Abstract

The social identities and role models of all public libraries originate from the historical and systematic development of analog collections and the high-quality digital contents. Therefore, collection development in public libraries should be treated the most important professional task. Based on these prerequisites, this paper analyzed the classical agendas of analog collection development and paradoxes of digital odyssey, and suggested the future policies and strategies of public library collection development in Korea.

Abstract

An university form alliance with the organic relationships the community as a delivery room of human cultural in it's formation and development. The university library is to service knowledge and information resources of it to residents, and education R&D learning of a university constituent. This study research and analyse to the service status of the university library in home abroad and consider necessity and importance of the community solidarity of it. Also it brings up the plans to revigority the community solidarity and services of university libraries in the side of lifelong study, R&D support, knowledge and information service, the community contribution and so on.

Abstract

The mission of public library is to contribute to local society’s growth and improve local residents’ quality of life by satisfying local residents’ desire on information use, cultural activities, lifelong education, etc, and providing more convenient and equal access. This study is a research that deducted BSC-based public library performance indicator model composed of 12 critical success factors, 36 key performance indicators under four perspectives of learning and growth perspective, internal process perspective, resources perspective, and user perspective, estimated relative weights of deducted the performance indicator model on librarians of public libraries to analyze what performance indicator is important for accomplishing public library’s mission and promoting performance.

Abstract

There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.

Abstract

A special library using Web 2.0 technologies should explore a new service to meet appropriately the needs for users. By applying the RSS and OPEN API, this paper developed a new information service for the Korea Institute of Public Finance(KIPF). In order for the library to sustain in the future challenges, it should participate actively in the developments of new strategic options and technological changes.

Regional central library have to reflect the characteristics of the each region. And it must to set priority the various tasks. The purpose of this study is to investigate and analyze the librarian's recognition about roles of regional central library for support to the local libraries. As a result, librarians was recognized the direction of library policy and cooperation between the local libraries as the most urgent task. Also, librarians was considered the educational and cultural programs and interlibrary loan as the top task to perform in the future. The results is very useful in deciding contents of library cooperation and establishing of the Library Policy.

Abstract

To deal with a new environment of information technologies in the 21 Century, many libraries around the world have made great efforts to develop online knowledge-information services. In Korea, the National Library initiated an online knowledge-information services, <Ask Librarian> in 2008. Through case studies and practical tests of online knowledge-information services, this article discusses plans for developing <Ask Librarian>. The article explores definitions and types of online knowledge-information services, and analyzes online knowledge-information services in Denmark, Sweden, Finland, and Korea. Futhermore, practical reviews on the four services are conducted through ‘question-answer' tests. As a result, the article discusses present and future tasks for improving <Ask Librarian>.

Abstract

This study tries to provide the basic information for the plan to improve the information gaps of the disabled persons. After examining the legislation of the facilities for the disabled persons and former studies, it proposes some suggestions for the standards of unique space in public library, convenience facilities and traffic line. It also analyzed present conditions of five public libraries in Daegu Metropolitan City already having separate rooms and facilities for the disabled persons. The result shows that arrangement of disabled person's space and general convenience facilities are insufficient. Some facilities for disabled persons seems to be equipped just to suffice the standards. Detailed legislation or guidelines concerning facilities for them should be developed as soon as possible.

The Korean Library Association has developed the Korean Cataloging Rules, fourth edition(KCR4) in 2003 and the National Library of Korea developed integrated version of KORMARC formats in 2006 on the basis of KCR4. Many educational institutions and libraries are currently cataloging based on KORMARC. Nevertheless, we have encountered many problems on KCR4 and KORMARC formats which needed to be modified. This study is aimed at pointing out the problems of KCR4 in describing 245 field which has a crucial and important role. Therefore, this study proposes the improvement methods of the use of parenthesis and subfield code in 245 field, and presents a description format of volume number, statement of responsibility and joint works including more than four persons.

Abstract

The purpose of this study is to suggest guidelines for legal deposit process on online digital materials and use of the deposited materials both in National Digital Libraries and other places. At present, two Acts -- ‘Act on Legal Deposit Process and Use of Online Digital Materials,' ‘Act on Partially Revised Library Law' -- are still pending in National Assembly. For the establishment of the guidelines in this study, advanced countries' legal deposit Acts in this area are searched and investigated. Also, in order to present various opinions from many parties immediately interested in the guidelines and Acts, survey, visitation, and consultancy methods are used.

The National Library of Korea recently proposed a draft of an Act on Legal Deposit and Use for the Online Digital Products and researches about deposit system and remuneration of the digital products are in progress. Based on the law of library and copyright, remuneration of deposit and use products is paid. A draft of a proposed law include information about the remuneration payment. For these reasons, the method for efficient remuneration management is required. In this paper, we propose effective remuneration management system which follows a draft of an Act on Legal Deposit and Use for the Online Digital Products.

Abstract

Data Envelopment Analysis(DEA) model is a linear programing based technique for measuring the relative performance of organizational units where the presence of multiple inputs and outputs makes comparison difficult. DEA model allows each unit to adopt a set of weight that shows it in the most favorable light in comparison to the other units. The purpose of this study was to evaluate the performance of the libraries of national university in terms of relative efficiency, measured by the method of DEA. Twenty six libraries of national universities in Korea were used to analyze. The number of employees, size of library, budget, and number of books were used for input data, and the number of visitors, number of loan books, and number of books for lending and borrowing were used for output data. We found out that number of libraries with 100% relative efficiency among 26 libraries from 2005 to 2007 were only 9, 9 and 10, respectively. Moreover most of the libraries need to increase outputs and decrease inputs in order to improve efficiency.

The purpose of this study is to investigate bibliographic control of printed music that is especially far-off the bibliographic control activities. In this study, therefore, the production and distribution channels of printed music and their publication situation are investigated. Then the development of bibliographic control of printed music is examined. And also, domestic, foreign, and international bibliographic control activities of printed music are analyzed. Finally, the special issues to be considered in our bibliographic control of printed music are presented.

Abstract

In this research, the first the characteristics of community-oriented vocabulary are investigated with preceding researches which are ULIS-DL and Digital Okayama Dai-Hyakka(DODH). The second this paper proposes a few mapping schemes to connect community directories and compares them by applying them to the resource directories of three local governments Tokyo and Hokkaido in Japan and Chungcheongnam-do in Korea. The mapping schemes use National Diet Library Subject Heading(NDLSH) and/or Nippon Decimal Classification(NDC) as a switching language. Evaluation of the proposed schemes shows their advantages and limitations.

The Joint Steering Committee has been preparing for RDA that can be a new rule with revising AACR completely aimed at 2009. RDA can be used not only in traditional library catalogue, but in web-based environment as well. Furthermore it follows up the standard of international contents for the purpose of providing the bibliographic description and the access point of all media. This study investigates the establishing background, the features and the contents structure of RDA including famous scholars’ comments.

Abstract

Librarian certification and creditable library education in Korea are defined by law(s). The law(s) has continuously been amended or reformed to meet the changes in society as well as library surroundings to date. This research investigates and analyses the evolving traces of librarian certification and creditable library education law(s), and summaries them as following: first, the trend in the changes is reviewed, second, whether the conditions to grant librarian certificates reflected on the laws have influenced the quality or professional capability of the librarians is probed, finally, problems of current librarian certification and creditable library education are elicited, and desirable future directions are suggested.

School library programs are a specific strategy connecting user to resources. Accordingly in order to strengthen school libraries, it is necessary for teacher librarians to develop partnerships that can form relationships between internal and external resources. As a result of analyses of partnerships appeared in current middle school library programs, its most programs are based on the internal reading events. In addition to, classroom teachers and external human resources rarely participate in the program. To improve these problems, it is essential to develop teacher librarians' leadership and collaborative networks fostering educational presence of school libraries in a learning community.

The purpose of this study is to survey the events which school libraries have practiced for reading education and to do the suggestions on the revitalization of events which are related to the reading education. The results of this study is like following; 1) Teacher-librarians should be employed to school libraries. 2) School libraries ought to make a plan for the events which are related to the reading and libraries and practice it. 3) School libraries have to inform the news according to reading education events through the webpage of school libraries. 4) The budget for reading education should be obtained. 5) The administrative assistance is needed for the reading education events. 6) Teacher-librarian should make the plans for reading education based on the social memorials.

Abstract

The purpose of this study was to analyze the experience of dysfunctional family's sons and daughters in bibliotherapy program. To do this, this study collected its data through writings, speaking and term papers of 6 undergraduate students experiencing bibliotherapy program. The collected data were analyzed by phenomenological methods. As a result, the participants experienced 1)recognition of trauma and problems, 2)sympathy and identification, 3)self insight and self understanding, 4)expressing their will to recover trauma and finding solutions, 5)affirmative change, maturity and healing. And also they went through thinking and feeling dynamically in the bibliotherapy program. These results show that the bibliotherapy program helps dysfunctional family's sons and daughters solve their problems and trauma.

The purpose of this study is to find out the factors which have interrupted Library Assisted Instruction in various schools' libraries and to analyze the factors by the tools and to propose the solutions to the obstacles for the desired Library Assisted Instruction. For doing this, some experimental processes had been made: firstly, to make the analysis model based on HPT for the improvement of the real LAI, secondly, to apply the model to LAI, to draw out the problems and to analyze them, and to propose the solutions. As the results of this study, the 5 solutions are presented; 1)LAIs should have the obvious and concrete teaching&learning objectives. 2)The supporting systems for LAI like the web community ought to be prepared. 3)External motivation systems, that is, teachers and teacher-librarians' performance assessment with LAI participation rate per year, should be developed. 4)The various, practical LAI programs should be developed. 5)The obscure refusal of teachers & teacher-librarians to LAI should be disappeared and the directors of schools should be confident of the LAI's educational, positive effects.

Abstract

This paper analyzed four large scale studies on the impact of school libraries on students' learning. It identifies how students benefit from their school libraries and how the libraries contribute to the educational goals of the schools. The four studies were the ‘National Power’ project study, the Scotland study, the Ohio study, and the Delaware study. These studies developed frameworks for evaluating the impact of school libraries on learning, which give insights on how educational objectives and experiences are related with each other and what indicators are available to measure their impact on learning. Basing on Bloom's Taxonomy of educational objectives and Kuhlthau's model of information search process, the educational objectives of the frameworks included cognitive, affective, and psychomotor/physical domain, plus interpersonal domain. The four studies used such research methods as case studies, observations, interviews, focus group discussions, log data analyses in order to identify various learning experiences and impacts.

Inquiry instruction is a dynamic process that uses questioning and answering to have students actively participate in their own learning. Inquiry instruction is a teaching technique in which teachers do not provide knowledge, but help students discover knowledge by themselves. However, Inquiry instruction currently has problems of lack of connection between inquiry process and school library, lack of collaboration between the media specialist and teacher, and lack of applicable models. Information literacy is the ability to access, evaluate and use information. Information literacy process is closely related to the inquiry process. Thus, this study suggested an elaborative model in inquiry instruction using information literacy process. This research derived the skills, strategies, activities of inquiry instruction model by comparing and analyzing Lippitt's inquiry process with information literacy process(Big6 Skills, Pathways to Knowledge, I-Search, 8Ws, Inquiry Process, Inquiry in the Research Process). Based on the results, this study designed an elaborative model in inquiry instruction using information literacy process.

The study is to suggest the roles of school library professionals upon changes of school libraries according to the 7th Korean Educational Curriculum. With this purpose, it investigates the policies and current status of allocations of school library professionals, and the interview of non-regular librarian about works. The study also compares job understanding of teacher-librarians, teachers managing school libraries and that of non-regular librarians in school libraries. It suggested the desirable roles of school library professionals.

The bookstart program for infants and toddlers is still in experimental progress. From this qualitative research that contains the both administration and utilization of the bookstart program at the Cheonan public library, some necessities for improvement were found to be the more effective program. The administration staffs of program consist of the supporting team and the instructional team. This program gives the meaningful experience to staffs such as the satisfaction as supporters of caring infants and toddlers, extension of social participation, and developing professionalism. The characteristic (purpose) of bookstart program for infants and toddlers could be categorized as three: offering a place to plays with other infants and toddlers, opportunities to exchange practical information, and chances to have educational support. To be more effective program, the difficulties and administrative problems of the program should be solved.

Among university librarians and academic community in Korea, there has been constant debate on the need for subject librarianship and the restructuring of educational programs. The debate has not resulted in substantive change so far. Recently, as several university libraries have begun to implement subject librarian service, there is a growing need to reeducate practicing librarians for such service. Recognizing that the liaison service model best fits the reality of academic libraries, this article proposes curriculum development goals and strategies, and specific course listings for the training of subject liaison librarians. We also suggest specific conditions requisite for such education programs fully develop in the future.
