Abstract

This study is to propose the philosophical direction of public library services based on human rights. To accomplish this purpose, this study comparatively analyzed key concepts from 13 statements related to IFLA as well as UDHR with the inductive approach for qualitative data analysis. The result shows that the most important concepts of human right emphasized from IFLA statements are 1) UDHR Article 19: Freedom of opinion and expression, and Freedom of information access, 2) Article 2: No distinction of any kind, Article 12: Privacy, and Article 26: Education, 3) Article 18: Freedom of thoughts, conscience and religion, and Article 27: Cultural life. From this result, this study finally suggests that the concept of human rights should be added to the Korean Library Law.

Abstract

The Joseon Dynasty suffered a great loss from the Japan invasion of Korea in 1592. At that time so many precious books were plundered by Japanese Army. And that plundered books, now in Japan, include a lot of complete titles of the books were given by the Kings - the Naesabon (內賜本) - of the early Joseon Dynasty period. If we could find out the quantities and the contents of them, it could be helpful for studying the same books remained incompletely now in Korea. In this respect, understanding current situation of the Naesabon(內賜本) is an important subject of the Korean bibliographic and historical studies. The purpose of this study is finding out the current situation of the Naesabon(內賜本) now in Japan, especially published in 16th century.

Abstract

This survey is performed to propose the direction of policy development on reading education for Jeollabukdo Office of Education. To do this, this survey asked 239 teachers who are in charge of each school's reading education. The questionnaire is designed to investigate the effectiveness of current support projects from Jeollabukdo Office of Education, current level of schools' reading education and priorities of policy development. The findings of this survey are as follows: The teachers are contented with current support projects. Each school provides an average of 4 reading programs per year. Elementary schools' level of reading education is higher than middle and high schools' level. And more employment of full time reading experts as teacher librarian and the improvement of school libraries are revealed to be more important priorities on the policy development of reading education. Based on these findings, this study proposed maintenance of current support projects, improvement of school libraries, development of specialized policies for elementary schools, enhancement of reading teachers' expertise and preparation of information sharing system as the direction of policy development.

Abstract

The purpose of this study was to identify the service factors of university libraries which aim to improve the educational welfare of the disabled, and to develop an evaluation indicator to evaluate these vital service factors. To proceed with this study, guidelines of public library services for people with disabilities, and previous research and job description of academy library analysed and developed indicators suited for evaluating academic library services for people with disabilities. A pilot survey and main survey about the evaluation factors and indicators conducted with librarians who work for university libraries, and the questions were refined by exploratory factor analysis of the data collected from the survey. As a result, through the process of identifying reliability and validity, it turned out that the evaluation factor and subordinate index of university library services for the disabled consisted of 8 factors and 33 indicators.

Abstract

This study purpose to identifying the roles of Health Information Librarian which its role is increasing according to increase recent interest in wellness and health. In other words, this study will present the Education, careen duties and so on, which should be possed by Health Information Librarian, based on the analysis of Job Site. As as result, first, health information professional librarian's name appears very diverse, and consumer health information librarian will be appropriate name for public libraries and medical librarian will be appropriate for medical library and hospital library. Second, education experience required for health information librarian is master's degree of library and information science and bachelor's or more health related degree. Third, at least two years of health-related field experience, particularly health information service experience, is required. Forth, excellent communication skills and interpersonal skills are required, expecially higher knowledge for health-related information resources is required. Fifth, the main duties what health information librarian need to perform, are library management services, training services, research services, access to and sharing of information resources, collection management, information management, information management technology, and advocacy.

Abstract

This study is to suggest the direction for KCR4's revision based on analysis of trends in cataloguing rules at home and abroad, characteristics of KCR4, and professional cataloguer's survey about revision of KCR4. Results of the study is summarized as follows. First, after Paris principles, the international attention to cataloguing rules is recently centered on ICP and RDA based on FRBR. Second, most cataloguing librarians feel confused over because KCR4 after 2003 is an unfinished rules without provisions on the authority control and heading's selection and form. So they want to revise KCR4. Third, the results of the professional cataloguer's survey showed mostly that KCR4 should be revised adopting international cataloguing rules like RDA and including contents of access points, detailed rules of the authority control, and the description in elements instead of resource's type.

Abstract

The purpose of this research lies in exploring both problems in and solutions for developing digital information resource such as e-journal and Web databases, with the case of Korean national university libraries. In details, identified at the first hand is current situations and major changes of digital information resource that Korean university libraries have developed for the recent 10 years(2003~2012). Also investigated is the salient features in the process of selecting and acquiring digital information resource, with emphasis on the work behavioral aspects. In addition this study analyzes the negative impacts which the present digital-centered resource development policy might have on the image of university libraries and the status of academic librarianship in Korea. The final suggestions include both strategies at the national level and practical methods at the library level which might be helpful to escape from the dilemma related to developing digital information resource.

Abstract

This study was conducted to verify the effects of an school library program using picture books and graphic organizers on first grade children's literacy abilities and book lending, and to evaluate the program with mothers' and mentors' responses. Twenty eight first graders of an elementary school in Kyunggi province participated in this program. Their reading and writing abilities were tested, and their book lending behaviors were compared before and after the whole program. The participants explored 20 picture books by reading aloud and expressed their responses on the graphic organizers over 11 weeks. The findings of this study after the whole session was complete were as follows. First, participants significantly improved in reading comprehension and writing assessed in terms of fluency, format, organization, expression, contents, and themes. Second, they lent books more frequently from the library than before. Third, participants' mothers showed great satisfaction for the program in that it enhanced child's reading ability, reading attitude, and mother's interest in children's books and library, and mentors also reported very positive impact of this program to themselves.

Abstract

This study is a comparative analysis of R&D performance and research collaboration relationship among ten ocean research institutes in the Republic of Korea and foreign nations through analyzing SCI publications from 2008 to 2012. The result indicated that SIO, WHOI, and NOC had the highest number of publications, while research institutes in East Asian nations including NFRDI, KIOST, IOCAS, and JAMSTEC had the notable growth in publication. In terms of number of publication per researcher, SIO, WHOI, and NOC had relatively high number. In terms of publication per research budget (1 billion KRW), number of publication was high in the order of IOCAS, NOC, GEOMAR, SIO. The number of Citations Per Publications (CPP) was high among WHOI, SIO, NOC, GEOMAR, JAMSTEC, and IFREMER, which are North American, European and Japanese institutes. The average Impact Factor (IF) of journal submission per publication for IFREMER, KIOST and JAMSTEC was relatively increasing, while the number was fluctuating in other institutes. The analysis of research collaboration among institutes around the globe showed that the collaboration in Asia was relatively closed, whereas it was more open in Europe. In the case of Europe and Asia, higher number of research collaboration among nations also increased the quality of submitted articles.

Abstract

Collecting terms in thesaurus construction work is the most difficult. A dictionary is thesaurus can be used as an excellent term acquisition. Reflect faithfully the provisions of Korean literary “Standard Korean Dictionary” is a standard dictionary of the Korea. The “Standard Korean Dictionary” is simply the definition of entry, as well as a wide range of information about the term because it contains a systematic, it can be used to build a thesaurus. In this study, the “Standard Korean Dictionary” has the relevant information using a variety of terms, it is defined as the thesaurus term relationship. In addition, the separation of the term, equal relationships and hierarchical set of relationships, the use of qualifiers, North Korean issues, the issue presented in thesaurus construction, and suggest ways to solve the problem.

Abstract

This study aims to examine the case of using the social network services in the korea library, and then search the type of social network services and the status of it's introduction. It is used to the study of the introduction and the invigoration of social network services on the compatible library. First, we extracted the list of four type's high level management libraries from 2010 to 2012. Second, we examined the website's homepage of the list of 32's university library, 41's public library, 40's school library, 9's special library. Third, the result of analysis identified the feature and difference of the using the social network services of these libraries. Fourth, on the base of the result, it suggested some items of introduction's issue and the directions of future research.

Abstract

The purpose of this study is to give a challenge LIS field and serve a starting point for the discussion on iSchool. To achieve the study purpose, this study conducted in-depth interview with LIS scholars. Qualitative method was utilized to analyze the interview data. According to the study results, current curriculum reorganization is required for the success of Korean iSchool. In addition, the followings are the expected effects of iSchool: 1)increased possibility of interdisciplinary research and education, 2)expansion of LIS identity, and 3)creation of a new image of LIS. However, there was anxiety about losing LIS’s unique identity as an librarian education institute.

Abstract

This study examines current practices of the multicultural services in public library and offers directions for improvement in the multicultural society. For this, this study is set up the list of the multicultural services on the basis of the plans and the announcements about multicultural services of an international organization. Moreover, researchers analysed the multicultural services of Incheon Jungang Library. The results of this study are as follows. They proposed the improvement of the multicultural services of a public library as the changes of cognition of the multicultural services, training for professional manpower, program for intercultural understanding, accessibility to information, etc.

Abstract

Staff are absolutely important for the operation of public libraries. This study aims to reveal how much the 16 metropolitan governments in Korea secure public library staff. Three measurement tools for analysing the present status of the staff of the 766 public libraries in Korea are: Enforcement Decree of the Library Act, Standards for Korean Libraries, and IFLA/UNESCO Guidelines. It was revealed that the public libraries in Korea satisfies 46% of the professional library staff standards of Enforcement Decree of the Library Act, 78% of the entire library staff need and only 44.5% of the professional library staff need of Korean Standards for Libraries, and only 35.7% of the entire library staff need of IFLA/UNESCO Guidelines. The study revealed that the ratio of satisfaction of the need of professional library staff is low and in particular, public libraries do not satisfies the entire library staff need of the international standards of IFLA/UNESCO Guidelines.

Abstract

This study analyzed the legitimacy issues of the current regulation for the copyright-using charge and the plans to revise the regulation for the performing the cinematographic works in the public libraries. Also, this study investigated the current situation of the performing the cinematographic works and the size of auditoriums in the 84 public libraries in Gyeonggi province with information on the library websites from February 2012 to January 2013. As a result, this study suggested that yearly charging for the performing the cinematographic works to the less than 6 months after publishing will be suitable than the current monthly charging. Also, this study suggested that the copyright agency for cinematographic works should increase the number of copyright works received in trust.

Abstract

Recently, there are some discussions about cooperative library storage facilities as methods to relieve the pressure from shortage of library stacks in Korea. This study tried to inspect the preservation environments of 16 cooperative storage facilities in USA, Australia, France, Spain and Korea to help to prepare and establish cooperative storage facilities with ideal preservation conditions. To do this, some aspects of the preservation environments including basic conditions shelving system, HVAC(heating, ventilating and air conditioning) system, fire extinguishing system, security system and other preservation environments were compared and analyzed.

Abstract

This paper conducted the empirical analysis of the behaviors revealed in the eight size distributions of the public libraries in Korea. As a result, the behaviors of complex system appeared in all eight size factors. This means that the sizes of public libraries in Korea were highly polarized. Especially, the zipf's law were found in the size factors such as gross area, number of staffs, volume of books, total budget. And the highly uneven distributions were occurred in the size factors such as membership, number of users, number of borrowers, number of borrowed books. This research outcomes show that a new policy of public libraries is needed to resolve the polarization revealed in the sizes of public libraries in Korea.

Abstract

The importance of users on library catalogs cannot be overemphasized. However little is verified about how well the users' needs have been met. The purpose of this research is to explore the characteristics and differences between user groups on library catalogs, and to draw implications for follow-up research. To the end, this research classified the users into four groups: elementary students, middle and high school students, college students, and the general public. Investigated are unique features and differences in searching behavior on library catalogs between the four groups. The data was collected through a survey with 544 users, and analyzed for both frequency test and Chi-square test. The major research results shows that there were statistically meaningful differences between the four groups. Also discussed are several suggestions for more in-depth research.

Korea Institute of Science and Technology Information(KISTI) provides domestic researchers with science and technology information through NDSL Information Document Service(NIDS) network to improve research productivity in Korea. University libraries and information centers of research institutes are playing a major role in the NIDS collaboration network. In this study, we examined the relationship among the participating organizations for document delivery service using the social network analysis(SNA) method. Centrality of each organization in the NIDS network was analyzed with the indexes such as degree centrality, closeness centrality, betweenness centrality, and eigenvector centrality. The research results show that KISTI, KAIST, POSTECH, and FRIC are located at the center of the NIDS network. Based on the research results, this paper suggests several directions for improvement of document delivery service.

Abstract

The goal of this study is to suggest the policy orientations of national library collaboration based on the analysis of three types of resource such as information, human, and space. For this research purpose, this study carried out the analyses of foreign cases, the related laws and national policy, case review of various cooperation by library types and resources. In the end, the three policy orientations are proposed for development of national library: sharing public values, securing specialized contents, and having leadership in the global network.
