Abstract

Over sixty Korean romanization systems have introduced in the course of history since 1800, but not most of them have experienced the test of proper duration. At present two major systems are introduced and focused in the bibliographic fields: McCune-Reischauer system and Ministry of Culture & Tourism system(2000). Few libraries may be driven to the new romanization schemes, however library users require a practical and easy-to-use Korean romanization system for searching the Korean items. From the view of bibliographic control for Korean information resources, the advantage and disadvantages for converting romanization systems have been shown as the result of the research.

The purpose of this research is to propose a powerful alternative in designing knowledge portals using Topic Maps(TM). To demonstrate the power of TM in constructing knowledge portals, we designed a TM-based korean folk music(pansori) site, tested it with an existing pansoree site (pansoree.com) employing diverse query patterns: simple, advanced, associative, and cross referential queries. The results show that the TM-based site outperforms the pansoree.com in searching time and steps. The TM-based site also provide novice users who do not know pansori domain with easy access to information that they need.

The purpose of this research is to analyze the operational state of Distance universities' electronic libraries through the Lifelong Education Law, and to find out the related problems. The main investigational focus was on the operational methodologies of the libraries and the usage levels of the full-text service. The data were collected through accessing the URLs of 17 Distance universities authorized till 2005. The result is that every university is operating their libraries either on their own (17.7%) or by using the links to the external libraries (82.4%). However, only 35.3% of the surveyed universities provide the full-text service available on the Internet. Thus, in order to establish the fourth generation Distance university based on the Internet and Web, it is urgently needed to improve the construction and operation standards of electronic libraries in the Lifelong Education Law.

Abstract

Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.
