Abstract
This study proposes reading policies for G City that address citizens’ needs and identified challenges. Through literature reviews and surveys of citizens, library staff, and experts, the study presents four strategic initiatives and twelve key tasks: 1) promoting shared reading values, 2) enhancing a citizen-participatory library platform, 3) strengthening the foundation for reading culture promotion, and 4) systematically managing the G City Reading Festival. The vision of “G City of Readers” is proposed. Effective policy implementation requires collaboration with stakeholders and a phased approach to short, medium, and long-term goals.
