The legal deposit for the national library in all countries is the most important mean for acquiring the country’s off-line and on-line publications. Because of many limitations of legal deposit system, however, the National Library of Korea does not properly collect the useful materials produced or manufactured in Korea. In order to solve this problem, the author analyzed the status of collection development by legal deposit and estimated the total amount of domestic publications. Based on the these results, author suggested five plans for strengthening the national collections in terms of the provisional ‘deposit law’, the further development and complementary of current legal deposit regulations (guidelines and standards), desirable amendments of the legal deposit provisions in library act, reasonable division of the deposit targets, and optimization strategies of acquisition scope by material types.
It is often said that collections of public library are too poor to meet user demands in terms of quantity as well as quality. It is also criticized that this situation is related to the lack of material budget and non-systematic purchasing process. Situated in such context, this study attempted to investigate current policies and regulations that control the material budget allocation and purchasing process in public libraries, because book purchasing process in public libraries is especially influenced by policies and regulations both in national and regional levels. Policies and regulations affecting material budget allocation and purchasing process were analyzed into 4 elements, namely about (1) financial foundation supporting collection development and material budget allocation, (2) the formation of material budget and discount rates, (3) prescribing characteristics of monographs public libraries purchase, and (4) acquisition process.
Although a significant number of studies have been conducted in user-based relevance criteria, a need for further research still remains. The rational is associated with the following inadequacies: ① research on young user groups, ② research on the Web environment with multimedia resources, ③ research on the irrelevance criteria and implications to improve related systems and services. Accordingly, this study identified user-based relevance and irrelevance criteria, examining 40 middle school third grader students who use KERIS Edunet site. The results identified 16 relevance criteria and 8 irrelevance criteria. Major implications related to information system and service improvements.
Metadata schemas are well recognized as one of the important technological components for archiving and preservation of digital resources. However, a single standard is not enough to cover the whole lifecycle for archiving and preserving digital resources. This means that we need to appropriately select metadata standards and combine them to develop metadata schemas to cover the whole lifecycle of resources (or records). Creating a unified framework to understand the features of metadata standards is necessary in order to improve metadata interoperability that covers the whole resource lifecycle. In this study, the author approached this issue from the task-centric view of metadata, proposing a Task model as a framework and analyzing the feature of archival metadata standards. The proposed model provides a new scheme to create metadata element mappings and to make metadata interoperable. From this study, the author found out that no single metadata standard can cover the whole lifecycle and also that an in-depth analysis of mappings between metadata standards in accordance with the lifecycle stages is required. The author also discovered that most metadata standards are primarily resource-centric and the different tasks in the resource lifecycle are not reflected in the design of metadata standard data models.
The purpose of this research is to investigate the current situation of national and international e-book ecosystem, reveal a conflict and suggest the improvement strategies regarding e-book lending service in public libraries. For this, an extensive research was conducted concerning overall e-book issues and reveled the criteria for each sectors. The relationship and different view between publishing and library sector were presented. Then, the five public library e-book lending principles, developed by foreign national or international library associations, were analyzed. The seven main principles were derived and mapped to the current practice of publishers. As a result, the possible countermeasures of the Korean public library were suggested, particularly in terms of the mission of public library, development a standardized lending model, and the revision of law.
This study proposed to seek the future development direction of policy information service in Korea by identifying users’ needs for policy information and analyzing policy information users’ behavior. For this purpose, we analyzed policy information users’ needs and behavior through survey and interview methods, and the results are as follows. First, the most common purpose of policy information use was figuring out policy trends, and the Internet was the most common search method used in investigating policy information. Second, electronic resources showed a high rate of use, but the domestic material utilization ratio was higher, and the U.S. resources usage of overseas data was the highest. Third, users most often used materials produced within the last 2-5 years, and Web DB (journals, academic articles, etc.) and reports were the most used material types. Fourth, in the survey of opinion about methods for improving policy information utilization efficiency, cooperation between government agencies’ libraries, cooperation between agencies producing the policy information resources, and the overall national collection of policy information were rated the highest.
The purpose of this study is to check the educational influence and accountability of school library and to derive implications for the improvement of public education, using raw data of OECD PISA 2009. To do this, the reading achievement as well as questionnaire of 4,989 Korean students’ data in OECD PISA 2009 were used. It analyzed how the visit of library can affect reading achievement, reading attitude and behavioral through structural equation modeling method. The results were as follows. The library use factor is a cause-effect relationship among reading achievement, reading attitude and behavioral factors. In addition, the reading attitude is a cause-effect relationship between reading behavior factor and reading achievement. In the part of reading behavior is a cause-effect relationship reading achievement. In the results of applying this causal relationship of whole population, in some individual cases, they are activated as moderating variable.
This study examines undergraduate nursing students’ user satisfaction and affective experience of collaborative information behavior in a group-based learning through survey method to see the relationship between these factors. For this purpose, the affective experiences (positive and negative aspects) of collaborative information search were examined using the PANAS scale through the same questionnaire. Correlation between students’ experiences of collaborative information search and affective aspects were examined, and statistical significance using the t-test were also conducted to measure the relationship among students’ demographic factors, experiences of collaborative information search and affective aspects. The results revealed that there was a significant correlation between experiences of collaborative information search and affective aspects. Also, there were significant relationships among students’ demographic factors, experiences of collaborative information search and affective aspects. In particular, there were signigicant differences in students’ overall satisfaction of collaboration and positive aspects between male and female students who experienced collaborative information search. This study found out the possibilities for a follow-up study for affective aspects in collaborative information behavior.
As a follow-up of the study on the marketing effect of undergraduates’ work experience in university libraries(Choi 2012), this study aims to identify differences in the library loyalty of student employees by the managerial characteristics of student employees and analyzes the loyalty of the acquaintances of the student employees to identify the word-of-mouth marketing effect by behavioral loyalty of student employees. Based on the results from the analyses, we discuss the possibility of the management of student employees as a marketing activities in university libraries to the whole undergraduate student.
This study aims to investigate the influence of personality styles on information seeking behaviors of undergraduate students. To this end, first, Korean Enneagram Personality Training Indicator (KEPTI) tool was used to measure Enneagram personality styles. Next, to measure information seeking activities, 200 of undergraduate students were recruited, and a questionnaire with 13 questions was designed. The questions included information usage motivation, how to collect and search scholarly information, challenges faced in the search process, level of satisfaction, and the use of SNS (Social Network Service). This research concluded that personality traits affected information seeking behavior and Enneagram types of each center of energy consistently did not show similar information seeking behavior.
In this study, the service image of the public library was investigated to the users of the public library, and basic data to improve the service image of the public library was also analyzed. In order to analyze public library service image, survey was conducted to 143 users of regional central library in Daejeon Metropolitan City. The results are as followed. First, reliability and publicity was the most highly rated and service satisfaction was the least highly rated. Second, when it was expressed with service quality image, there was no large difference. Third, reliability-providing useful information, publicity-fair treatment, and tangibles-convenient facility had positive images. On the other hand, access-good traffic condition, responsiveness-providing prompt new information, and tangibles-comfortable facility had negative images. Fourth, higher age group had lower mean value from teens to sixties.
This study aims to understand the characteristics of civil petitions and complaints within public libraries and to identify factors to the civil petitions. We develop a survey questionnaire for the goals based on the previous related studies and a pilot study with several open-ended interviews with public library users. Then we collect data using the questionnaire from 154 survey participants (public library users). The collected data are statistically analyzed by using factor analysis, canonical correlation analysis, and multiple linear regression analysis. The results show that there are two identified dependent factors, such as petition and complaint, and six independent factors, including librarian specialty, service convenience, and communication between librarians and users. Through a series of statistical analysis for identifying specific relationships between individual dependent factors and predictors, we discuss the characteristics of the library civil petitions and complaints, and the importance of a structural/relation-based approach to the library civil petition as a complimentary for the functional approach. Based on the results and discussions, we suggest several future research directions, including research on the relationship between the library civil petitions and library performances.
This study aims to develop standard indicators and methodology for college & university libraries’evaluation based on the agreement among various stake-holders, then suggests a new evaluation system. For the goal, we identify purposes and required conditions, then develop indicators for the evaluation through open-ended interviews, a questionnaire survey, and focus group for reaching an agreement on the included indicators among the stake-holders, finally we construct the overall evaluation structure and weighting system. The overall structure is developed based on process-centered approach, then both the internal and functional viewpoint and external and service-oriented viewpoint are considered. The weighting system is based on the balance among the process categories, such as resources, process, and output elements. Additionally, we suggest methodology for the evaluation and annual improvement process for ongoing improvement of the evaluation system. We expect that the results from this study will contribute not only to the evaluation activities but also to active discussions on library performance and its predictor factors.
This study proposes a customized SNS operational strategy for special libraries based on a case study on the Ocean Science Library (OSL) of South Korea. The study conducted an in-depth analysis on an organizational structure, manpower, contents, and promotion. The outcome of SNS operational strategy deducted from this study can be categorized into several items, including: (1) a selection of an appropriate SNS channel, which meets the objective of the operation; (2) a formal division of works for SNS operation; (3) a designation of full-time managers and an establishment of a task force team; (4) a specialization of contents according to specific subjects; (5) on/off-line promotions focused on events, which encourage participations; (6) an improvement of contents through regular log analyses; and (7) a promotion of library website access through SNS, and so on. This research also suggested the strategies for the development of SNS operation: strengthening of communication and cooperation among librarians; distribution of academic and research outcomes of the umbrella organization; enhancement of a role as a communication channel between librarians and users, and carry out a role as a ‘social curator.’
This study is to review the history and general condition of Taiwanese public libraries. The first Taiwanese public library was established in 1901 by Japanese resident and the Japanese government. After Independence and moving the seat of government to Taiwan, public libraries was depressed. But since 1979 public libraries have been increased quantitatively because of the construction of culture center and qualitatively because of growth of publications in 1987. Then Taiwan public libraries was developed very rapidly. There are several advantage, including government library’s leadership, professional chief librarian, tradition of field research by librarian, inter-library cooperation system, green library building, and so on.
This study aims to discuss issues related to small libraries by analyzing laws and municipal ordinances. It conducts an extensive literature review on the history and present conditions of small libraries and explores the characteristics of small libraries as a social movement. Based on the analysis of the Libraries Act, the legal status of small libraries are argued and other related regulation are also discussed. 114 municipal regulations which are related to small libraries are analyzed into five categories including general conditions, related laws, definitions, facilities, and workforce. As a result, the alternative strategies for legal issues on small libraries are provided in the three different aspects.
Quxian Archives is the institution collecting, managing and preserving archives and historical materials of each institution, group and individual of pertinent districts and prefectures. This study investigated 16 Quxian Archives in Beijing and surrounding areas in a bid to conduct overseas case study of archives of primary local governments or municipalities. Establishment status, function and organization of Quxian Archives were studied in terms of management. And collection range, method of collection and characteristics of archives in possession were studied in terms of archives of Quxian Archives. Through this study, the construction of informatization of resources of archives and establishment of integrated retrieval system on national level are expected. It is also expected that this will contribute to the establishment of archives of Korea’s primary local governments and municipalities, working as one of overseas example of operation.
This research looked into both meaning and value of library catalog through the information behavior of user and suggested a plan to improve the quality and search functions, which are reflected the users’ information needs and search behavior. U-CAT, a experimentally developed with reinforcing the contents and search functions of current library catalogs, was tested with the degree of satisfaction by the sample user group. The test results showed that the user’s satisfaction on U-CAT was very high. The result verified that a little change with current library catalogs (to upgrade its quality) could result in a higher satisfaction of user group.
This study is to develop an instructional model for expanding reading debate topic. Also, effects on reading attitude and self-directed learning are identified in this study. The instructional model is implemented for target students, elementary school students. This model was evaluated by a pre-test and a post-test, targeting on students in fourth grade. As a result, this model is effective on developing reading habits and establishing self-directed attitude.
As a major factor for efficient management and retrieval of the articles in databases, keywords are classified into uncontrolled keywords and controlled keywords. Most of Korean scholarly databases fail to provide controlled vocabularies to indexing research articles which help users to retrieve relevant papers exhaustively. In this paper, we carried out automatic descriptor assignment experiments to Korean articles using automatic classifiers learned with descriptors in international database. The results of the experiments show that the classifier learning with descriptors in international database can potentially offer controlled vocabularies to Korean scholarly articles having English abstracts. Also, we sought to improve the performance of automatic descriptor assignment using various classifiers and combination of them.
Melvil Dewey has been evaluated as a person of library movement, a man of thought, and a pioneer. However, the life-long achievements as a teacher has not been considered in the domain of library science. The foundations of Dewey’s thought of public library can be divided into two categories: school education and home education. Based on these two types of education, Dewey established the major role of public libraries in supporting the life-long education of the public. Regardless of the great achievement of Dewey in education, few research has been conducted. The purpose of this research is to consider the role of libraries from the perspective of life-long education based on the thought of Dewey.
