신내생적 농촌발전의 개념적 특성과 활용 가능성 모색 세계화에 대응하는 대안적 농촌개발모델의 모색

초록

1970~1980년대의 경제불황기를 거치면서 기존의 케인스 이론에 따른 외생적발전방법을 대체하는 새로운 모델로서 내생적 발전론이 제기되었다. 이러한 방법이 제3이태리의 사례를 통해서 세계적으로 확산되었지만, 사실상 내생적인 방법만으로 지역개발을 성취한 사례를 찾아보기는 쉽지 않았다. 따라서 이러한 현실적 적용의 어려움과 기존 발전론의 지리적 이분법을 극복하는 이론으로서 대두된것이 신내생적 발전론이다. 이 연구에서는 신내생적 발전의 개념과 활용 가능성을 설명하기 위해 기존의 농촌개발이론을 비판적으로 검토하고 이를 토대로 신내생적 발전의 개념과 특성을 살펴본다. 또한 이를 현실적으로 적용하기 위해서 필요한 매개적인 요소로서 사업가구, 사업네트워크, 장소 정체성, 학습지역 등 네가지 개념의 활용 가능성에 대해서 설명하고 정책적 적용 가능성을 모색한다.

Abstract

Since the economic recession and crises in the advanced economies in the 1970s and 1980s, there has been a search for novel approaches to rural development. This was in part in reaction to the changing role and declining predominance of traditional primary industries in rural areas, but also arose from new thinking, stimulated by globalisation and economic interconnectedness,about the development of localities under conditions of economic competition. A novel concept that has arisen is Neo-Endogenous Rural Development, whose provenance and potential are explored in this paper. First, it examines the evolution of the concept criticising prevailing exogenous and endogenous models. Secondly, it explains the main assumptions and dimensions of the new concept. Thirdly, this paper goes on to examine some of the key institutions that effect or embody neo-endogenous approaches ―including the business household, the business network, place identity and the learning region ― before drawing conclusions for research and policy for Korea.
