도시가 바로 에너지 전환을 위한 장소라는 인식을 바탕으로, 많은 연구자가 도시의 에너지 전환에 관심을 가지고 이에 대한 연구를 수행하였다. 그러나 기존의 연구에서 사용된 분석틀은 도시에서의 에너지 전환의 동역학과 그 방향성을 통합적으로 평가하는 데 있어 한계가 존재했다. 이러한 한계를 극복하기 위해 이 연구는 다층적 거버넌스 시각이라는 분석틀에 에너지 전환의 방향성을 평가할 수 있는 지표들과 거버넌스에 참여하는 행위자들의 역할을 분석할 수 있는 연구 분석틀을 통합해 통합 다층적 거버넌스 시각이라는 분석틀을 구축하였다. 구축된 분석틀을 이용해 서울의 에너지 전환을 분석한 결과, 서울의 에너지 전환은 양적인 목표의 달성을 강조하는 것을 넘어 중요한 가치들을 포함하면서 질적으로도 발전하고 있는 것으로 분석되었다. 수직적인 차원에서는 중앙정부의 정책 일부가 서울시 원전 하나 줄이기에 포함된 것을 확인할 수 있었지만, 반대 사례는 확인할 수 없었다. 덧붙여서 현재 에너지 시스템의 구조적인 한계가 서울의 에너지 전환의 효과성을 저해하는 것으로 나타났다. 변형된 수평적 차원의 분석 결과 서울의 에너지 전환은 초기에 다른 도시들의 모범 사례에서 자극을 받았으나 현재는 서울이 다른 도시들의 에너지 전환을 자극하는 것으로 나타났다. 또한, 서울의 다양한 행위자들이 에너지 전환을 구성하고 이행하는 과정에 적극적으로 참여하는 것을 확인할 수 있었다.
A growing body of literature has analyzed urban energy transition. However,the existing analytical frameworks are limited in fully capturing energy transitionin cities. This study develops an integrated multilevel governance frameworkby adding indicators. Using this framework, this study analyzed Seoul’senergy transition and found that the energy transition has enhanced by embracingimportant values beyond the achievement of quantitative targets. From thevertical perspective, parts of national policies downloaded to shape the OLNPP. This study also discovered that the current energy system deteriorated the effectivenessof Seoul’s energy transition. From a modified horizontal perspective,institutional preparations for Seoul’s energy transition were initially inspiredby best practices in other cities. However, this situation has reversed. In addition,this study found that a variety of actors have participated in shaping andimplementing Seoul’s energy transition.
