Learning of Ecological Citizenship through the Process of Energy Transition Movements: Based on a Qualitative Case Study on an Energy Self-sufficient Village in Gwanak-gu, Seoul

Abstract

The Energy Self-Sufficient Village (ESSV) movement, which relies heavily on voluntary resident participation, is a local response to climate change and the energy crisis in South Korea. This study aims to explore why participants get involved in the ESSV movement and how they have changed and grown through their ESSV experience, and to understand these findings from an ‘ecological citizenship’ perspective. We conducted a qualitative case study using primarily participant observation of Gwanak District’s ESSV, using both interviews and a literature survey. Many respondents reported initially getting involved in the ESSV movement due to recommendations from social contacts or for leisure. However, participants then attached social meaning to their ESSV activities and cultivated ecological citizenship. ESSV participants’ experiences with citizenship development reveal a departure from conventional classroom learning and instead demonstrate a type of social learning cultivated through participation and practice. We found that, while individually, members did not have high levels of ecological citizenship, collective activities among members seemed to reveal stronger ecological citizenship. This implies that rather than approaching the concept of ecological citizenship through an individual perspective, we must approach ecological citizenship from collective and procedural perspectives. The findings of this study ― which reveal behavioral and attitudinal changes experienced by adult participants with average levels of education and environmental awareness ― can inform strategies for expanding energy transition movements to reach the greater public.
