Abstract

The most important goal of records management is to document the administrative responsibility of the institution producing records and its history. For this purpose, each institution needs to make a plan determining kind and value of phenomena and evidences to be documented, that is, a plan for documentation. This study was aimed to present its necessity and stretagy, focussing on the documentation of correlations with external factors surrounding National Assembly (external relations). Through literature survey, external relation functions of congress and important sources associated with their functions were analyzed, and what records were produced from those sources was investigated in the case of U.S. Congress. Comparing with the present state of National Assembly on this basis, four significant subjects to activate the external relations documentation plan in the point of institutional policy of National Assembly were proposed; legislation of documentation program of external relations, acquisition policy, advocacy enforcement for National Assembly Documentation, and establishment of cooperation and support systems with external factors.

Abstract

‘One Book, One City' reading campaign is one of the major reading campaigns, successfully conducted by public libraries in this century. The purpose of this study is to evaluate the significance of ‘One Book, One City' reading campaign, as an innovative, continuing, and collective reading campaign by analyzing its growth and diffusion during the past six years. Also, analyzed are the themes, genres, and publication dates of the books and the characteristics of authors selected for ‘One Book' in order to understand the cultural, social, and community-wide trend and objectives of ‘One Book, One City' reading campaigns. An analysis of lists of ‘One Book, One City' Reading Promotions Projects' available from the website of the Library of Congress, the Center for the Books, and bibliographic records of ninety books from LC OPAC, shows the preference for books recently published, significance of biographies and biographical fictions, and focus on the themes which help people better understand a multi-cultural and multi-racial society.

Abstract

This study aims to suggest a new personnel system(classification of public position) for librarianship in Korea. In order to achieve this goal, the five alternative plans are analysed with respect to the grounds of an argument, merits and demerits, and its realization. In conclusion, the ‘record culture group' or ‘record information group'(tentative name), that is, a single group brought together librarian, curator, and archivist is the best alternative to establish a professional identity and social status of librarian in Korea.

Abstract

The popularization of the internet has produced an explosion in amount of the information. The importance of web personalization is being more and more increased. The personalization is realized by learning user’s interest. User’s interest is changing continuously and rapidly. We use user's profile to represent user's interest. User’s profile is updated to reflect the change of user’s interest. In this paper we present an adaptive learning algorithm that can be used to reflect user’s interest that is changing with time. We propose the User’s profile model. With this profile user's interest is learned based on user’s feedback. This approach has applied to develop hybrid recommendation system.

Abstract

Users of searching Internet English dictionary sometimes do not know the correct spelling of the word in mind, but remember only its pronunciation. In order to help these users, we propose a method to retrieve English words effectively with a spoken word transliteration that is a Korean transliteration of English word pronunciation. We develop KONIX codes and transform a spoken word transliteration and English words into them. We then calculate the phonetic similarity between KONIX codes using edit distance and 2-gram methods. Experimental results show that the proposed method is very effective for retrieving English words with a spoken word transliteration.

Abstract

With the introduction of Internet-based education such as online learning and virtual campuses, there are increased interests and demands for electronically delivering educational contents in comparison to the traditional educational methods. Our preliminary study showed that approximately 50% of virtual groups formed online for the scope of collaborative learning encountered barriers that prevented them from forming an effective learning team and making satisfactory progress toward reaching the learning objectives. In this study, we asked the undergraduate students, who were the members of the online learning team, to work on the given discussion topics through the use of emails and threaded discussion boards. Then, we investigated the roles played by two electronic communication medium during the virtual discussion with respect to the learning outcome. We also studied how information was shared amongst the virtual learning team members. The results of our study showed that the email based online learning had the advantage of individualized and friendly information transfer. However, it also caused certain difficulty in exchanging ideas due to the one-sided nature of the email-based communication. On the other hand, the threaded discussion board provided easier information sharing and broadcasting, which enabled active participation by the virtual team members. However, it also had the disadvantage of difficulty in accurate information conveyance and duplication of the posted information. In summary, our study results showed that there was a high correlation between the characteristics of the electronic communication medium and the decision that the online learners made regarding which medium to use. There was a high correlation between the type of the electronic communication medium and the online learners’ experiences in using these media.

Abstract

The objective of this study is to provide a basis for information literacy instruction in college education. For this purpose, assignments and surveys were distributed to the students in a 3 credit course that deals with the characteristics of information society and information literacy competency. Assignments and surveys were about identification of the information needed and access to the needed information, since that is the first step for the information seeking process. The results were analysed by qualitative methods.

Abstract

Various corpus-based approaches, rhetorical roles of discourse structure, and unifications of similar sentences were applied to construct the automatic Ext/Sums(extracts and summaries). Rhetorical roles of sentences like objective, method, background, result, conclusion, etc. for making elastic Ext/Sums were established and extraction engines according to respective role were prepared. The 90% of Success rate in extracting the important sentences of sample articles was accomplished. Rearranging the selected sentences, it used unification of similar sentences using the cosine coefficient equation, deletion of unnecessary modification and insertion clauses, junction of short sentences, and connection of sentences able to link. They suggest the methods applying rhetorical roles of sentences, meaning and signature of noun and verb in clauses, and cue words and location will be researched to construct the more effective Ext/Sums.

Abstract

This study examines the changed information-gathering environment of these days has indeed changed the patterns of reporters in their information seeking efforts.For the study, two groups of reporters were surveyed. The first group consists of 9 senior-level reporters working for daily papers with 15 years or more of journalism career, the second group 11 junior reporters who have been in the industry for less than 10 years.The surveying of these reporters has indicated significant change in their patterns of information-seeking endeavor, the dominant trend changing from reporters' putting an emphasis on off-the record types of information through person-to-person contacts to their new focus on made-public information. The senior-level reporters, identify person-to-person contacts as most valuable sources for information and take meetings with their contacts as providing critical opportunities for information-gathering.On the other hand, this examination has found junior reporters to be spending more time in collecting made-public information and paying more attention to acquiring a higher level of professionalism and greater analytical abilities. In short, this study confirms the ever-rising importance of making available a wider range of information for reporters.

Abstract

The Information of Technology Trend is one of the critical factors for research activities. In addition, this information tremendously affects the decision-making process of Science and Technology Policy. However, metadata of this information has not gain much attention so far. This research suggests metadata element and encoding scheme that is based on NewsML and using metadata of domestic Information of Technology Trend service system. The result of this research provides the basic resources for developing standard metadata of Information of Technology Trend which is suitable for domestic information technology situation.

Abstract

This study investigated the intellectual structure of records management and archives field in Korea and America using author cocitation analysis. Major journals in the field from 2000 to 2004 are used to select frequent cited authors. Cocited authors are analyzed in details by means of multi-variate statistical techniques such as multidimensional scaling. To the analysis of this intellectual structure, main research topics in Korea were laws and policies related to records management and archives whereas information technology based electronic records management in America.

Abstract

This study aims to find the direction of subject-divisional plan and the change of composition factors in university Library. To confront new information environment, change of service providing environment, academic characteristics of universities, and users' information needs, the collection and service of university libraries are needed to be restructured based on subject-divisional plan. To adopt subject divisional plan effectively, it is necessary to recognize necessity and reasonability of subject-divisional plan by analyzing a change of physical, intellectual, human, and user factors in the libraries from the aspect of subject-divisional plan. That is, the collection and service of university libraries should be reorganized according to the subjects along with such changes as below. First, people came to consider convenience of space and path of building inside more than past. Second, collection becomes constructed and materials are located based on effectiveness rather than logicality. Third, subject oriented service of library became active through developing the subject abilities of librarians. Fourth, users have tendency to visit libraries for a special subject matter.

Abstract

The purpose of this study is to provide directions for more effective and efficient service for library user by evaluating and analyzing library service access points on university library homepages. 69 national/public and private university libraries throughout the country are selected by stratified sampling method. The items used for evaluation are composed of 4 areas and 23 questions, and SPSS 12.0 is used for statistical analysis. The results are elicited through the hypothesis testing, and some suggestions are made for the effective university library homepage service.

Abstract

This study aims to develop a standard set for metadata to describe E-dissertation. This standard is designed for interoperability and for convenience of integrated information retrieval. This will allow one to improve existing federated searches, create united databases, and provide greater consistency for researchers searching for thesis and dissertation at different institutions. The fourteen meta elements―nine from Dublin Core and four from local need―are proposed along with newly expanded meta elements, ‘thesis.degree.name’, ‘thesis.degree.level’, ‘thesis.degree.discipline’ and ‘thesis.degree.grantor.’

Abstract

The purpose of this study is to provide a guidelines for emerging military library development. The history and current environment relating to the military library development were examined through literature review and policy analysis, field survey and interview methods. The results show that current library administration and services are far behind in terms of meeting user needs. An administration model and policy for military library development were suggested.
