Many local governments in Korea have competitively shown great interests in establishing and operating public libraries and carried out various projects. With this, an increasing number of local governments have recently established and implemented medium- and long-term development plans for their public libraries, based mostly on the findings from researches committed to the outside experts. Cheongju City has formulated the First Medium- and Long-Term Development Plan for Public Libraries in Cheongju City (2012-2016) in 2011 and the Second Plan (2017-2021) in 2016. The goal of this study is to help accomplish the planned goals of the Second Plan by conducting an interim check on the current state of execution and content of the Second Plan. To reach the research goals, first, we identified the outcome and limitations of the First Plan, as previously carried out. Second, we analyzed the trend in the change of the cultural environments of public libraries in Cheongju City. Third and lastly, we reviewed the promotion strategy and operation outcome of the Second Plan. In particular, this study focused on the expansion of an organizational structure, the reinforcement of professional workforce, and the increase in budgetary support as the core elements required for developing public libraries in Cheongju City.
Through the UN 2030 Agenda adopted by the United Nations, sustainable development is bringing about many changes around the world. While discussions continue on the roles of libraries in supporting sustainable development in library communities, specific discussions on this have not been made enough. This study reconsidered the roles and functions of libraries to support sustainable development and discussed approaches to which libraries can perform in terms of informational, social, cultural, and environmental aspects. It also proposed a plan to allow libraries and librarians to lay the groundwork for supporting the sustainable development of society by reconsidering the roles of librarians as the core of all library activities to support sustainable development.
The study strives to shed a light on the users’ perception and demand on public libraries in Busan area through a survey asking the facility, materials and service conditions in public libraries. Data are drawn from a survey with three hundred respondents. The survey was implemented to figure out current status and needs regarding library facility, materials, and cultural programs. Supporting data are collected via interview as well. Since this paper discusses such an issue as current situation in public libraries, this study could provide the policy makers with basic information in developing and improving public library programs in Busan area.
The purpose of this study is to propose the improvement strategies for policy information services of National Library of Korea, Sejong through analysis of their current status and problems. For the study, we conducted interviews with service providers and users and identified some issues in provision and use of the services. Specifically, we found problems of service provision system characterized by dualization and decentralization, and further identified specific issues with provision of individual services. Moreover, the interviews with service users suggested user types, user perception of the service, and problems in the use of individual services. Based on the findings, we proposed improvement strategies in six aspects: collection, services, organization, system, promotion, and cooperation. We hope these strategies contribute to vitalizing the policy information services of National Library of Korea, Sejong.
This research is a basic study to understand the current state of the complex cultural space in the public library and the programs in operation and to explore ways to activate the programs by complex cultural space based on the understanding of the public libraries that formed the complex cultural space. Thus, a survey was conducted on librarians of public libraries that had complex cultural space within the library and found that there were a number of educational, exhibition, and performance spaces, and in the same vein, there were a lot of related programs being run in the complex cultural space. However, due to the lack of personnel in charge and budget, difficulty in developing programs, low participation in the programs, and lack of cultural facilities and materials, the substantialization of complex cultural space management seems to be lacking. Therefore, it will be required to set the goals and visions for the complex cultural space in libraries and to secure space, manpower, budget, and promotional efforts to reinvigorate the complex cultural space in the future.
This study conducted a survey on the current status and satisfaction of libraries participating in the opening hours support project in order to continue it to meet the purpose of improving information access and life welfare. To this end, a questionnaire and interview survey were conducted for those in charge of opening hours for each library, and the results are as follows. First, the opening hours support project is a project that needs a strategy that fits the characteristics of the region and the environment. Therefore, it is necessary to consider operating independently rather than relying on national support in the future through the preparation of regional-oriented operation plans. Second, it is necessary to establish a flexible operating model for opening hours that both employees and users can understand. Third, it is necessary to prepare an organizational operation plan that requires both duties and responsibilities along with the rights equivalent to existing regular employees. Fourth, in order for national public libraries in Korea to develop and implement a consistent policy for specific policies and projects, it is necessary to unify the separate public library operating system in the future. Fifth, it is necessary to prepare education and guidelines for the continuity and stable operation of the project, and to activate services other than labor costs, such as support for improving the space for the user’s pleasant use.
The study is aimed at exploring the contents and composition of archive of works and subjects digital figures for works by Shin Saimdang, Heo Nanseolheon and Song Deokbong among female writers during the mid-Joseon Dynasty. To this end, first, to investigate and analyze the theoretical background and the preceding study by studying literature. Second, based on the reason for the character selection, the life of Shin Saimdang, Song Deokbong, and Heo Nanseolhun are analyzed. Third, the works and themes are analyzed through the writings left by Shin Saimdang, Song Deokbong, and Heo Nanseolheon, as well as by various researchers on them. Fourth, it presents the contents and composition of the archive of digital figures in works and subjects with the focus of Shin Saimdang, Song Deokbong and Henan Seolheon.
The purpose of this study is to propose a data curation service to support teaching and learning activities of university libraries. To this end, the concept of data curation has been summarized, and how to understand information services and teaching-learning information data curation of university libraries. As a traditional extension of library information services, the use of university library data curation services has been proposed. As a result of research, data curation suggests that it is appropriate to understand the data by focusing more on the utilization of data. The university library emphasized that the data curation service is needed through the establishment of an institutional repository of teaching-learning activity materials for the visible effects that contribute to the educational service of the parent university. Finally, the research was completed by presenting five levels of teaching and learning information data curation framework.
This study investigates the influence of project-based learning method on the problem-solving ability and communication ability of students taking the ‘Reading Guide’ course in Library and Information Science(LIS). During this study, two tests measuring students’ problem-solving ability and communication ability were conducted, containing 30 items divided into 5 steps of problem-solving processes and 45 items divided into 15 categories of communication ability, respectively. By utilizing the correspondence sample T-test during this study, significant differences were found in the 5 steps problem-solving processes. However, no difference was found between the pre-test and the post-test results in all 15 categories of communication ability. Subsequently, an in-depth interview was conducted, inquiring into the students’ perspectives on the difficulty of attending classes, the content of lectures, the appropriateness of assignments, the validity of the evaluation method, the relationship with their team members, and the benefits acquired from completing the projects. Finally, an intensive analysis was conducted in the categories of problem-solving ability and communication ability.
Innovation in university library spaces is challenging to effectively support the education of the university’s future learning and innovation capabilities, including creativity, critical thinking, communication and collaboration. The purpose of this study is to investigate the perception and need of library space from the perspective of users and librarians, and to suggest the direction of space innovation through this. For this study, we designed each questionnaire for users and librarians, and collected responses from 363 users and 186 librarians in the university library to analyze their needs and perceptions about their library space. The librarian’s need for the space was analyzed by the size of the library and the demographic factors of the librarian. The user’s need was analyzed by the user’s attributes. In addition, we analyzed the differences between librarians and users for the need for space and space services. The results of this paper may be useful for reference when planning a new library or building a space based on user.
The purpose of this study was to explore the direction of librarianship by analyzing differences in Librarian and User perceptions of Librarianship Professionalism. Literature research was used to derive the components of librarianship Professionalism and to conduct surveys on librarians and users. As a result, librarians recognized expert knowledge as the most important factor, while users recognized service attitude as the most important factor. Users recognized that librarians have low social recognition due to their lack of enjoyment, enthusiasm, and challenging spirit and their ability to develop and provide services by understanding user needs and the flow of knowledge. On the other hand, librarians did not actively engage in communication or exchange with users due to their lack of expert knowledge.
The purpose of this study is to analyze art museum websites and derive implications for future operation of art museum websites. To this end, this research collected basic information about art museums according to ‘2018 National General Report of Cultural Infrastructure’ and investigate the websites of 30 art museums through multi-step sampling process. This study analyzed the structure and menu of the art museum websites as well as the current state of various contents provided by the websites and the search service for the collections offered by the websites. Following sentences are the results. First of all, the art museum websites offer 5.6 top menus on average. Secondly, contents related to art museum, exhibitions, news, education, general forum, and SNS are the basic contents that should be provided on the art museum websites. Third, for contents related to news, education, and events have problems with hierarchical structure and need to be adjusted. Fourth, in the content type, specialized information contents are relatively insufficient and thus need to be improved. Fifth, the art museum websites should give sufficient information about the collection and offer directory searching hat includes keyword searching as well as detail searching service. It is also required to reorganize the directory along with the download function for searched results and the sorting service.
This study investigates the credibility judgements of information by tweens using digital media and information. Particularly, the study focused on tweens’ perception of internet research and information use and on their credibility judgement of source and message, internet service providers, and on consulting with others for their credibility judgement. The survey methodology was used to collect data from grade 5 and 6 students in two elementary schools whose parents are likely in middle and upper class. 336 valid questionnaires were collected among 400. Descriptive statistics, factor analysis, and t-test were used to analyze the data collected using SPSS 25. Findings suggested that tweens understood the importance of using smart media and computers, that they used Youtube, Naver, Kakao talk, Naver JisikIN much in sequence, and that they believed the Internet research was easy and fun. Using exploratory factor analysis, the survey questions for credibility judgement were classified into three factors: Internet service providers, sources and information, and consulting with others. Tweens used sources and information credibility, consulting with others credibility, Internet service providers credibility in sequence. However, it was interesting to find that there were greater deviation in answers on knowing how to find out the cognitive authority of the authors and on the importance of using current information. This study suggests the critical need for tweens’ credibility judgement research for promoting critical thinking skills as well as for proactive educational practices in schools and libraries on information literacy.
This study used the Unpaywall API, one of the open tools to track the OA version, to empirically identify the OA of 3,905 papers that have been published by Korean corresponding authors since 2015 in international journals. As a result, the following facts were found. First, less than 30% of papers have been open accessed, and more than half of them were bronze OA. Secondly, the archiving site of the Green OA papers was found not to be domestic but mainly subject repositories or institutional repositories of overseas universities to which co-authors belong. Third, only 19.6% of research fund granted papers were open accessed and half of them were in the medical field. In contrast to the international trends in which the OA papers showed higher citations, the analyzed OA papers showed no higher citations than the non-OA papers.
Historically, mothers have been noted as active health information seekers, reflecting their roles as health mangers and caregivers for their family members. However, previous studies have focused on health-related information behavior among mothers in native populations or mothers of children with specific diagnoses. To fill this research gap, this study focused on health information behavior among mothers of healthy infants and toddlers. Using Wilson’s (1997) information-seeking model, this study aimed to uncover the relationships between mothers’ demographic characteristics and their health information source use. Online surveys were completed by 851 mothers: 255 U.S.-born mothers, 296 Korean-born mothers, and 300 Korean immigrant mothers living in the United States. Results indicated that there were statistically significant relationships between mothers’ nine demographic characteristics (mother’s age, education level, household income, employment status, the number of children, years living in the U.S. (or Korea), fluency in speaking English, size of household, housing status) and their health information source use. Based on the results, the implications for information professionals at diverse organizations are discussed when they provide health information services to this specific population.
In this study, in order to analyze the current status of the data science curriculum in Korea as of October 2019, we conducted an analysis of the prior studies on the curriculum in the data science field and the competencies required for data professional. This study was conducted on 80 curricula and 2,041 courses, and analyzed from the following perspectives; 1) the analysis of the characteristics of data science domain, 2) the analysis of key competencies in data science, 3) the content analysis of the course titles. As a result, data science program in Korea has become a research-oriented professional curriculum based on an academic approach rather than a technical, vocational, and practitional view. In addition, it was confirmed that various courses were established with a focus on statistical analysis competency, and interdisciplinary characteristics based on information technology, statistics, and business administration were reflected in the curriculum.
Precedents are data containing various types of information. In this study, I proposed a method to be utilized as legal information system for the public using automatic text analysis performed on precedents. It is carried out to analyze the defamation precedent using reference provision, judgment issues, major points of judgment, and reference precedents. As a result of the analysis, legal provisions used in defamation, key issues covered by defamation, and key cases are extracted. Although only applied to the Supreme Court case regarding defamation, the proposed methodology could be applied to various legal topics.
The purpose of this study is to derive the detailed elements of each RDM function that can be applied to the development of research data management system in Geoscience field in Korea. Eight institutions related to RDM services were analyzed to achieve the research purpose. As a result of the analysis, 80 detailed elements of Geoscience RDM function were derived, and a survey was conducted to domestic experts to verify the derived details. As a result, 80 RDM functional details for Geoscience are presented in order of importance. The elements presented can be presented as functional details in the establishment and operation of RDM services in the field of Geoscience in research institutes or university libraries in Korea.
