Creative Economy, Creativity, and Creative Industry: Conceptual Issues and Critique

Abstract

This paper reconsiders critically some conceptual issues of creative economy developed on the basis of human creativity, and of creative industry as actual forms of creative economy. It first looks into the context of the rise of creative economy theory which has been often ignored, and then reexamines critically major conceptual issues of creative economy, creativity and creative industry. Through this reconsideration, this paper argues that theory of creative economy, especially suggested by Florida, lacks for concrete explanation on the process of transformation to, and operation of, creative economy, that is, what kind of production system and of labor process have promoted actually creative economy; that a vague and dubious definition and excessively normative elucidation of creativity of creativity leads to an ideology that policy or discourse on creative economy would legitimate the actually operating mechanism of present economy of capitalism and the dominant status of the so-called creative class; and that the concept of creative industry which includes a number of sectors has a limitation of its classification in relation to creative economy and creative employment, and several sectors of creative industries have revealed serious problems of actual labor process due to its flexibility.
