Localizing Immigrant Integration Policy: An Reflection on Local Immigrant Policies in Korea

Abstract

As the rapid influx of immigrants since the mid 90's, Korea's immigrant policies have been developed at a remarkable pace. However, the policies were mostly initiated by the national governments, and the local governments in Korea largely remained passive and uninterested in providing integration policies. In view of the situation, this paper reviews the local government's integration policies with focus on the organizational development, the enactment of ordinance for supporting immigrants' lives, and the policy governance among the national government's agencies, local government and local civil groups. In conclusion, the paper calls for more active roles of the local government, particularly, major city governments, and suggest policy directions for future development of local immigrant policies in Korea.
