digital era by systematically comparing and analyzing the status of online material collection and services of libraries both domestically and abroad. To achieve this, we sought to understand the cases and service status of online material collection in major foreign libraries and to derive directions and usage plans for our libraries based on the analysis of these foreign libraries' online material collection status. As a result of this research, it was found that the National Central Library needs to explore various strategies for expanding online material collection, including the proper collection and preservation of web resources that are being created and deleted, as well as expanding openness and utilizing archives. Secondly, as a central institution for future national information resources, it is necessary to establish a strategy for smoothly collecting, preserving, and servicing vast and complex web resources. Thirdly, there is a need to explore ways to implement a national-level web archive that can systematically collect, preserve, and utilize all web resources in our country. In the long term, it should be improved into a national platform capable of systematically collecting, preserving, and utilizing various types of web resources.
Public library programs serve a cultural function and are a tool for community interaction. Recently, there has been an increase in the number of websites that integrate the programs of various institutions, but there is no set framework to describe the programs. Therefore, in order to prepare a framework for program information, we conducted a content analysis of Jeongdok Library programs as an example. Using MAXQDA, a content analysis tool, category codes for type, topic, special classification, and target audience were derived. Based on this, we analyzed the characteristics of the Jeongdok library programs as follows. In terms of type, there are many programs such as classes and lectures, but fewer programs related to tours, performances and screenings, and operational experiences. In terms of topic matter, programs related to reading and the arts were dominant, while programs related to book curation, awards, and the environment were less common. In terms of target audience, the most common programs were for adults, with fewer programs for high school students, middle school students, and library staff. The framework of Jeongdok library program can be used not only to classify the programs currently operated by other public libraries, but also to develop a service platform for public library programs in Korea.
The purpose of this study is to investigate and analyze the feasibility of relocating and building the Wando-gun Library into a multicultural library. For this purpose, the results of policy and economic feasibility, including locational feasibility, related laws, high and related plans, and surveys wereexamined. As a result of the analysis, it was found that policy feasibility was secured and economic feasibility was insufficient, but it is judged that some of it was secured because the ripple effect was calculated by the occurrence of social benefits. The results of this study can be useful data to prepare for a project to promote the construction of a library as a multicultural space.
In this study, we aim to comprehensively examine how court libraries can enhance their function and role as a hub for judicial information sharing. To achieve this, the current status was holistically understood based on literature review, case studies, interviews with stakeholders, and surveys targeted at users. The study sought to explore and present ways in which court libraries can play a central role in the dissemination and sharing of legal knowledge. As a result of the research, we propose four roles of the judicial information sharing complex center as a court library, five functions of the judicial information sharing complex center, and nine strategies to enhance accessibility for the spread of legal culture. If court libraries function as next-generation shared complex centers with the goal of popularizing legal knowledge culture, it would be possible to expand access to legal knowledge for citizens interested in law and culture, professionals in legal and educational institutions, and residents living near the center.
As the bibliographic environment has been evolved towards linked data and semantic web, revision of KCR5 based on RDA is also in progress in Korea. Even authorized access points play an important role in identification and linkage between resources in the evolving bibliographic environment. However, the original RDA applied by KCR5 does not provide authorized access points for all entities. Based on the analysis of the authorized access point of manifestation in RDA 2020, this research identified properties and proposed a linking structure of the authorized access point that can be applied to the revision of KCR5. An authorized access point for manifestation is an access point that considers both intellectual and physical aspects, and can be the foundation for linking and identifying actual resources. The proposed structure is expected to be a linking structure for authority record optimized to the current bibliographic environment, which can be helpful in the practical application of the authorized access point for manifestation.
The purpose of this study is to obtain basic information necessary to set the content and direction of MIL cooperative teaching by analyzing elementary and secondary school teachers’ MIL awareness and cooperative teaching experience. For this purpose, a survey was conducted on cooperative classes, media, and MIL among 401 teachers in the Gyeonggido Office of Education. The analysis results are as follows. ① It is necessary to provide teachers with the experience of cooperative classes and develop MIL cooperative class models and manuals, ② It is necessary to apply the MIL curriculum to school education and operate it as a cooperative classes, ③ The types of media used in the MIL curriculum should be developed by reflecting the development stage and the opinions of educational experts. ④ In the MIL curriculum, it is necessary to deal with ‘information comprehension (reading) and evaluation competency education’. ⑤ It is necessary to use school libraries and teacher-librarians in promoting students’ MIL improvement policies. As a follow-up study, it is necessary to conduct MIL cooperative instructional models and MIL curriculum studies.
From the past to the present, collecting and managing collections have been one of the main functions of art museums. Museum work has focused on artworks rather than visual arts materials. Consequently, the importance of visual arts materials has tended to be undervalued, and due to persistent problems such as a lack of budget and space, the collection and management of these materials have not been easy. Furthermore, the unique nature of visual arts materials in terms of their types, sources, and distribution systems poses challenges for collecting them. Establishing a collection policy is the most fundamental and essential approach to addressing these difficulties. However, most domestic institutions collecting visual arts materials operate without a collection policy. This study aims to improve this situation by examining the current state of collecting visual arts materials at the National Museum of Modern and Contemporary Art, Korea, a prominent art museum in South Korea, to identify problems. It then analyzes overseas cases to draw implications. Based on these findings, the study proposes measures to improve current regulations and establish a collection policy for enhancing the collection of visual arts materials.
This study analyzes various recent aspects of intellectual freedom restrictions in the domestic libraries, identifies difficulties facing librarians in the field, and suggests countermeasures. Specifically, we conducted literature research, including the definition and declaration of library intellectual freedom in core documents by domestic and international expert groups, the background of selection of ‘Nadaum Children’s Book’, which is at the center of controversy, and analysis of previous research. Next, we investigated the patterns of intellectual freedom restrictions committed in libraries, difficulties encountered in the field, and cases of response at the individual library level among librarians. In addition, we surveyed the level of perception in the field about countermeasures against intellectual freedom restrictions at the level of associations and expert groups and future plans to guarantee intellectual freedom. Finally, based on this, countermeasures against restrictions of intellectual freedom were proposed at the level of the National Library Committee, the Ministry of Culture, Sports and Tourism, associations and expert groups, and individual libraries.
This study examined the output performance of papers published in international journals in the LIS field over the past 20 years and used the Gini coefficient and Hirschman-Herfindahl (HHI) index to understand the international gap in academic paper output and its changes. In addition, the characteristics of academic publications were visualized focusing on the top producing countries of academic papers, and differences according to sub-research areas were also identified. As a result of the analysis, first, although the United States and China are leading the publication of papers over the past five years, the results produced by the Netherlands showed relatively high influence and international and industrial cooperation results. Second, a high inter-country gap index (g= 0.7-0.8) has been maintained in terms of paper production and citation volume over the past 20 years, but the concentration of top countries is showing a trend of easing over time, as CR3 (Concentration Ration 3) decreased from 63.3% to 43.2%, HHI decreased from 2,129.6 to 976.1. Third, the LS field showed the highest gap between countries and a high degree of concentration centered on the United States, while the SM field was confirmed to be the most dispersed.
In foreign countries, ISNI-based creative work identification and linkage services have been established and operated in various fields, while in Korea, ISNI utilization and linkage services limited to some fields are operated mainly by the National Library of Korea. The purpose of this study is to propose an ISNI-based linkage and utilization service that can be applied in Korea. To achieve the purpose of this study, we examined overseas ISNI linkage cases and identified the requirements of related organizations. We also proposed four ways to build ISNI sharing and convergence services. These include establishing Identifiers Co-operation Initiatives (ICI), establishing creator profiles, activating ISNI through the publishing industry, and activating ISNI services through external linkages. We hope that this study will serve as a basis for building ISNI-based linkage and utilization services.
Since the introduction of the OA transformative agreement as a new way of licensing electronic resources, the number of OA transformative agreements has continued to grow. Despite the wide range of content that should be included in the agreement due to the nature of the OA transformative agreement, there is a lack of research on OA transformative agreements. As a basis for developing a standard for OA transformative agreements, this study examines the current status of OA transformative agreements and analyzes the differences between two types of OA transformative agreements and the subscription contract. It was found that the number of OA transformative agreements has increased significantly worldwide, but the disclosure of OA transformative agreements has not been universalized. The overall structure of two different types of OA transformative agreements and a subscription contract is similar, but there are differences in the detailed clauses. In the OA transformative agreement, the detailed clauses related to the characteristic of the transformative agreement were newly created, or the details of the transformative agreement were added to the existing clauses of the subscription agreement. There were also some differences between the two types of agreements, identifying clauses that differed in content regardless of the OA transformative agreement. The study concluded that it is important to standardize the OA transformative agreement, as the number of different clauses between agreement types may increase the burden on librarians. This study is significant in that it provides a basis for the development of standardized agreements by examining the overall status of OA transformative agreements and analyzing actual agreements.
