The purpose of this research is to analyze the characteristics and problems of ‘Reading Cheongju’ which launched as ‘One Book, One City’ reading promotion campaign in 2006 and conducted 23 times for the past 15 years. The analysis of the selection criteria of ‘one book’, 31 selected books, and the activity of reading and discussion shows the strength of continuity and stability of ‘Reading Cheongju’. However, the following weaknesses need to be improved on: the inadequate change in book selection criteria, selection of several books according to age groups instead of ‘One Book’, lack of consistency in themes of selected books, preference for best-sellers and popular works, difficulty in identifying the continuance of individual participation in reading and discussion, librarians’ role limited to organizing programs, and lacking in direct participation in discussion and communication, and events and programs only led by Cheongju City Library without any cooperation from community members.
The purpose of this study is to examine the concept and definition of fake news focusing on misinformation/false information and is to examine the ways in which our society can respond to the distortion of social reality and damage to democracy caused by information distortion such as fake news. To do this, the concept of fake news was examined based on the level of facticity and intention to device, and our social environment in which fake news was created and spread was examined from the perspective of datafication. In this environment, the library community, which plays a pivotal role in human access to and use of information, argued that it should strive to establish and provide universal literacy education in order to realize the Sustainable Development Goals of the UN 2030 agenda. The core of universal literacy education is to understand the society by investigating and analyzing data communication types according to the degree of datafication and the political, economic, social, and cultural background of society. For this reason, it was concluded that universal literacy should be implemented flexibly according to the degree of datafiation and users of each society.
This study was performed in order to provide suggestions on how to strengthen librarian competency by evaluating and analyzing the competency value of librarians as information professions. First, the study divided the common competency value of librarians as human capital of libraries into skills, knowledge, behavior and attitude, and analyzed each area of competency value for librarians of the A-library. As a result, the average of the ‘librarian’s behavior and attitude’ area was the highest, followed by the ‘librarian’s skill’ area and the ‘librarian’s knowledge’ area. Second, in terms of ‘librarian’s skill’, A-library librarians’ competence values were high in the order of ‘communication’, ‘leadership’, ‘technology’ and in the terms of ‘librarian’s knowledge’ ones were high in the order of ‘law and policy’, ‘marketing’, ‘learning and growth’ and ‘finance and accounting’. In addition, in areas of ‘librarian’s behavior and attitude’, the factors were high in the order of ‘ethics and values’, ‘interpersonal relationships’ and ‘customer service’. Third, the analysis of whether the average difference exists depending on the characteristics of A-library librarians on their evaluation of the competency value shows that only the ‘working period’ factor in the total competency value and the two factors ‘age’ and ‘working period’ were statistically significant in the ‘librarian’s knowledge’ area. Forth, as a result of a regression analysis to identify the characteristics of A-library librarians and their impact on competency value, only the ‘final education’ factor was statistically significant for the competency value of the ‘librarian’s skill’ area. Fifth, in the survey on problems and desirable improvement measures in increasing the competency value of librarians, the proportion of presenting problems and improvement plan in systemic aspects such as the ‘librarian qualification system’ and ‘librarian training system’ was high.
The purpose of this study is to derive the implications needed to improve reading and information literacy and provide information services for students and citizens through changes in the concept of PISA 2018 Reading Literacy and its Assessment Framework analysis. The findings of the study are as follows. First, meaning of PISA Reading Literacy concept has changed along with the changes of the social and technological environments. Second, concept and assessment framework included the whole process of reading. Third, the Assessment Framework included a number of factors similar to the cognitive process of the information literacy model like Big6 Skills, but also there were differences. Fourth, the digital reading is reflected in the Assessment Framework. The PISA 2018 Reading Literacy Assessment Framework provides implications for the standards and methods required for librarians to develop reading and information literacy models and assessment frameworks to improve citizens’ reading and information literacy, and to provide information services to them.
This study investigates ethical dilemmas of teacher-librarians in their professional practice. Within the framework of “Librarians’ Statement of Ethics” by Korean Library Association, the study used the survey and semi-structured interview with teacher-librarians. 259 teacher-librarians responded the survey and 5 teacher-librarians participated the interview. The survey was analyzed using descriptive statistics to find how often teacher-librarians experience ethical dilemmas. The semi-structured interview was transcribed and analyzed to draw the individual cases of teacher-librarians’ ethical dilemmas. The results indicate that teacher-librarians experience ethical dilemmas in relation to information access and intellectual freedom most often. It was difficult for teacher-librarians to relate their professional duties with their expertise and that they were not clear on how to avoid copyright issues and how to deal with the balance between users and copyright holders. This study had implications that individual dilemma cases are so context-dependent that teacher-librarians had to make decisions individually. They tried hard to find the balance between protecting students from harmful resources and library ethics. Researchers and practitioners need focus more on finding where the balance is and how teacher-librarians deal with their ethical dilemmas.

On the basis of the findings, the research suggests the directions of public library designs and constructions in the future, and further follow-up research topics.
This study aims at analyzing research trends of library management and suggesting future tasks of this area in Korea. This is a study following the previous study which was done in 2014. For this purpose, this study analyzed 323 papers of library management area among the library and information science papers which have been published from 2014 to 2020 at the four academic journals of the National Research Foundation of Korea. As a result, it was found that 46 papers in library management had been produced annually. The amount of papers in library management has increased, compared to 36 papers annually published which were checked at the previous study. The analysis on the research trends of sub-fields of library management showed that high research performance has been done at the sub-fields like ‘general management’, ‘human resource management’, ‘measurement and evaluation’. However, there has still been less performance in the sub-fields like ‘marketing’, ‘organization management’, ‘budget management’, which was also shown at the previous study.
The need for the development of practical manuals for responding to disasters in public libraries has emerged after COVID-19 was confirmed in Korea in January 2020. The library is a social organization directed affected by COVID-19. Therefore, a reasonable and consistent disaster response manual should be developed and used as a guideline for responding to disasters at the library sites. This study aims to derive implications by examining the current situation of public library manuals for both domestic and international. Furthermore, the responses of overseas libraries experiencing major disasters were analyzed and issued to reflect the current domestic situation. As a result of the study, it was suggested that the library’s role as a social organization for disaster response should be enhanced, and that disaster experience needs to be implemented, as guidelines, toolkits, and archive.
As a national library, the National Library of Korea is responsible for collection, provision, and preservation of national knowledge, information, and cultural heritage. This study aims to develop performance indicators as a rational tool to improve management of the National Library of Korea for its continuous growth and development. The performance indicators are based on the BSC(Balanced Scorecard), which is useful for linking the organization’s strategies in response to changes in the library environment with performance measurement. As a result, 4 BSC-based perspectives (① Resources, Access, Infrastructure Perspective, ② Usage Perspective, ③ Efficiency Perspective, ④ Potential and Growth Perspective), 19 key success factors, and 71 performance indicators were developed for the National Library of Korea. Also, differences in perception of performance indicators by ranks and job duties at the National Library of Korea were analyzed.
Efforts to establish a joint preservation facility for library collection are being discussed by some of regional representative libraries recently. In order for the efficient management and preservation of public library materials and to secure the space necessary for applying new services, there is a high demand for a cooperative shared storage for public libraries. The construction of a cooperative shared storage for public libraries is to minimize the cost of expanding the preservation space for each public library and to provide a pleasant service environment by separating the low-use materials stored in the library. Accordingly, discussions on the construction of a cooperative shared storage for public libraries are being initiated by some representative libraries. This study, in this regard, tried to propose a plan to build a cooperative shared storage for public libraries by a Seoul Metropolitan Library. To this end, it surveyed the estimate size of the collections of public libraries in Seoul and, based on this, proposed the size and strategies for the facility.
VIP marketing strategy is mainly applied to commercial companies. This study proposed a plan to provide preferential services to excellent users of public libraries by referring to VIP marketing strategies. For this purpose, we surveyed 210 university students in their 20s and measured their Reliability, Empathy, overall usefulness for preferential service. As a result, ‘Issue special membership card’, ‘provide exclusive lounge’, ‘additional book loan’ services had common effects on three measurement items. Through these research results, this practical study can be used as a reference when public libraries implement preferential services in the future.
Various research are being published in the areas of humanities, history, aviation/ports, and regional development, centering on the Incheon area which has issues such as large-scale ports and airports, archipelago, and urban regeneration. This study explored the scope of the subject and the distribution of researchers using a informetric analysis focusing on the studies of Incheon. Specifically, this study extracted authors from about 500 Incheon-related research papers listed in the Korean journal’s citation index and analyzed the co-author relationship network to understand the cooperative behavior between authors’ institutions. In addition, by extracting keywords from the articles and performing a weighted network (PFNET) analysis on the relationship between keywords, the intellectual structure was analyzed. As a result, it was found that Inha University and Incheon National University showed a high TBC, and Incheon Development Institute showed the high NNC. Meanwhile, the intellectual structure of Incheon-related research was found to be composed of 11 thematic clusters, and the social issues of Incheon, ports, and aviation were analyzed as representative clusters.
In this study, as examples of domestic libraries currently using the cloud-based library system, the main characteristics and issues that appeared in the experience of use divided into the processes of introduction, conversion, and operation of each system were investigated, and the results are as follows. First, it is said that new systems were introduced as alternatives to problems caused by the operation of the existing system, and the current products were selected because they were cost-effective. Second, the main issues in the conversion process were data migration work, implementation of existing service functions, and linking problems of internal and external systems in the library. Third, the main advantages identified in the operation process were cost reduction, simple installation and automatic management and maintenance, and convenient use in mobile devices. The main drawbacks were the difficulty of customizing that reflects the characteristics of the library, and the need for stability of the network. The disappeared role of the information technology librarian is the regular system inspection and maintenance support, and various new roles have been suggested. The responses of librarians and users to the new system were generally satisfied rather than dissatisfied.
In order to assess the state of library and information science (LIS) research in Korea, the study analyzed bibliometric data of papers published in past 18 years in Korea Citation Index (KCI) and Social Science Citation Index (SSCI) journals. The analysis of study data, which consisted of 6,301 KCI journal papers with 26,474 citations and 86,727 SSCI journal papers with 1,196,961 citations from 2002 to 2020, involved comparison of research productivity and impact, collaboration trends, and key areas of research between domestic and international LIS scholars with normalizations by units of analysis for size differences. Even with size normalization, the study found a marked difference in citation patterns between domestic and international LIS research. Korean LIS authors were twice as productive as international LIS authors but a little over a half as impactful. The results also showed a much higher level of skewness in international research, where a fraction of top authors, institutions, and journals received a lion’s share of citations. The trend of increasing co-authorship was much more pronounced among international publication, where the recent popularity of larger collaboration groups suggests multi-disciplinary and increasingly complex nature of modern LIS research in the world stage. The keyword analysis revealed a much more diverse subject area in international than domestic LIS research with a recent shift towards technology, such as big data, blockchain, and altmetrics. Keywords in SSCI journals also exhibited a less connection between popularity and impact than KCI keywords, where popular keywords did not necessarily correspond to impactful keywords.
Digital humanities, which creates new and innovative knowledge through the combination of digital information technology and humanities research problems, can be seen as a representative multidisciplinary field of study. To investigate the intellectual structure of the digital humanities field, a network analysis of authors and keywords co-word was performed on a total of 441 papers in the last two years (2019, 2020) at the Digital Humanities Conference. As the results of the author and keyword analysis show, we can find out the active activities of Europe, North America, and Japanese and Chinese authors in East Asia. Through the co-author network, 11 dis-connected sub-networks are identified, which can be seen as a result of closed co-authoring activities. Through keyword analysis, 16 sub-subject areas are identified, which are machine learning, pedagogy, metadata, topic modeling, stylometry, cultural heritage, network, digital archive, natural language processing, digital library, twitter, drama, big data, neural network, virtual reality, and ethics. This results imply that a diver variety of digital information technologies are playing a major role in the digital humanities. In addition, keywords with high frequency can be classified into humanities-based keywords, digital information technology-based keywords, and convergence keywords. The dynamics of the growth and development of digital humanities can represented in these combinations of keywords.
The purpose of this study is to empirically analyze the impact of library service quality on the continuous use of libraries by international students and to verify that library anxiety plays a mediator role between the two variables - ‘library service quality’ and ‘continuous use intention’. To conduct this study, library service quality, continuous use intention, and library anxiety of 213 Chinese international students was measured and the hypothesis through structural equation modeling was verified. The result of the study suggests that library service quality has an impact on continuous use intention and that library anxiety mediates the two variables. Based on the research result, the development of library service for international students was discussed.
While the body of cases on startup has grown substantially, there has been a lack of a one-stop gateway of entrepreneurship. The study attempts to build a subject gateway for startup information services based on case studies, users' needs analysis, and literature reviews. The results show that users have difficulty in selecting useful information since the excess of information and the search for the desired information as it is scattered across a wide range of sources. The study designed a subject gateway by a navigation system that enables flexible browsing within the entire gateway through the ontology modeling. The study also presented an example of startup records to display how startup information can be explored. This study is expected to contribute to the understanding of the current status related to business startup services. The business startup digital gateways based on empirical data analysis will contribute to extending library service for startup.
This study aims to find an optimal method for the mobile map application to provide directions by analyzing users’ behavior in wayfinding and the information referenced in the direction-finding tasks. The mobile application provided information such as ‘the name of the store on the first floor,’ ‘current location and directions to proceed if there are multi-branching roads,’ and ‘alleyways.’ In the visual representation of information, the application should pay attention to ‘landmark elements such as subway station exits and bus stops,’ ‘the color of crosswalks and overpasses,’ ‘division between sidewalks and driveways,’ and ‘entry to the subway stations.’ For the mobile map application to provide intuitive interaction, it is necessary to specify ‘the direction toward the destination,’ ‘the possible rotation of the map screen,’ and ‘the big roads’ preference guidance.’
The purpose of this study is to propose a plan to implement the comprehensive linking system centered on identifiers in order to provide seamless academic information services to researchers. To achieve this goal, interviews were conducted with 17 researchers from five centers and one secretariat belonging to KISTI. The contents of the interview are about the establishment and management status of the identifier of the academic information service DB. As a result of the interview, it was found that the identification rate for identifiers such as KOI was high in the case of domestic articles DB, but the identification rate for global identifiers such as ORCID was low in the case of foreign articles DB except for DOI. To solve this problem, this study proposes the council for joint use of a comprehensive linking system to build the comprehensive linking system model centered on identifiers. The joint use council will be organized around domestic academic information distribution institutions, and the council is expected to discover and implement new services through ID linkage by collecting foreign identifiers.
This research categorizes the factors of digital capital accumulated both in personal and social level into digital access and digital competence, and empirically analyzes how the use of public libraries effects on the formation of digital capital. As a result, it was found that participation in public library programs, the use of information services, and the utilization of digital collections had positive effect on the formation and accumulation of digital capital at the personal and social level. In contrast, it was analyzed that the use of digital collections in public libraries did not significantly affect the creation of digital contents or reciprocal collaboration based on online networks. Therefore, in order for public libraries to fully support the formation of digital capital, they should not only provide knowledge and information which is a traditional role of public libraries, but also play a role as a digital-based cooperative system.
The study is aimed at designing an effective edutech platform based on online remote classes, and clarifying the effect of empathy competence of youths through the operation linked with the empathic reading program focusing on reading. As a result of the study, the empathy reading program that a remote class model was applied has shown a meaningful difference among groups in cognitive empathy and emotional empathy, and it was found that there was a statistically meaningful difference between the two groups in total scores. Besides, the effect and meaning of adolescents’ empathy competence have been verified through the remote empathy reading education and the empirical analysis, and the direction to develop the empathy reading program has been suggested for a solution to settle differences in students’ learning due to COVID-19.
This study examined the curriculum of 23 graduate schools of archival sciences in the United States, Canada, the United Kingdom, and Australia and 25 graduate schools of archival sciences in Korea, and compared core knowledge categories. The average number of courses in Korea and other countries was similar, but each university in other countries set required courses, and few in Korea. As a result of comparison by knowledge category, all knowledge categories in North America were opened as individual courses, while the UK and Australia did not open knowledge categories of outreach, instruction, advocacy, and knowledge categories of professionalism separately. In Korea, the category of outreach, instruction, advocacy, the knowledge category of professionalism, and the knowledge category of information technology have not been established separately, while courses related to history and administration are subdivided. In order to reform the archival science education in Korea, the knowledge categories for archival professionals should be prepared and the guidelines and certification standards for the education should be established.
