The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.
The purpose of this study is to design and develop a alternative material recommendation system using automatic classification, based on user preference. Details of usage data by users from DREAM was analysed in order to develop the way of a method on selecting proper alternative material, and then the data by user preference were allocated under each category of 10 KDC categories. The keyword, selected from the title of users’ usage data from a certain period of time, were divided into 10 subject categories and ranked by the order of frequency of appearance. Books including high frequency of the keyword in title can be selected as a preferred target for producing alternative materials. Lastly, a dynamic linkage for sharing usage data among National Library for the Disabled and other libraries is proposed to produce more proper alternative materials, based on user preference.
In Gyeonggi-do(province), where the largest number of small libraries are located in Korea, 42% of small libraries are located in apartment complexes. However, as libraries established under legal obligations are managed and operated on voluntary will, there have been numerous ongoing cases of temporary closure or permanent shut down. To revitalize small libraries in apartment complexes, it is reasonable to seek ways to revitalize them through the role of the central point of the village community in the complex. To that end, this study surveyed the current status of small libraries in Gyeonggi-do, a survey of small library operators and related persons in apartment housing complexes and similar residential communities in Gyeonggi-do and 31 cities and counties. Based on this, this study was intended to derive practical measures to revitalize the operation and preservation of small libraries in such residential communities. Four goals were set to improve community awareness of small libraries, cultivate self-operating abilities, improve laws and systems, and strengthen support for local governments. Research needs to be carried out not only for small libraries in apartment complexes in Gyeonggi-do but also for the continued development of other small private libraries.
The aim of this study is to explore key strategy areas for academic library development planning in Korea. This study started with components of an academic library development plan that were identified in a literature review; those components included among others the major roles, functions, resources, and teaching and research support services of academic libraries. Upon interviewing library staff from 14 academic libraries, this study initially categorized those components into 4 overarching strategy areas and further subdivided them into 12 key components and 24 sub-components. That initial categorization was then reviewed by 6 scholars and practitioners, applying the analytic hierarchy process (AHP), by which this study analyzed the level of importance and priority of the strategy areas and various components. Based on the results, this study ultimately outlines 11 key components and 23 sub-components under the 4 strategy areas for academic libraries in Korea to take into consideration in their development planning.
The purpose of this study is to evaluate the effectiveness of the theme collection service in public library from the user's perspective. To this end, based on prior research, the effect elements of the theme collection were derived from the service use, librarian, and library level. A questionnaire survey was conducted on 294 users of A public library. The collection satisfaction of users who know the theme collection was higher than those who did not, and showed high recognition for the satisfaction with the use of new and unexpected books. In addition, it was found that the positive recognition tended to be high among users who have been using the library for a long time and frequently use the library service. Based on the users’ perception and evaluation of the theme collection, the direction of development of the theme collection service was suggested in terms of collection development, collection use and information service, user-centered classification, and awareness improvement of libraries and librarians.
In this study, to set the direction of improvement and development Library One Service, a current status survey was conducted for regional centers and libraries participating in Library One Service, and satisfaction surveys were conducted for users. As a result, it confirms that the user had a positive perception of the Library One Service, but there were various considerations and service improvements from the user and manager side. In particular, the need to solve the problem of instability in the middleware server and to revise the regulations, and to expand the user service and support practical work was confirmed. So, this study proposed to improve the function of the Library One Service, provide new services, support policies such as revision of regulations and related guidelines, and provide practical support for a service operation. Through this study, it expects to be able to present a road map for mid- to long-term development of Library One Service.
Although BIBFRAME is recognized as a new bibliographic standard that can replace the existing MARC structure, the vastness of the descriptive items shows many limitations to be applied in library communities. Thus this study proposed separating the descriptive levels of BIBFRAME as a way to enhance the applicability of BIBFRAME. The descriptive level of BIBFRAME was divided into three stages: core, standard, and detailed levels based on the bibliographic area of ISBD 2011. This separation was semantically implemented using RDF/RDFS syntax. The levels of description in BIBFRAME was defined as Class Granularity and Class Element, and the Property Relation was defined for the linkage between the Classes defined and the BIBFRAME. By applying this syntactic structure, the relationships between the BIBFRAME descriptive items separated by each descriptive level could be linked with each other. This approach is expected to ensure applicability in the creation and sharing of bibliographic data using BIBFRAME.
Open education is a worldwide movement to overcome educational barriers based on digital technology. It is necessary to discuss how to carry out the educational function of the library in the increasingly widespread open education environment. This study examines the concept and components of open education, and proposes an approach to how the library performs educational functions in an open education environment. The results of this study will serve as a guide in setting the role and direction for the library to become the subject of the implementation and spread of open education from the perspective of the library's educational function.
This study describes a set of user experience indicators developed for the evaluation of knowledge and information resource systems. The user experience perspectives had emerged as a new analysis standard in the field of information media and information service research. The study included a survey conducted to verify the derived experience factors and developed them as indicators. The survey data was gathered from 158 participants in the preliminary and 480 participants in the main study. The applied analysis techniques were descriptive statistics, the exploratory factor analysis, the confirmatory factor analysis, the correlation analysis, and the path analysis. The results introduced seven user experience factors, 37 detailed user experience factors, and 105 system perception factors as the final user experience indicators. The developed and verified indicators should measure the degree of user experience perceived by users of the knowledge and information resource system and conduct effective evaluations that reflect correlation rather than a simple comparison of each experience factor.
Part-time instructors are contributing to the production of excellent human resources through education and research, strengthening research competitiveness, and national and social knowledge and academic development. Therefore, academic and research information services for part-time instructors are essential for their educational and research activities. In this study, researcher suggested various methods for providing efficient educational and academic information services by surveying and analyzing their information environment, information needs, and educational and academic information recognition and usage behavior by applying the survey method to part-time instructors.
This study proposed a method to redesign the search system by extracting the class, property, and code values of value domain from the key elements of the MDR system that conforms to the ISO/IEC 11179 standard. To implement this, an operating system conforming to the standard is required. Therefore, this study targeted the MDR system of the Korea Information and Communication Technology Association. As a result, it was confirmed that the redesigned MDR system can easily search and utilize specific metadata without understanding the conceptual domain, metadata element concept, metadata element, and value domain proposed in the standard.
The healthcare environment is becoming increasingly dependent on health information technology (HIT), with healthcare providers, patients, and other people engaged in the field producing and sharing information to improve healthcare delivery. This focus has raised the issue of Health Information Infrastructure (HII) to the forefront of policy, design, and law. While several studies have examined each element of HII, little attention has been paid to the overall infrastructure as a collection of technologies, institutions, standards, and practices. In order to fill the gap, this study focuses on medication reconciliation as an example of the wider phenomenon of HII. In particular, the study examines a medication reconciliation process (MRP) as an example to understand the key challenges facing the development of HII, how the challenges are interrelated, and how they can be met as a whole. Following a mixed methodology, involving workflow study, focus group discussions, and in-depth interviews, the study examines “data friction” along technical, institutional, regulatory, and legal dimensions. This study constitutes one of the first efforts to comprehensively investigate health information infrastructure and how technology and other dimensions in infrastructure are interrelated. The study therefore contributes to a better understanding of HII and the practical challenges that hinder the seamless flow of information in the healthcare environment.
