Abstract

National libraries are responsible for collecting all publications issued in their respective countries. But national libraries vary widely in their origins and functions. In one or another form they are found in more than a hundred countries. The purpose of this paper is to suggest the backgrounds and theoretical informations to restructuring the completely centralized organizational framework of National Library of Korea. In order to achieve this goal, the national library systems of four culturally advanced countries, that is, British Library, Die Deutsche Bibliothek, Bibliothque nationale de France, National Diet Library are analysed with respect to the grounds of main library, regional libraries, departmental or subject libraries, branch libraries, and their mutual relation.

Abstract

This article deals with the information poverty issue of Korean residents in Japan. In details, it introduces the substantial examples of information poverty which the Korean residents in Japan have experienced in their daily lives, and analyzes the factors causing such information poverty. The focus is on identifying the ‘relative’ information-poor groups in the Korean community. Finally suggested is a strategic method to improve both the poor information literacy of Korean residents and the poor information environment of Korean community in Japan. The data needed for discussion were collected by two methods: a full-scale survey with 532 Korean residents and an in-depth interviews with 24 samples drawn from the survey participants.

Abstract

The purpose of this study is to make an recommendation for planning of widely representative library building in Jeollabuk-do based on the standards of three library components; facilities, materials and personnel. For research, the methodology of analysis of literature and case study on already established representative libraries was conducted. And the analysis on regional current circumstance to obtain standards of the representative library was conducted. As a results of this study a model of widely representative library building is presented regards on location, facilities and organization.

Abstract

There are many famous, well-known special collections built with unique and valuable materials in the libraries all around the world. These special collections are very important for the public and especially for the researchers. Digital access and the Web have altered the landscape of special collections and allowed increasing numbers of users to locate and access rare and valuable materials of special collections. This change has also affected libraries with the responsibility of building and managing special collections. The goal of this paper is to provide readers with insight into the culture of the special collection and to suggest good ideas for public libraries to build their special collections by introducing the special collection building cases in USA and Korea through investigating the public library websites.

Abstract

Assuming that the knowledge creation and retrieval functions could be the most important factors for a successful knowledge management(KM) especially during the promotion stage of KM, this study suggests an e-learning application as one of best methods for producing knowledge and also the integrated knowledge repository model in which learning, knowledge, and information objects can be semantically associated through topic map-based knowledge map. The traditional KM system provides a simple directory-based knowledge map, which can not provide the semantic links between topics or objects. The proposed model can be utilized as a solution to solve the above-mentioned disadvantages of the traditional models. In order to collect the basic data for the proposed model, first, case studies utilizing interviews and surveys were conducted targeting at three Korean insurance companies' knowledge managers(or e-learning managers) and librarians. Second, the related studies and other topic map-based pilot systems were investigated.

Abstract

Yeogkwa Bo is a biographical source that was re-edited based on the primary sources such as Yeogkwa Bangmok which is the list of the successful applicants in Yeogkwa. 7 Kinds of the existing Yeogkwa Bo was studied and analyzed in bibliographical way. This study proves that the period of available record(of successful applicants' names) ranges from 1807 to 1891, although it has been mentioned before that the period of record covers as far as 1882. As a result of comparison of mentioned family names, family origins, total number of the successful applicants in Yeogkwa, and content of record, Yeog Bo of Dangrih University's shows the most extensive and substantial work, and Yeogkwa Bo of Jangseo Kag's is quite superior to other archives present at home. But both of them show problems such as errors or omission of some records, confusion in spelling and so on. Therefore, the above study implies that there should be process of checking through study of Yeogkwa Bangmok when making reference to Yeogkwa Bo which provides biographical information on family trees and origins as well as information on the individual successful applicants in Yeogkwa.

Abstract

To improve the international competitiveness of research and academic libraries in Korea, it is essential to review the total amount of domestic information resources in comparison with those of other advanced countries, and then to make their best use. In this study, an attempt is made to estimate the annual budget for collecting foreign knowledge information resources spent by academic and research libraries in Korea. This budget estimate could be used for a basis for setting up the appropriate collection size and the efficient channel for distributing and sharing information resources among academic and research libraries on the governmental level. The total budget for collecting foreign knowledge information resources, including foreign monographs and scholarly journals in print, and the budget for foreign electronic journals, and web databases were estimated for academic libraries and research libraries, respectively, while the budget for international document delivery services was estimated without distinction between the types of libraries.

Abstract

A common user interface system, a subset of library portal software products was evaluated in terms of eight broader categories: searching, user interaction; customization; authentication; design; database communication protocols; after sale support; and software platforms supported. As a result, Muse search, ENCompass, MetaLib were the three highest scoring common user interface software products. and KDB metasearch in domestic area was the highest scoring products.

Abstract

This study intends to analyze the meanings and values of shared cataloging in public libraries. Emphasis was on verifying how useful KOLIS-NET is as a tool in order to share bibliographic data and library resources. To the end, this study investigates the recognition and participation of KOLIS-NET in public libraries. Finally suggested is strategies to improve both the poor quality and the poor services. The data needed for discussion were collected by an in-depth interviews with catalogers and a survey with 216 public libraries.

Abstract

This Study reviewed 86 research articles using inferencial statistics published in 2001-2004 in 4 korean core journals in the field of library and information science. Sampling methods, response rates and nonresponse bias, reliability test, and inferential statistic techniques used in the articles were critically reviewed and analyzed. Nonprobability sampling was mostly used. Average response rate was 74.47%. Parametric statistics were mostly used. Some misunderstandings in using each inferencial statistics, especially Reliability Test, Multiple Regression, Factor Analysis, MDS, etc. were reported in this study.

Abstract

Variety methods are applied to estimating the value of a public library. This study explored the methods valuing of a public library focused on the consumer surplus and contingent valuation and measured the direct economic value of a public library by using these methods. 84% of the respondents are perceived that public library impact their life. And the users indicated that they are willing to pay 8,720 won per month to use a public library and 1,470 won to borrow a book from the library. Given reasonable assumptions about the cost of service, users place a value on the use of a public library is 1/3 times, the borrowing a book from the library is 3 times.

Abstract

Government Information Locator Service(GILS) allows the users to access and utilize government information by including the content description about the resource as well as the secondary information about the resources such as location and access method. The following problems have been identified, while analyzing the electronic government offered GILS to come up with the service improvement plan. Firstly, it was difficult to comprehend the record labels from the user interface point of view. There were errors in the retrieval result screens. Secondly, there were a number of missing items in the records. Thirdly, there was no explicit explanation on how to access the information. Lastly, there were no clearly explained reasons that certain information is non-disclosed or partially disclosed. Thus, it is necessary to deal with the identified problems by improving the information collection method; reorganizing the record items; heavily investing in the public relation activities; and improving the web-based access method if the revitalization of GILS is to be achieved.

Abstract

This study suggests evaluation criteria for the web-based question-answer databases provided by major Korean search portals. In particular, this study suggests evaluation criteria for the relevance of question titles, entire questions, and answers. The evaluation criteria for the quality of answers are also developed. Based on these criteria, evaluation of documents from Naver Knowledge-in are performed. The results of this study can be implemented to the development of test collection of question-answer databases. The implications for system designers and web content providers are discussed.

Abstract

In the 21st knowledge society, libraries should consider OPAC redesign and functional performance improvement by using new web related technology. This paper studied and analyzed case studies of Web 2.0, Library 2.0, domestic and international web portals and libraries. Based on the research, this study implemented Open API and RSS reader and proposes its utilization plan as a next generation OPAC 2.0 service model which can improve OPAC search results and search service.

Abstract

Network generation methods to visualize bibliometric data for examining the intellectual structure of knowledge domains are investigated in some detail. Among the four methods investigated in this study, pathfinder network algorithm is the most effective method in representing local details as well as global intellectual structure. The nearest neighbor graph, although never used in bibliometic analysis, also has some advantages such as its simplicity and clustering ability. The effect of input data preparation process on resulting intellectual structures are examined, and concluded that unlike MDS map with clusters, the network structure could be changed significantly by the differences in data matrix preparation process. The network generation methods investigated in this paper could be alternatives to conventional multivariate analysis methods and could facilitate our research on examining intellectual structure of knowledge domains.

Abstract

This study intends to develop web-based information literacy program, analyze learning effects and to suggest a model case to those who wants to develop a web-based information literacy program in the future. For this purpose, we analyze undergraduate students’ needs, design and develop a web-based information literacy program, and analyze the practical effects of the web-based information literacy program. As a result of research, we found out that both web-based and face-to-face information literacy program are similarly effective in learning and satisfactory to students.

Abstract

This paper analyzes the current status of open access policies, publishing, and archiving in the field of medicine. Journals indexed in SCI are published by open access publishers such as BMC Ltd. and PLoS and then the research articles in those journals are archived in PMC and BMC. Also, funding institutions participate in developing open access as a new scholarly communication model and governments or independent funding institutions outside the country make policies for open access. But scholary communities in Korea do not develop their services in the level of a new scholarly communication model even though they open their journal articles on the homepages. This paper suggests several plans for the open access scholarly communication in the field of medicine in Korea.

Abstract

This study aim to develop a classification system to classify the descriptors, which is been in korean literatures. Firstly this classification structure is categorized on six facets and the classification system is constructed on a deductive method based on korean literature knowledge. The study compared the classification system with various thesaurus's classification system in humane studies and by the comparison, the classification system of korean literature's terms find out having some merits as using the facet method. On account of these merits the classification system has achieved a consistency of categorization independently and reduced a complexity of classification structure. And by categorizing the common categories, the study has reduced the size of schedules. Finally, the classification system has advanced the structure in the process of classifying the descriptors.

Abstract

It is essential to conduct an analysis of superior journals, facilitate the international distribution of domestic journals, and determine an effective way to promote a journal's international distribution. This study seeks to determine an effective approach to the international distribution of Korean medical and life science journals and investigates the bibliographies, home pages, and databases about four international distribution factors with regard to 90 journals arranged into three categories. For the effective way of distributing domestic journals internationally, we should develope Korean journals with international standards, record the journals' articles in international and domestic databases, raise the rate of international subscription and holding journals, and publish electronic journals linking their electronic files with many databases.
