The Reference Model for an Open Archival Information system(OAI S) was recommended for developing digitalarchives effectively and for implementing interoperability and Reference Model is high-level recommendation, it does not speci fy a design and an implementation. Therefore, thisstudy investigates the architecture of several digital archives , suggestes three strategies for persistent archive, andt, and secure digital archive.
This study evaluated the applicability of the static hierarchic clustering model to clustering query results in OPAC. Two clustering methods(Between Average Linkage(BAL) and Complete Linkage(CL)) and two similarity coefficients(Dice and Jaccard) were tested on the query results retrieved from 16 title-based keyword searchings. The precision of optimal clusters was improved more than 100% compared with title-word searching. There was no difference between similarity coefficients but clustering methods in optimal cluster effectiveness. CL method is better in precision ratio but BAL is better in recall ratio at the optimal top-level and bottom-level clusters. However the differences are not significant except higher recall ratio of BAL at the top-level cluster. Small number of clusters and long chain of hierarchy for optimal cluster resulted from BAL could not be desirable and efficient.
The purpose of this study is to analyze the performance of contracting out public libraries, in order to contribute to the promotion of their effective operation in Korea. Three public libraries which are currently operated by ‘contracting out’are selected to be reviewed for this study. Their performance are analyzed by means of literature search, questionnaires, and on-the-spot-survey. Investigated in detail are the following issues: First, the need for and background of‘ contracting out’public library services, and their present state in Korea; Second, the pros and cons of‘ contracting out’ public library services; Third, the outcomes of public library services which have been currently contracted out. Finally, based on the aforementioned findings, a future model of‘ contracting out’public library services is proposed. Also suggested are the strategies for furthering the effective management of public libraries.
The present study surveyed university librarians’perceptions of barriers to research utilization using the Barrier Scales. Theresults shows that in mean Barriers Scale scores, characteristics of the organization had the highest, and then followed by th ecommunication, the research and the librarian. The most importa oinsufficient time to implement new ideas, inadequate facilities , and lack of authority to make changes and in thecommunication relating to lack of clarity of research implicati ons for practice, lack to demonstrate research’s relevance to practice,and lack of readability of research. Also, incomprehensible Eng s majorbarriers. The comparison with those of nursing was discussed. I n order to settle the barriers identified, librarians should be educatedto have ‘research literacy’and organazational merit and reward systems were reinforced for research utilization. Also, it needsto explore librarians’specific experiences of barriers in utili oth theresult of the quantitative and qualitative research, it needs t o develop and to assess a standard measurement for librarians’b arriersof research utilization in national and international context.

The purpose of this article is to evaluate the quality of digital libraries which Korean society has built with. To the end, first discussed is the operational definition of digital library, which has a variety of meanings and definitions. For the quality evaluation, 10 criteria were developed on the basis of both literature review and user survey. Followed was a thorough investigation to identify the present status of digital library construction. Then, we selected the most representative digital libraries in Korea, and conducted the quality verification on the basis of previously developed 10 criteria. The conclusion includes both major causes of low quality and some strategies for improving the low quality of digital libraries at the national level.
It is searched that 56 out of 185 university libraries(30.2%) h as adopted ‘subject specialization’organization. This ‘subject specialization’rs and services for them more than other factors in planning an dstructuring their organization. The number of university librar ies which try to adopt that organization has been continuously increasing.To settle ‘subject specialization’in the university libraries under Korea ’should consider one’s own conditions and step the reasonable procedure in adopting that system. Considering the similar conditionwhich the university libraries in Korea face such as shortage o f material support, “Mixed Model of subject specialization”is reasonable,anization is adopted and in Reference Service, subjectspecialization is adopted. However, the ideal and final destina tion of Korea’s university libraries is the adoption of “Full subjectspecialized model”; it can be reached when they are supported by sufficient human resources and good conditions.
The purpose of the study is to develop a license model which co uld be used as guidelines during the process oflibraries. The study was done through the following4 steps. First, through the analysis of previous related literature, the study examined the licensing principles, thestructure of the license, the relationship between copyright an in the library. Secondly, through the analysis of the basic str ucture of 5 representative license models abroad and2 domestic licenses, the study established the basic structure of license model. Thirdly, a questionnaire was conductedt the present states and problems of library contractingand their opinion on the core clauses of the contract. Lastly, having based on the results of the investigations mentionedabove, the study finally developed the license model.
The purpose of this study is to investigate the current service pattern of electronic scholarly journals at homepages of Korean academic societies and to provide some suggestions for the better service of electronic scholarly journals. Data were collected from December 26, 2003 to January 6, 2004. The object of the examination was from the number of 257 academic societies which are publishing Registered Journals designated by Korea Research Foundation. Among the number of 257 academic societies, 116(45.1%) of them are providing electronic scholarly journals at their homepages, and among the number of 116 academic societies, 62(53.4%) of which are providing electronic scholarly journals with their own efforts without other organizations’help. The number of 257, 116, and 62 academic societies are compared with national information circulation institutions in terms of the service of electronic scholarly journals. Suggestions for the better service of electronic scholarly journals at academic societies in Korea are also provided.

These days the number of copyright issues concerning libraries is increasing. The reason is a library is the place that collects and uses copyrighted materials. The copyright issues that libraries face will be more radical, because of the growing number of digital media especially appearance of a digital library. To make the current situation better, this study suggests the standard of copyright compliance policy for university libraries in order to serve within the range of copyright law. Copyright compliance policy is a reasonable guideline meeting user’s intellectual needs and protecting a copyright holder’s right.
