Abstract

Access to knowledge and information is a universal human right. However, even after the Marrakesh Treaty was adopted on June 27, 2013, only 1-7% of standard printed materials are accessible to people with reading disabilities, including the visually impaired, and library services are very weak. As a result, the book famine of people with reading disabilities continues. This study, focusing on such severe access gaps and inequalities, analyzes Learning Ally and Bookshare in the US, the Royal National Institute of Blind People (RNIB) in the UK, Bibliothèque Numérique Francophone Accessible (BNFA) in France, and SAPIE in Japan, which are considered private organizations leading library services for the disabled in major developed countries. And based on the derived implications and the Marrakesh Treaty, a strategic plan was proposed to strengthen the services of the disabled in domestic libraries. It is urgent to enact the ‘Act to Resolve Reading Barriers’, amend the provisions related to the Copyright Act that restrict library services, strengthen the organizational capacity of the National Library for the Disabled, raise the service index for the disabled in library evaluation, and establish a library cooperation system centered on regional representative libraries and expand services, etc.

Abstract

The purpose of this study is to present directions and programs for exchange and cooperation between libraries of South and North Korea. Specifically, it is to present the direction of exchange and cooperation programs in the library area and to present library exchange and cooperation programs that can be promoted in the [tight period], [reconciliation and cooperation period], and [South and North confederation period] through research methods of literature review, Focus Group Interviews (FGI), and expert advice. In this study, exchange and cooperation programs were divided into three projects that should be prepared by South Korean libraries, by direct exchange and cooperation between South and North Korean libraries, and by conducting with third countries or international organizations. Along with the conducting program periods, 8 major programs and 33 unit tasks were also proposed. Conclusions and suggestions suggested the need for sector-by-sector, step-by-step exchange and cooperation, establishment of systems to promote effective exchange and cooperation, establishing the formation of consensus within libraries, finding field-oriented agendas, and developing education programs of North Korea libraries for librarians.

Abstract

In this study, the vision and goal of librarian education and training were designed by reflecting the changes in the internal and external environment of the library and the human resource development (HRD) trend in order to prepare a mid- to long-term development plan for librarian education and training. To design the vision and goal of librarian education and training, redefining the necessity, goals, mission, and role of librarian education and training, and seeking strategies to realize the vision and goal of librarian education and training. Core competency and national competency standards (A detailed implementation plan was prepared for the development of NCS) - based educational operation guidelines. First, when analyzing domestic and foreign prior research and literature, the future librarian is a person with competencies that includes first, creative convergence, second, communication and cooperation, third, leading professional, and fourth, empathic and inclusive talent. It was identified that education and training should be established based on The curriculum according to the library’s future talents and core competencies should be presented in the following process model, and the librarian competencies for each type of creative convergence type, communication cooperation type, leading professional type, and empathy and inclusive type should be derived, and It was identified that the education direction should be set in the direction of designing a curriculum for job competency improvement by setting the job competency according to the requirements.

Abstract

This study is a basic research for establishing a mid- to long-term development plan for the library of the Korea Expressway Corporation that can establish the vision and core values of the library and continuously grow by taking advantage of the specialization of the road transportation field in preparation for the 4th industrial revolution and post-corona era. The current state, satisfaction, and demand of the library were conducted for users of the Korea Expressway Corporation, and based on this, a mid- to long-term development plan was proposed. As a result of the research, first, the library of the Korea Expressway Corporation should provide information services to respond to the immediate information needs of its members as a library that supports academic and research activities as well as the comprehensive collection and preservation of related materials as a national road transportation representative library. Second, it is necessary to establish a systematic collection development policy, and it is necessary to collect collections by detailed themes related to road traffic. Third, overall service development is necessary, and Korea Expressway Corporation library homepage and mobile service should be developed. Lastly, space improvement must be made through space reorganization, and it is necessary to expand the usability through the introduction of the latest technology.

Abstract

The purpose of this study is to transform the sub-categorization terms of the National Science and Technology Standards Classification System into technical keywords by applying a machine learning algorithm. For this purpose, AttentionMeSH was used as a learning algorithm suitable for topic word recommendation. For source data, four-year research status files from 2017 to 2020, refined by the Korea Institute of Science and Technology Planning and Evaluation, were used. For learning, four attributes that well express the research content were used: task name, research goal, research abstract, and expected effect. As a result, it was confirmed that the result of MiF 0.6377 was derived when the threshold was 0.5. In order to utilize machine learning in actual work in the future and to secure technical keywords, it is expected that it will be necessary to establish a term management system and secure data of various attributes.

Abstract

The purpose of this study is to derive implications by comparing and analyzing the North Korean Library Act both in 1999 and in 2012. In this study, the North Korean Library Act revised in 2012 compared to the previous North Korean Library Act in 1999, and the newly revised, deleted, and newly established items were analyzed by old/new phrase contrast method. While the North Korean Library Act revised in 1999 consisted of a total of 5 chapters and 45 articles, the North Korean Library Act revised in 2012 was reorganized into a total of 6 chapters and 58 articles. The main changes and features are the establishment and modification of provisions related to electronic libraries and electronic publications in accordance with changes in the information service environment, and new provisions related to training of library staff. Based on the analyzed results, the topics and fields that can be discussed in the future, such as mutual exchange of various learning contents for remote education, establishment of an information service cooperation system between South and North libraries, and training specialists on North Korean libraries.

Abstract

The purpose of this study is to develop the public library programs that support the needs of multicultural families by examining the details of their information needs, focusing on the children’s education issues of multicultural families. For this purpose, the data on experiences and needs related to the education of multicultural families’ children were collected through in-depth interviews with married immigrant women. The study found the following six types of children’s education-related needs of multicultural families: 1) Lack of understanding about the educational system and situation of Korean schools, 2) Their children’s needs for language and learning 3) Their children’s Bilingual education 4) Educational information for the role of parents, 5) Prejudice and discrimination against their children at school 6) Supporting library awareness and experience of mulitcultural families. Based on these needs, the following programs were suggested: 1) Parent role program for children’s education, 2) Children’s learning program, 3) Children’s language education program, 4) Multicultural understanding education, 5) Library user education and guidance.

Abstract

The purpose of this research is to document the current state of ‘One Book, One City’ community reading campaign (Hereafter called ‘One Book’ reading campaign), launched in 2003 in Korea, and the characteristics of the selected books. For this research, the homepages, news and reports of a total of 1,170 public libraries and their local government, and several major institutions and organizations related to reading and culture were analyzed with the research method of content analysis and literature review. Also, online catalogs of the National Library of Korea and the National Library for Children and Young Adults were examined to identify the characteristics of 729 titles and 1,179 volumes of books selected in 57 ‘One Book’ programs, as of 2021. The analysis of 57 ‘One Book’ programs and those selected books shows the selection of more than one books in different age groups in more and more ‘One Book’ programs, lack of consistency in themes of those selected books, and preference for young adult books, new publications and bestselling novels. This trend has weakened individual ‘One Book’ programs’ concentration on one book or one subject, but helped invite a diverse group of people with various interests. More in-depth analysis and explanation of the process of book selection and its appropriateness with the stated goals of ‘One Book’ programs are needed.

Abstract

The purpose of this study is to provide an understanding of the current status of picture book-related research in Korea. For this purpose, 1,660 picture book-related research papers produced in Korea by 2021 were analyzed. The results revealed through the analysis are summarized as follows. First, research papers began to appear in the mid-1990s and began to increase significantly around 2010. Second, the journal with the most research papers was 󰡔Journal of Children’s Literature and Education󰡕, accounting for 17.7% of the total. Third, the representative researchers who led the production of the papers are Eun-Ja Hyun and Hea-Sook Jo. Fourth, by research type, individual research papers accounted for 39% and joint research 61%. Fifth, as a result of the analysis of the research topic, the study of the contents (analysis) of picture books (33.4%), the study of the effect of picture books (29.6%), and the study of perception, reaction, and experience of picture books (18.0%) were in order. Sixth, as a result of the research method analysis, experimental studies (35.7%), content analysis (33.7%), literature studies (13.3%), and qualitative studies (9.3%) were in order. Based on the results of the analysis, the researcher suggested diversifying the research production route, expanding the trend of collaboration between universities and the field, diversifying research topics, and enhancing the validity and diversity of research methods.

Abstract

All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services.

Abstract

The Studies related to the Gwangju Student Movement which occurred in 1929 have been diversified on research topics since 2018. A number of studies have been conducted on the process of spreading the Gwangju Student Movement abroad. However, those studies show limitations in terms of difficulty in discovering new historical materials and the absence of research methods. Therefore, the researchers have analyzed the process of spreading Gwangju Student Movement abroad as the process of spreading information based on library and information science. The researchers have newly discovered Chinese newspaper records at that times and conducted 2-mode network analysis. The results are as follows: first, 125 Chinese newspaper records were discovered from 16 kinds of newspapers and 104 articles of them were newly discovered; second, the researcher found that there were earlier articles than the first claimed by previous researchers in their studies; third, Newspapers in Beijing, Sacheon, Shanghai, Tianjin, and Honam regions in China mainly reported the first and second joint demonstrations in Seoul and Gwangju. The significance of this study is to expand and diversify the research on the Gwangju Student Movement through network analysis.

Abstract

This study applied dynamic topic modeling on titles and abstracts of 55,442 academic papers in 85 SSCI journals from 2001 to 2020 in order to analyze research topic trend in library and information science. The analysis revealed four major themes of library management, informatics, library service, and library system in 10 major topics. The results also showed subtopics in information science and library management topic areas to change over time, while library service remained stable over 20 years to establish itself as a robust topic. In addition, medical information emerged as a significant sub-topic of informatics, thus exemplifying the interdisciplinary characteristics of library and information science field.

Abstract

This study investigated Korean diaspora literature with the bilingual feature, which was published in a local language other than Korean, focusing on literature classification status in domestic library’s materials. As a result of the investigation, domestic universities and public libraries that owned the diaspora literature materials were classifying the original work by the languages or focusing on the author’s work. Nowadays, the Literature classification codes of KDC have on the language of the original work but no code on the author. Nevertheless, domestic libraries were classifying diaspora literature works by the author, not by the language of the original work, so that the same author’s works were gathered in one place. This study proposes an option to classify “Korean national literature” that covers Korean diaspora literature and Korean literature into 810 of KDC to resolve the confusion in the classification of Korean diaspora literature. However, this option is a trial proposal for libraries with special needs for Korean diaspora literature classification, and further investigation and research will be necessary to apply this option.

Abstract

This preliminary study examined the degree programs in data science at the School of Information in the States. The focus of this study was the data science degrees offered at the School of Information awarded by the 64 Library and Information Science (LIS) programs accredited by the American Library Association (ALA) in 2022. In addition, this study examined the degrees, majors, minors, specialized tracks, and certificates in data science, as well as the potential careers after earning a data science degree. Overall, eight Schools of Information (iSchools) offered 12 data science degrees. Data science courses at the School of Information focus on topics such as introduction to data science, information retrieval, data mining, database, data and humanities, machine learning, metadata, research methods, data analysis and visualization, internship/capstone, ethics and security, user, policy, and curation and management. Most schools did not offer traditional LIS courses. After earning the data science degree in the School of Information, the potential careers included data scientists, data engineers and data analysts. The researcher hopes the findings of this study can be used as a starting point to discuss the directions of data science programs from the perspectives of the information field, specifically the degrees, majors, minors, specialized tracks and certificates in data science.

Abstract

This study analyzed the relevance of the curriculum by applying topic modeling to book reports written as content area reading activities in the ‘physics’ class. In order to carry out the research, 332 physics book reports were collected to analyze the relevance among keywords and topics were extracted using STM. The result of the analysis showed that the main keywords of the physics book reports were ‘thought’, ‘content’, ‘explain’, ‘theory’, ‘person’, ‘understanding’. To examine the influence and connection relationship of the derived keywords, the study presented degree centrality, between centrality, and eigenvetor centrality. As a result of the topic modeling analysis, eleven topics related to the physics curriculum were extracted, and the curriculum linkage could be drawn in three subjects (Physics I, Physics II, Science History), and six areas (force and motion, modern physics, wave, heat and energy, Western science history, and What is science). The analyzed results can be used as evidence for a more systematic implementation of content area reading activities which reflect the subject characteristics in the future.

Abstract

This study is to grasp LRM’s feature and applications plan to reflect LRM to cataloging related standards and individual system through comparing and analyzing LRM with the FR model in terms of entities, attributes, and relationships. The application plan is suggested as follows. First, the entity can be extended by defining sub-entities of each entity in the standards and the individual system in order to reflect LRM, even though entities such as families, groups, identifiers, authorized access points, concepts, objects, events, agency and rules have been deleted in LRM. Second, the attribute should be subdivided in the standards and the individual system in order to apply LRM, though many attributes have been changed to relationships for linked data and decreased in LRM. In particular, more specific and detailed property names in the standards and the individual system should be clearly presented, and the vocabulary encoding scheme corresponding to each property should be also developed, since properties with similar functions or repetition in various entities, and material specific properties are generalized and integrated into comprehensive property names. Third, the relationship should be extended through newly declaring the refinement or subtype of the relationship and considering a multi-level relationship, since the relationship itself is general and abstract under increasing the number of relationships in comparing to the property. This study will be practically utilized in cataloging related standards and individual system for applying LRM.
